SOLE SOURCE JUSTIFICATION

2. Description of Action: Sonic Drill Head Replacement

3. Description of Services or Supplies:

The total estimated value of the proposed action is $ 30,000

This acquisition is for the purchase of one (1) certified TSi 150 sonic drill head. To assure reliable and cost effective operation, the TSi 150 sonic drill head has been designed to be replaced as a complete unit when rebuild is required. Terra Sonic International provides factory certified TSi 150 sonic heads with a new equipment warranty. The sonic drill head shall be a direct bolt-on replacement for the TSi 150 sonic drill head which is currently

Action using simplified acquisition procedures (select one):

FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. urgency, exclusive licensing agreements, brand name, or industrial mobilization)

5. Reasons for Authority Cited:

Terra Sonic international LLC is the only company that is approved to repair the TSi 150 sonic drill head, as the technology is proprietary in design. No other manufacturer or third sonic drill rig. Any attempt to modify the current rig to accept other manufactured sonic heads will void any manufacturer warranty and could seriously damage the equipment.

The Government would incur substantial replacement costs not likely to be recovered through competition. This request is required in order to continue the daily operational mission of the Section and avoid unacceptable delays in fulfilling the hydrographic survey mission.

6. Actions to Increase Competition:

Currently Terra Sonic International LLC, is the only company that is approved to repair the TSi 150 sonic drill head, as the technology is proprietary to Terra Sonic International LLC.

To increase competition, future purchases of mining equipment such as this TSi 150 sonic drill head unit will seek lower cost units that can be replaced in whole or include components that are not proprietary. But we chose not to do so at this time with this procurement because it is not as cost effective to completely replace the equipment at this time since the repairs are significantly less costly than a full replacement.

7. Market Research:

Market research was performed on 15 April 2020 for this procurement. The research was conducted on Abilityone, UNICOR and GSA Advantage with no results. A search on the Small Business Dynamic Search website revealed nine possible vendors who could possibly perform the work. However, none of these vendors provide the Terra Sonic products. . Terra Sonic international LLC is the only company that is approved to repair the TSi 150 sonic drill head, as the technology is proprietary in design.

A previous requirement for survey equipment was competed and a contract awarded under contract number W912HN14C0006. The previous action was competed as an unrestricted solicitation with eight offers received in which Terra Sonic International, LLC was awarded the contract in the amount of $730,069.54.
