JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity: U.S. Army Corps of Engineers, Southwestern Division (SWD), Galveston District (SWG).
2. Description Of Action: Modification to increase the shared contract capacity of the $96M Multiple Award Task Order Contract (MATOC), Indefinite Delivery Contracts (IDCs) W912HY19D0001 through W912HY19D0009, Architect-Engineering (AE) services to support U.S. Army Corps of Engineers, SWD by $10M. The AE services are in accordance with (IAW) the existing IDCs’ Statement of Work (SOW) and ordering period. The type of funds to be used are primarily BBA18 funds.
3. Description Of Services: AE Services for this regional MATOC includes civil works-related areas such as flood damage and risk reduction; coastal erosion; storm damage risk reduction and beach nourishment; shoreline and stream bank erosion protection; shallow and deep draft navigation; environmental and ecosystem habitat restoration; comprehensive watershed evaluations; and multi-purpose water resources projects. The capabilities of AE firms include comprehensive planning, technical analysis, engineering, design, and construction phase services including preliminary studies through feasibility report development; engineering design through detailed plans, specifications, and design analysis/design documentation report preparation (to include related components of surveying and geotechnical investigations); value engineering; technical and Biddability, Constructability, Operability, Environmental and Sustainability (BCOES) reviews; and engineering during construction/construction phase services for both inland & coastal civil works.
SWG awarded the nine (9) existing IDCs under Solicitation No. W9126G-18-R-0430 on 4 June 2019 with a base period of five (5) years and one, two (2) year option. The total capacity of $96M is shared among the following IDCs:

Three (3) Woman-Owned Small Business (WOSB) reserve IDCs:
W912HY19D0004 - 5engineering, LLC W912HY19D0005 - Geo-Stanley JV W912HY19D0006 - ILSI Engineering- Arcadis JV
JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
Based on the foregoing justification, I hereby approve the modification of the $96M MATOC for AE Services to support the Planning, Engineering, and Construction Phase Services, to increase capacity by $10M to $106M on an other than full and open competition basis pursuant to the authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, subject to the availability of funds and provided the services herein described have otherwise been authorized for acquisition.
