Goals: A. Project Goals – To provide a vision for the preservation and development of El Camino Real de Tierra Adentro (ELCA) National Historic Trail (NHT) for public use and enjoyment within Bernalillo County and the City of Albuquerque.

B. Project Objectives –

a. Collaboratively facilitate and record public input on NHT development through a series of public meetings

b. Utilizing public input, and in collaboration with NPS, Bernalillo County, the City of Albuquerque, and other partners, create a development concept strategy for the NHT.

c. Communicate with tribes, stakeholders, and the public regarding future development of the NHT through scheduled meetings and other outreach efforts.

PP: The purpose of this project is to create a strategy for the long-term development of ELCA NHT sites and segments across Bernalillo County for public use and enjoyment.

Bernalillo County is located in central New Mexico, and stretches from the eastern Sandia Mountains, to the Rio Grande valley, to the volcano cliffs of the west mesa. The County consists of an area of 1,160 square miles and a population of 676,685 (2015 US Census Bureau estimate) and is the most populous county in the state. Albuquerque is the County seat and the state’s largest metropolitan area. Trail resources and opportunities for ELCA NHT development are found all across Bernalillo County. Historic, modern, and recreational trails are a major asset, economic stimulant, and theme for the area, and are valued as a public benefit. When complete, the developed NHT will serve both as a recreational and educational resource for local residents and as an additional draw to the area for visitors interested in experiencing the area’s unique history through outdoor activity.

Overview: Bernalillo County has partnered with the City of Albuquerque, NPS, Bureau of Land Management (BLM), and the University of New Mexico (UNM) to pursue this planning project. The core of the project will consist of a contract, administered by Bernalillo County, for architectural/engineering (A/E) services to conduct a limited number of public and tribal meetings and complete a Development Concept Strategy (DCS) for the NHT. The final product will identify opportunities for the preservation and visitor use development of the NHT within the project boundaries. This project incorporates four primary tasks: 1) Develop a request for proposal (RFP) and contract out design work to an A/E firm 2) Conduct a start-up meeting and initial site visit 3) Hold tribal and public meetings 4) Create, review, and finalize a DCS for the NHT within Bernalillo County.

For the first task, Bernalillo County together with the NPS and other project stakeholders will prepare and submit to qualified firms an RFP. The A/E chosen for the project shall provide all necessary professional services in the fields of planning and design, landscape architecture, historic preservation, engineering, and support services (i.e., administrative, fiscal, clerical) to complete a DCS for Bernalillo County. The plan may include preferred sites and segments to be developed for visitor use. The exact elements to be included will be determined by the A/E firm with assistance from Bernalillo County, the City of Albuquerque, NPS, and other project stakeholders.

For the second task, a project start-up and orientation meeting will be held with the A/E firm, Bernalillo County, the City of Albuquerque, UNM, NPS, and other project stakeholders. During this meeting the scope of work, schedule, process, and relevant NHT background data and information for the trail segment being addressed within this plan area will be reviewed.

For the third task, Bernalillo County will assist project stakeholders and the A/E firm to hold a series of tribal and public meetings throughout the project timeline. The A/E will meet with the lead agency and principle project partners after each public meeting to review the results of the meetings and ascertain any revisions or adjustments to the scope, content, and direction of the plan.

For the fourth task, and based on tasks 1-3 above, the A/E will draft graphic concepts and narratives for the plan, which will be reviewed at 80% and 100% completion by Bernalillo County, the NPS and other project stakeholders. Upon receipt of the 100% DCS, the county and principle project partners will conduct a 30-day review period and provide the A/E with comments. The document will then be submitted to the City Council and County Commission for approval by resolution.
