About this file
This document is a Justification for Other than Full and Open Competition (J&A) for a seven-month bridge contract for Recurring Maintenance and Minor Repair (RMMR) services at Naval Support Activity (NSA) Souda Bay, Crete, Greece. The U.S. Army Corps of Engineers, Europe District (CENAU) seeks to award a sole-source contract to the incumbent contractor to prevent a gap in critical fuel system maintenance services for Department of Defense infrastructure. The contract will cover scheduled and emergency maintenance for Defense Logistics Agency-Energy (DLA-E) capitalized fuel facilities, including government vehicles, equipment, tactical vehicles, and airfields throughout Greece.
The previous RMMR contract (W912GB19C0007) was set to expire on 27 July 2024, with a follow-on solicitation (W912GB24R0029) experiencing unforeseen delays. The bridge action is necessary to maintain continuous maintenance support for U.S. and allied forces' operational and training missions, as fueling system failures could halt critical activities. CENAU indicates there are currently no other viable contractual vehicles or sources to fulfill the Greece RMMR requirement, and efforts to obtain full and open competition are not feasible given the urgent operational need and short time frame for transitioning services.
