6.5 Surveillance Random inspections by the COR, in addition to complaints from Project personnel and/or visitors pertaining to areas under this contract, will serve as the surveillance method. If the COR discovers deficiencies and/or receives complaints, the COR will pass them on to the contractor’s Quality Control Inspector (QCI) for correction.

Standard. Recurring defects are not permitted for any of the above service items. For example, if the COR discovers litter left in the vicinity of an entry area covered under the contract, the contractor is required to correct the defect through re-performance. No defect is recorded against the contractor’s performance. However, if this same situation occurs again during the contract period, a defect will be recorded on a CDR and reported to the Contracting Officer for appropriate action in accordance with FAR 52.212.4, Contract Terms and Conditions – Commercial Items (May 1997)

Procedures. Any Government employee who observes unacceptable services, either incomplete or not performed, for any of the above service items should immediately contact the COR to record the complaint. The COR will consider the customer complaint valid upon receipt from the customer pending further investigation of the complaint. The COR should inform the customer of the approximate time the defect(s) will be corrected and advise the customer to contact the COR if not corrected. The COR shall then consider the customer complaint resolved unless notified otherwise by the customer. The COR shall verbally notify the Contractor’s QCI of the CDR and identify steps necessary to correct the deficiency. The QCI will be given the following time allowances after verbal notification to correct the unacceptable performance: a) 1 (one) hour for hygiene related tasks; b) 4 (four) hours for general cleaning tasks; or c) 24 (twenty-four) hours for periodic tasks. If the QCI disagrees with the complaint after investigation of the site and challenges the validity of the complaint, the QCI will notify the COR. The COR will conduct an investigation to determine the validity of the complaint. If the COR determines the complaint as valid, they shall document the written complaint of the findings. The COR shall retain the annotated copy of the written complaint for his/her files. If after investigation the COR determines the complaint as valid, the COR will inform the QCI and the QCI will be given an additional hour to correct the defect. A defect will not be recorded if proper and timely correction of the unacceptable condition(s) is accomplished.

However, a defect in the Contractor’s Quality Control program will be recorded for the QCI’s failure to recognize a valid customer complaint. The QCI shall return the written customer complaint document, properly completed with actions taken, to the COR, who will file the complaint for monitoring future recurring performance.
