About this file
This document is a brand name justification request for the procurement of three 7.5 HP Goulds Vertical Turbine Pumps from distributors. The U.S. Army Corps of Engineers Walla Walla District requires the pumps for the Downstream Unwatering Pump Room at McNary Lock and Dam to match existing brand name pumps recently installed upstream and reduce maintenance complexity. Installing non-interchangeable pumps would decrease efficiency due to additional training, spare parts, and inventory requirements. The pumps will prevent navlock flooding from drainage and support uninterrupted navigation. The related solicitation is for mechanical parts and pumps for the McNary Dam Navigation Downstream Sump under number W912EF23Q0034 from the Department of the Army Corps of Engineers Engineering District Walla Walla.

2. DESCRIPTION OF ACTION: A brand name justification is being sought to provide commercial items, off the shelf, from distributors who can supply three (3) 7.5 HP Goulds Vertical Turbine Pumps. Pumps are for the Downstream Unwatering Pump Room at McNary Lock and Dam (McNary).
3. DESCRIPTION OF SUPPLIES/SERVICE:
Approval is being requested for a new firm-fixed-price, brand name purchase order for the delivery of three (3) 7.5 HP Goulds Vertical Turbine Pumps:
Quantity: Three (3) Brand Name: Goulds Model Description: Vertical Turbine Type, 250GPM @ 75ft THD, 188 inch total pump length Model No. Goulds VIT-DITM 9WAHC, 2 Stages, 7.5 HP, 1770 RPM, 3PH/60HZ/230/460V.
The estimated costs of this purchase .
4. AUTHORITY CITED:
a. FAR 13.106-1 (b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
b. b. FAR 11.105-(a)(l): the particular brand name, product, or feature is essential to the Governments' requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency's need
5. REASON FOR AUTHORITY CITED:
A. JUSTIFICATION: McNary Lock and Dam (McNary) requires the navigation drainage pumps to be interchangeable in order to reduce the risk of extended navigation outages. McNary has two drainage pump locations in the navigation lock (navlock), one each at the downstream and upstream ends of the navlock.
Each location is designed to handle drainage from gallery leakage.
. The upstream drainage pumps were upgraded under contract W912EF20C0029 with Goulds VIT-DITM 9WAHC, . The Government’s original intent was to have the above construction contract address both drainage pump locations but they were separated during design due to funding constraints. The downstream location still requires the same upgrades. The safe and reliable operation of the navlock is a top priority for the Walla Walla District. The drainage pumps prevent the navlock from flooding and thus damage to other equipment.
B. IMPACT: Failure to upgrade the downstream drainage system will result in flooding within the navlock leading to emergency repairs and extended navigation outages. In addition to the increased leakage rates the existing drainage pumps are at the end of their useful life and no long performed as designed. Maintenance on the existing pumps has increased to the extent that it is necessary to maintain a temporary pneumatic pump onsite. Upgrading with non-brand name pumps will increase the complexity of the project, require more training, decrease efficiency of maintenance crews because of unfamiliarity, and require the procurement and warehousing of additional spares. Prior to contract W912EF20C0029 McNary’s Navlock drainage system consisted of
. There has been confusion or imperfect communication in the past that has resulted in the wrong parts being brought to site for repairs causing increased down times. The upstream pumps and downstream pumps are located
. The only access , so the increase labor and subsequent down time are not inconsequential. Currently McNary maintains a warehouse inventory of for the Navlock drainage system. Installation of name brand pumps matching the upstream installation will allow McNary to reduce warehouse inventory for the Navlock drainage system to with drivers because these components would be fully interchangeable between the upstream and downstream systems.
C. ALTERNATIVES: Other pumps with similar capacity and dimensions are avaliable but they will not be interchangeable with upstream pumps. Resulting in decreased maintenance efficiency, more complex maintainance schedules, additional training, and a larger inventory of spare parts and equipment. At a minimum an alternative brand would require the purchase of an additional spare and two additional sets of wearable items, for an
6. EFFORTS TO OBTAIN COMPETITION: It is anticipated that there are multiple distributors of for the Goulds VIT-DITM 9WAHC, 2 Stages, 7.5 HP, 1770 RPM, 3PH/60HZ/230/460V.
