2. DESCRIPTION OF ACTION: This justification for Other than Full and Open Competition is for approval to use a brand-name specification for a mission critical proprietary replacement Salt Water Service Pump for the Essayons General Service Salt Water system identified in the Product Description.
3. DESCRIPTION OF SUPPLIES/SERVICES: This Justification is for supply only of RS Corcoran pumps. The approval authority for this justification of brand name specification is the Contracting Officer.
4. AUTHORITY CITED: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(c), Only One Responsible Source and No other Supplies or Services Will Satisfy Agency Requirements. This justification applies only to the brand name product.

a. Background: Dredge Essayons uses a General Service Salt Water system to provide cooling water to critical ship systems. This system uses two (2) pumps operating independently, or when needed in series, to provide the required pressure and flow. These pumps are hard piped into the system with a third pump mounted nearby as a critical spare. These pumps must all match physically and have the same flow and pressure characteristics. These pumps were installed in FY19 per recommendations from the US Coast Guard as pumps that are certified and approved for this purpose.
b. Justification: The replacement pump must physically match the currently installed General Service Salt Water pumps and have the same flow and pressure.
c. Impact: Should the current pump(s) fail mission critical equipment could be damaged. A replacement pump is required for the safe operation of the vessel. The General Service Salt Water system is critical to the success of the dredging mission as it is used keep mission critical equipment operating safely. This equipment is mission critical. Falilure would negatively impact the safety of human life and high value property.
OJL-22-048
d. Alternatives: Any alternatives to using this pump would negatively impact the ability of the vessel to safely conduct its mission.

Based on market research, there is more than one supplier for these parts. The requirement will be advertised on SAM Contract Opportunities (beta.SAM.gov) with the brand name only requirement in the solicitation.
7. ACTIONS TO INCREASE COMPETITION: No other compatible products are known to USACE. If the winch control system is upgraded in the future, efforts will be made to utilize more commercially available equipment.
8. MARKET RESEARCH: Research in UNICOR, Ability1, SBDS, GSA Advantage, and internet searches did not reveal any authorized service, repair, or distribution vendors besides the OEM. Due to the Life Safety implications only OEM factory replacement parts can be considered.
9. INTERESTED SOURCES: In accordance with FAR 5.102(a)(6), this justification and approval will be included with the solicitation when it is made available on the Government Point of Entry, beta.SAM.gov. Any sources that indicate interest because of the publication will be evaluated.
