Coralville Lake Questions Solicitation: W912EK21T0006

1. Dam Complex: West Overlook Day Use Area and Dam Complex: Linder Point

Could you confirm these parks will be open, as they are not on the previous contract? Yes, these areas will be open during the requested dates of service.

To service the addition of these parks; Can the frequency of pick-up be changed from Monday & Friday to Monday & Thursday (current schedule)? No. The frequency of pick- up WILL NOT be changed. It has been set for OUR requirements.

2. Section B Refuse and Recycling Service Schedule (Pg. 4-Pg.14) and Technical Exhibit #2. (Pg. 29)

Sugar Bottom Maintenance Lists Quantity as 5, but Technical Exhibit #2 Single Stream Recycling: Sugar Bottom Maintenance lists the Service Schedule as Mar-Feb. Quantity of 5 means 5 months of servicing.

In Technical Exhibit #2, it explains that those 5 months are May through September.

Does the recycling require a yearlong service or five months? Recycling at the Administration Compound is yearlong; Sugar Bottom Maintenance is 5 months (May through September).

3. Delivery and Removal of the containers during the Seasonal Changes.

Due to recent industry standard changes to the costs involved with seasonal service changes concerning the equipment and manpower necessary to perform these tasks, bidders must be able to recoup these costs.

It would be appropriate and is recommended to add a CLIN to cover these costs since they occur outside of the normal service being requested.

Could a CLIN be added for the cost to perform these seasonal changes? No – this is an expected cost ONLY for the Dam Complex containers and should be incorporated into the bid.

4. Contamination Notices.

Recycling contamination has become a big issue in the waste industry. Due to global efforts to remove contamination from recycling, hefty charges have been imposed by recycling end sites to waste haulers.

Contamination is defined as trash or other non-recyclable items being placed in the recycling containers.

This can be a single bag holding recyclable items or items used to store food. Bidders should be able to pass-through these costs, which is a standard that has been in place throughout the industry for quite some time.

It would be appropriate and is recommended to add a CLIN to cover these costs since they occur outside of the normal service being requested.

Could a CLIN be added to pass-through these costs when appropriate? Every effort is made to remove non-recyclable materials from the co-mingled containers. Because our recycling materials are combined with other (non-COE) locations, it is not appropriate to charge our contract when a load is considered contaminated, and any anticipated fees should be included in the bid price. A CLN will not be added for contamination fees since the load cannot be separated to know the source of the contamination.

5. Overage Notices.

Due to safety concerns with overloaded trash, meaning the lids on the dumpsters do not close or there is trash on the ground/on top of the container creating a hazardous environment or additional work for the employees servicing the trash containers, the industry standard is now to charge a fee to recoup these costs.

It would be appropriate and is recommended to add a CLIN to cover these costs since they occur outside of the normal service being requested.

Could a CLIN be added for the cost to perform service in these situations? The contract requires removal of waste from the container and the area around the container, so the bid price should incorporate any anticipated fees for additional work, and a CLN will not be added for these already anticipated and requested services.
