Market Research
Facility Support Service for Defense Logistics Agency, Distribution and Disposition (DLA)
Facilities
PURPOSE OF THIS ANNOUNCEMENT:
The U.S. Army Corps of Engineers, Charleston District, has a requirement for the above subject Project. This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP).
This is not a follow-on contract. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.
The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small
Business, Certified 8(a) Small Business, HUBZone Small Business, Woman-Owned Small Business firm and
Service Disabled Veteran-Owned Small Business firms relative to the North American Industry Classification Code
(NAICS) 561210, Facility Support Service. The Small Business Size Standard is $41.5 Million. To make an appropriate acquisition decision for the above project, the Government will use responses to this sources sought synopsis. If inadequate responses are received, this solicitation may be issued for full and open competition.
CONTRACT INFORMATION:
USACE intends to solicit and award three Firm Fixed Price (FFP) contracts for recurring services for each location, with an Indefinite Delivery Indefinite Quantity (IDIQ) component for additional non-recurring services.
The planned duration for these contracts is a total of five years, consisting of a base ordering period plus four options for ordering periods of one year each.
PROJECT INFORMATION:
Contracted firms shall be capable of providing all supervision, labor, transportation, tools, materials, supplies, vehicles, and equipment necessary to perform facility support for the following services at DLA facilities located within the continental United States. The Government is seeking one contractor to manage the performance of these services at all sites within each region. The prime contractor shall have a background in facility investment
(sustainment, restoration, and modernization (SRM) services.
Facilities Investment (SRM) Pest Control
Pavement Clearance (snow removal)
A. Facility Investment (SRM)
This will comprise most of the effort. Services will include preventative maintenance, repairs, troubleshooting existing systems, servicing existing operations, emergency services, and limited construction alteration, renovation and/or repair activities. The scope will include timely response to Maintenance Service
Orders based on classification of the request, i.e., routine or emergency, for services such as repairs and/or replacement of equipment, materials, and supplies for general facility maintenance. General facility investment tasks will include, but not be limited to the following:
(1) HVAC systems: Planned maintenance and repairs to boilers, chillers, package units, air handling units, fans, unit heaters, and controls.
(2) Mechanical systems: Planned maintenance and repairs to pumps, air compressors, hydronic piping systems, and roll-up doors.
(3) Plumbing systems: Repairs to drains, automatic and manual flush-o-meters and faucets, water heaters, grease traps, backflow preventers and piping systems.
(4) Electrical systems: Planned maintenance and repairs to motor controllers, panel boards, lights, emergency generator units and transformers.
(5) Fire protection: Planned maintenance and repairs to fire detection and alarm systems, sprinklers, and fire extinguishers.
(6) Vertical transportation and weight handling equipment: Planned maintenance and repairs to cranes and elevators.
(7) Inspection, testing, and certification services of vertical transportation and weight handling equipment and back flow preventers.
(8) Structural/Civil systems: Inspection and repair of roofing systems, exterior walls, foundations, grounds, pavement systems, storm drainage systems/ storm water retention, water distribution systems, wastewater collection systems, antiterrorism/force protection boundaries, security fencing, interior walls/ceilings, floors, doors, windows, and moisture control/paint condition.
(9) Modifications such as office renovations, installation of new equipment, removal of old equipment, alterations to inside floor plans.
B. Pest Control
Pest control services include scheduled and nuisance pest, disease vector or health pest, structural damaging pest, lawn, turf and ornamental pest and vegetation management.
C. Pavement Clearance
Pavement clearance services include sweeping/blowing and snow/ice removal of paved surfaces.
PLACES OF PERFORMANCE / LIST OF SITES:
Work is intended to be performed at Defense Logistics Agency (DLA) facilities at three (3) specific locations within the US. DLA facilities will be divided between individual installation locations contracts as follows:
Southeast Southwest Northeast
Warner Robins AFB, Warner Robins GA;
Approx., 3.3M SF, 27 Bldgs. and approx. and more than 3300 assets
Red River Army Depot, Texarkana TX;
Approx. 3.7M SF, 132 Bldgs. and more than
3800 assets
Norfolk Navy Base, Norfolk VA;
Approx. 2.2M SF, 12 Bldgs. and more than
2300 assets
REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT
1. Data Universal Numbering System (DUNS) & Commercial & Commercial, Government Entity (CAGE), or a copy of your entity record on SAM.gov.
2. Name of firm w/address, phone and fax number, and point of contact with a corresponding e-mail address.
3. State if your company is a certified 8(a), Small Disadvantaged Business, HUBZone Small Business, Woman
Owned Small Business or Service-Disabled Veteran Owned Small Business and size of firm (large or small).
4. Bonding Capacity: State whether your firm can provide a Bid Bond (20% of the total bid amount), Performance and Payment Bonds (100% of the contract amount). Also submit maximum bonding capacity and indicate a list of
Construction Contracts underway with project Value to determine remaining bonding capacity.
5. Please indicate whether your firm will submit a bid for this project, if this project is set-aside for 8(a), HUBZone
Small Business, Service-Disabled Veteran-Owned Small Business, Woman Owned Small Business or other Small
Business when it’s formally advertised.

Qualification: Responses to this sources sought synopsis shall indicate specialized experience and technical competence in your firm’s skills, experience, and knowledge required to perform the specified type of work. This should include documentation of past experience and competence in delivering similar requirements, for which your firm was the prime contractor. Identify the types of projects, the services which were provided, and any special challenges encountered and innovations delivered as a result.
8. Firms submitting responses shall provide information on three (3) examples of facility support services FFP contracts, which are relevant to the description in the Project Information section above, with a minimum
$500,000 capacity each per year completed within the past five (5) years. Information shall include the number of facilities and locations managed, size of the facilities and sites managed, and services provided. Please include point of contact information for examples provided as past performance on indicated projects may be verified. NOTE: Contractors with unsatisfactory past performance may not be considered capable of successfully performing this type of work.

Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, may not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
