This is a Description of Work and Specifications document for the replacement of the boiler system at the Point Iroquois Lighthouse Building located at 12942 West Lakeshore Drive, Brimley, Michigan, approximately 22 miles west of Sault Ste. Marie. The USDA Forest Service, Hiawatha National Forest seeks a contractor to replace the existing fuel oil boiler heating system with a new energy-efficient gas-fired boiler system. The work scope includes furnishing all labor, materials, equipment, and supervision for the installation of a new high-efficiency boiler, exhaust system, gas piping, condensate line, heat exchanger, pipe and fittings, control parts, expansion tank, boiler feed and backflow prevention, antifreeze, pumps, and a CSD-1 Report. The contractor must also remove and legally dispose of the old boiler, equipment, components, refrigerant, leftover fuel oil, and fuel oil tanks, with daily cleanup required throughout the project.
The boiler system shall be sized for the existing building heating requirements, excluding the Lighthouse Tower, Tower Entry, Private Living Entry, and VC Entry Porch, and shall utilize existing radiators and piping. The new boiler will be fueled by either LP Propane or Natural Gas, with the Forest Service providing the fuel service infrastructure. All work must comply with the latest International Mechanical and Plumbing Codes and applicable standards. The contract is structured as a lump-sum arrangement with a performance schedule of 120 calendar days including material delivery time. Contractors must conduct a mandatory site visit before bid submission by contacting Kevin Porrett at 906-298-8132 or kevin.porrett@usda.gov. Work is restricted to normal business hours (8 AM to 4:30 PM, Monday through Friday, excluding holidays) with construction limited to designated areas while the Forest Service occupies the premises. SECTION 011000 – SUMMARY
PART 1 - GENERAL
| A. | Project Identification: Point Iroquois Lighthouse New Boiler System. |
| 1. | Address: 12942 West Lakeshore Drive, Brimley, Michigan 49715. |
| 2. | The Point Iroquois Lighthouse is located on the North side of Lakeshore Drive on the Lake Superior shoreline, about 22 miles West of Sault Ste. Marie, Michigan, see Vicinity Map. |
| B. | Purpose of work: |
| 1. | Replacement of existing, outdated, obsolete, and inefficient fuel oil boiler heating system for the Point Iroquois Lighthouse Building. |
| C. | Description of work: |
1. The principal features of the work to be performed under these specifications includes:
a. Furnish all labor, materials, equipment, supervision, and miscellaneous materials as needed for the replacement of the existing fuel oil boiler system with a new energy efficient gas fired boiler system and components.
b. The Contractor shall include new high efficient boiler, exhaust, gas piping, condensate, heat exchange, pipe & fittings, control parts, extrol tank, boiler feed & back flow, anti freeze, pumps, and CSD-1 Report.
c. The Contractor shall remove and disposal of old boiler, equipment, components, and refrigerant. The Contractor shall remove from the site and dispose legally the left over fuel oil and fuel oil tanks. Cleanup daily and at completion of work.
d. The Contractor shall size the new boiler system and components for the size of the existing building to be heated. Drawings of the existing building are included in the bidding documents. All areas shall be heated except the Lighthouse Tower and Tower Entry, Private Living Entry, and VC Entry Porch.
e. The boiler shall be exhausted out the West wall of the basement. The existing boiler system building radiators and piping to the radiators will be used with the new boiler system and not replaced.
f. The new boiler will be fueled either by LP Propane or Natural Gas. The Forest Service will pay for the either the Propane Service including regulator and line to the building or gas meter and natural gas line from the street.
g. All work shall comply with latest edition of applicable standards and codes including the International Mechanical and Plumbing Codes.
| D. | Site Visit: All bidders are required to inspect the existing equipment and site before submitting their bid. The bidders shall contact Kevin Porrett at Office Phone 906-298-8132 or Email kevin.porrett@usda.gov to schedule a site visit. | |
| E. | Submittals: Before ordering equipment, the Contractor shall provide submittals for the equipment that they are proposing for replacement. | |
| F. | Performance schedule: Contract time shall be 120 calendar days (4 months) including material delivery time. Notice to proceed and suspend/resume work orders will be issued as required to allow time to order materials. The Contractor shall be required to start work and/or order equipment within 10 days of the effective date on the Notice to Proceed and shall provide a minimum of 72 hours advance notice to the CO prior to beginning work. | |
| G. | Measurement and Payment: Lump Sum Quantities (LSQ) – These quantities denote one complete unit of work as required by or described in the contract; including materials, equipment, labor, and incidentals necessary to complete the job. They will not be measured; progress payments can be processed based upon the completed percentage of the LSQ. | |
| H. | Workmanship: The CO shall be the sole judge of workmanship; the CO will use standard construction standards and practices as a basis for judgments. | |
| I. | Protection of personnel and property: The Contractor shall provide temporary barricades, dust partitions, and other forms of protection as required to protect public and FS personnel from injury due to construction activities. The Contractor shall be responsible for repairing or replacing FS property that is damaged by construction activities in a manner acceptable to the CO. | |
| 1.2 | WORK RESTRICTIONS | |
| A. | Contractor's Use of Premises: During construction, Contractor will have limited use of work area indicated. Contractor's use of premises is limited by Owner's right to perform work or employ other contractors on portions of Project and as follows: | |
| 1. | Owner will occupy premises during construction. Perform construction only during normal working hours (8 AM to 4:30 PM Monday thru Friday, other than holidays), unless otherwise agreed to in writing by the Contracting Officer (CO). Clean up work areas and return to usable condition at the end of each work period. | |
| 2. | Driveways, Walkways, and Entrances: Keep driveways and entrances serving premises clear and available to Owner, Owner's employees, and emergency vehicles at all times. Do not use these areas for parking or storage of materials. | |
| 3. | Storage: In-building storage is limited; an area for the selected Contractor’s storage/job trailer will be designated in the prework meeting. | |
| 4. | Water and Electric Power: Available from Owner's existing system without metering and without payment of use charges. Provide connections and extensions of services as required for construction operations. | |
| 5. | Toilets: Use of Owner's existing toilet facilities will be permitted, as long as facilities are cleaned and maintained in a condition acceptable to Owner. | |
| 6. | The Contractor shall remove all construction debris and excess materials from the site and dispose of legally. | |
| 7. | The Contractor shall provide a safe work environment and follow all OSHA and MIOSHA safety guidelines and regulations. | |
| 8. | Nonsmoking Building: Smoking is not permitted within the building or within 25 feet of entrances, operable windows, or outdoor-air intakes. | |
