3. Description of Services or Supplies:

Geonor is a registered company in SAM.gov for the acquisition and distribution of equipment and instruments from various manufacturers in addition to Geonor’s own line of products in the geotechnical, soil investigation, in-situ testing and meteorological fields. The goal in obtaining all of this equipment is to collect high accuracy data at a quicker response rate vs. monthly manual readings taken by project personnel. This is in support of the Huntington District Dam Safety Mission in conjunction with the instrumentation performance and monitoring subCoP for the collection of high quality, https://sam.gov/content/home https://usace.dps.mil/sites/TEN-GGM/SitePages/Instrumentation-and-Performance-Monitoring.aspx?source=https%3a//usace.dps.mil/sites/TEN-GGM/SitePages/Forms/ByAuthor.aspx accurate data. 5. Reasons for Authority Cited:

The minimum Government need is to procure both RST and Campbell Scientific components through a US distributor in Geonor, Inc. This equipment is compatible with the existing software and hardware currently in use by the Huntington District as well other District’s inside of LRD. These components will be used to collect instrumentation data on existing open-tube piezometers at the John W. Flannagan Dam project. Other brands could be used to meet mission requirements, but would require a complete overhaul of equipment, hardware, and software to meet current quality of product achieved through RST and Campbell Scientific products. Therefore, the use of these brand name descriptions is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.

The utilization of Geonor, Inc. is based off market research and prior solicitation document requirements. Geonor, Inc. is a certified distributor and authorized dealer within the continental United States and has worked closely with other government entities. Therefore, the use of essential RST and Campbell Scientific brand names require the services of an authorized dealer to meet the Government’s requirements, thereby precluding consideration of a product sold by another vendor.

Not acquiring these components will hinder both the installation and operation of collection of critical instrumentation data for Operations Division and the Dam and Levee Engineering Section. The dam and levee engineering section widely supports the Huntington District Mission and has worked closely with Operations personnel to convert and bring up-to-date outdated instrumentation and monitoring systems over the past few years.

7. Market Research: The Dam and Levee Engineering Section has not found any other components by various manufacturers that will meet the mission requirements. All of the current transducers, data loggers, and office software processing are RST and Campbell Scientific units, and the software is proprietary to the hardware and workflow.

The District has no other options from a secondary software manufacturer. Andrew Sobonya, and Jordan Babbington preformed independent internet searches on or about March 18, 2022 for other systems and held teleconference calls with various manufacturers. The RST and Campbell Scientific components contain the functionality necessary to complete the field installations and to support the instrumentation performance and monitoring (dam safety) mission, which allows for seamless integration into our extensive existing infrastructure. No other manufacturers within the geotechnical instrumentation and monitoring community were found to perform the requirements necessary to carry out the District’s mission for instrumentation and monitoring. The District will require that the awardee be located within a 600-mile radius of the District Office due to the nature of equipment support and field technical support.
