3. Description of Supplies/Services: North Carolina V5 Trauma Registry Solution is a repository of data on the incidence, diagnosis, and treatment of acute trauma victims treated at Womack Army Medical Center (WAMC), Fort Bragg, NC 28310. The registry itself is used as a database for WAMC Trauma program to maintain data on all trauma patients for use of performance improvement as required by the American College of Surgeon's for Level III Trauma Verification. Digital Innovations will supply the necessary software for download of the registry as well as the necessary annual maintenance for the registry as well as the modules supplied to support the registry and the trauma program. Digital Innovations will also supply a web-based comprehensive training to train staff on the use of its registry and supporting modules in order to query data for analysis by the trauma program.
4. Authority Cited:
(a) FAR 13.106-1(b)(1)(i): Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization); OR
(b) FAR 13.106-1(b)(1)(ii): Only one source can provide a portion of the purchase that is a particular brand-name item; OR
(c) FAR 8.405-6(a)(1)(i)(A): An urgent and compelling need exists, and following the procedures would result in unacceptable delays; OR
(d) FAR 8.405-6(a)(1)(i)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; OR
(e) FAR 8.405-6(a)(1)(i)(C): In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order not previously issued under sole-source or limited-sources procedures.
5. Reason for Authority Cited: The Regional Trauma system in which WAMC belongs uses the Digital Innovation, North Carolina V5 Trauma Registry as its repository. WAMC must utilize the Digital Innovation’s system in order to access the repository as no other company provides a system that is compatible with Digital Innovations. WAMC requires access to the Regional Trauma system’s repository in order to enhance our delivery of trauma care.
6. Actions to Increase Competition: Solicited information and quotes from three potential companies. Digital Innovations had all of the required components for a trauma registry as deemed essential by the American College of Surgeons, whom will grant WAMC level III trauma verification.

A search of the Dynamic SBA was conducted for NAICS 541511 and key words “Level III Trauma”.
The search showed that there were not any small businesses that met the search criteria, as shown in the below chart.
