About this file

This document is a Brand Name Determination for a federal contract opportunity related to the McNary Dam Data Acquisition and Control Systems (DACS) lifecycle replacement project.

The key details are: The U.S. Army Corps of Engineers, Walla Walla District requires specific brand name products to maintain system standardization and compatibility, including next-generation firewalls, programmable logic controllers, workstations, network switches, and other hardware and software components. The total estimated cost of the products is around $b. The brand name products are essential to meet the agency's requirements and are listed in the GDACS Purchasing Guide prepared by the Hydroelectric Design Center. Use of the established components will increase personnel efficiency and maintain compliance with cybersecurity protocols. Alternative products would require extensive testing, training, and risk potential failures in the critical DACS system. The contract will be awarded on a competitive basis to determine fair and reasonable pricing.

BRAND NAME DETERMINATION

Far Subpart 13.106-l(b) and FAR 11.I0S(a)(I)

1 CONTRACTING AGENCY: US Army Corps of Engineers (USACE), Walla Walla District (CENWW-CT) 201 North 3rd, Walla Walla, WA 99362.

2 DESCRIPTION OF ACTION: McNary Dam has three Data Acquisition and Control Systems. They are known locally as GDACS (Generic), FDACS (facility), and SDACS (station power). The McNary Dam Data Acquisition and Control Systems (DACS) lifecycle replacement projects require a justification and approval for multiple brand name items. In June 2024, the Hydroelectric Design Center (HOC) released a whitepaper entitled GDACS-Purchasing Guide outlining requirements to follow when purchasing, installing, and maintaining GDACS equipment. To maintain system standardization and compatibility, HOC has defined specific products to be used for all DACS systems.

3 DESCRIPTION OF ITEMS: Products for the McNary DACS lifecycle replacement project will replace the current equipment that is at end of life.

4 AUTHORITY CITED:

FAR 11.105(a)(1), Items Particular to One Manufacturer. The particular brand name, product, or feature is essential to the Government ' s requirements, and market research indicates other companies ' similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency' s needs.

FAR 13.106-1(b) Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g. , urgency, exclusive licensing agreements, brand name, or industrial mobilization).

5 REASONS FOR AUTHORITY CITED:

a. JUSTIFICATION:

Currently, McNary Lock and Dam utilizes Palo Alto Networks, SoftPLC, HP, Dell, Advantech, and Cisco equipment. All the components listed in the table above are required to be fully compatible with the existing systems. All the components needed must be replaced in kind, as other manufacturers are not authorized to provide compatible components. Additionally, the components listed meet the CIP-005 requirement for electronic security parameters, in addition to CIP-003, CIP-007, and

CIP-010.

All items selected are from the GDACS Purchasing Guide (VER.12.x Revised on 6/17/22). This guide was prepared for U.S. Army Corps of Engineers, Hydroelectric Power Plants by U.S. Army Corps of Engineers, HOC, Automated Controls and Cyber Security Branch Portland, OR. This purchasing guide lists the components of the GDACS system authorized for purchase, including the brand(s) & part(s) number. This list is For Official Use Only and is referred to when ordering hardware or software.

To maintain compliance with cyber security protocols, all system software and equipment for GDACS must be purchased from the authorized GDACS Purchasing Guide.

Moreover, the use of established components across the system will increase personnel efficiency due to familiarity with the components, reducing personnel installation cost, training requirements and the need to be prepared for recurring and nonrecurring maintenance in the operation project.

b. IMPACT:

Failure to upgrade the DACS end of life equipment will result in an inability to control vital systems, collect data, and perform necessary maintenance.

An existing authority to operate (ATO) security procedures are already in place for the GDACS system. Listed products must be used to utilize and maintain security protocols established in the current ATO. Deviation from established ATO would require a new A TO representative to provide a new method to operate, estimated to take at least a month to complete. Alternative products would need to be tested and screened to ensure they are compatible with current systems and meet security protocols. Additionally, training for each electrician worker who works with control systems would be needed to become familiar with the new controls, taking approx.

40 hours each. Training which McNary has already received for current GDACS system components.

If the brand specific products are not purchased, significant negative risks will be introduced to the operation and maintenance of the projects DACS system, thus decreasing the reliability and maintainability. Non-compatibility of alternate products listed in the description of items section will have failures resulting in loss of power and/or control to critical systems and data acquisition. The total costs associated with the inability to operate the DACS system are incomputable due to vast number of variables associated with the system if it does not function properly.

Therefore, as an ATO with prescreened and authorized product list has already been established, deviating from existing systems would not only incur unnecessary costs but also avoidable risks to both operational and mission security.

c. ALTERNATIVES:

The components are critical to the performance of each DACS system. If we were to test alternative products and they are not compatible with the existing system, it would take approximately 4 months to remove the products, order new compatible devices, and reinstall the new products. In addition, an alternative product would not be following HOC requirements for GDACS system components. If the alternate product is not compatible with the existing system or needs maintenance, our center of expertise, HOC, would not be able to help repair the issues since the alternate product is not tested, recommended, or studied by HOC.

6 EFFORTS TO OBTAIN AND INCREASE COMPETITION:

Vendors have been found through the SBA Dynamic Search supporting Total Small Business Set-Aside. There are many distributors for the components as demonstrated by market research conducted by the McNary staff during budgetary estimates.

7 FAIR AND REASONABLE COST DETERMINATION:

Since multiple sources are capable of supplying the components, a fair and reasonable price determination will be on the basis of competition before award.

8 MARKET RESEARCH: There are multiple sources of supply for the components listed for the DACS Lifecycle Replacement.

Technical Certification: I certify that the supporting data under my cognizance, which are included in the Brand name Determination are accurate and complete to the best of my knowledge and belief.
