Engineers (USACE) Civil Works Program at Norfolk Harbor, Hampton Roads, Virginia

This is a Sources Sought notice only; it is not a request for competitive proposals. There is no solicitation, specifications, and/or drawings available at this time. The purpose of this Sources

Sought Notice is to identify business concerns with sufficient similar experience that are capable and interested in performing the work described herein. The Government will not reimburse respondents for any cost incurred in preparation of a response to this notice. The Government intends to use responses to this Sources Sought to make appropriate acquisition decisions for the project. NO AWARD will be made from this Sources Sought notice.

THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR

PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATIONS

AVAILABLE AT THIS TIME.

ALL INTERESTED FIRMS SHOULD RESPOND TO THIS NOTICE NO MATTER THE

BUSINESS SIZE UNDER THE NAICS CODE 237990.

The Norfolk District, United States Army Corps of Engineers (USACE) is seeking eligible firms capable of performing maintenance dredging at Norfolk Harbor, Hampton Roads, Virginia. The work consists of dredging approximately 800,000 cubic yards of maintenance material from the

Federal channel. All material will be dredged by hydraulic cutterhead pipeline dredge with the dredged material placed hydraulically into the cells at Craney Island. Dredging depths up to -52 feet in Mean Lower Low Water (MLLW) with hydraulic pipeline lengths up to 5 miles will be required. Direct placement into Craney Island will require sufficient horsepower to pump the dredged material through the long pipeline length and over the dikes at Craney Island.

In accordance with FAR 36/DFARs 236, the estimated magnitude for construction for this project is between $5,000,000.00 and $10,000,000.00. NAICS Code 237990 “Dredging and

Surface Cleanup Activities” applies. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis.

The construction Period of Performance will be approximately 110 calendar days from issuance of the Notice to Proceed (NTP). The project will require 24-hour workdays and includes holiday work. The official synopsis citing the solicitation number will be issued in Beta.SAM.gov.

Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information.

1. Firm's name, address, point of contact, phone number, and e-mail address.

2. Firm's interest in bidding on the solicitation when it is issued.

3. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute construction, comparable work performed within the past 5 years):

Brief description of the project, (customer name, timeliness of performance, and dollar value of the project) - provide at least 3 examples.

4. Firm's Business Size - LB, SB, 8(a), HUBZone, SDVOSB, or WOB.

5. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable.

6. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company.

Please only include a narrative of the requested information. Additional information will not be reviewed.

Since this is a Sources Sought announcement only, no evaluation letters and/or results will be issued to the respondents. No solicitation exists and solicitation requests will not be acknowledged. USACE Norfolk District is not seeking or accepting unsolicited proposals and will not accept telephone inquiries. No reimbursement will be made to any costs associated with providing information in response to this announcement.

Respondents shall submit their responses electronically via email to the Contract Specialist, Mrs.

Raven Sasser at Raven.D.Sasser@usace.army.mil with a copy furnished to the Contracting

Officer, Mrs. Eartha Garrett at Eartha.D.Garrett@usace.army.mil. The response must be submitted on or before 4:00pm Eastern Standard Time (EST) on 10 November 2020.

This Sources Sought should not be construed in any manner to be an obligation of the U.S. Army

Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request.
