Statement of Work
DAWS Troubleshooting and Diagnosis
1. Requiring Locations:
DLA DISTRIBUTION SUSQUEHANNA PENNSYVLANIA (DDSP)
BUILDING 2001, EASTERN DISTRIBUTION CENTER (EDC)
NEW CUMBERLAND, PA 17070
2. Background:
The automated Dimension and Weigh System (DAWS) in the EDC at DDSP has been experiencing a variety of system faults and failures. These faults are resulting in a large percentage of material requiring manual rework by Operations and material being returned by the small parcel carriers as un-deliverable.
3. Purpose of this Requirements Document:
Troubleshoot/diagnose the current faults and failures that are occurring in DAWS and provide viable courses of action to resolve.
4. General Requirements
The work performed by the Contractor shall consist of troubleshooting and diagnosing the mechanical and controls equipment, as well as the DAWS program, to identify and isolate causes of the recurring faults. Once root causes are identified, the Contractor shall provide recommended courses of action to resolve these faults; resolution of the faults is not anticipated under this scope of work.
DDSP personnel will be available during the Contractor’s troubleshooting/diagnosing effort.
5. Contractor Responsibility :
Contractor shall provide all labor and equipment to diagnose both the software and hardware of the
DAWS.
Faults include, but are not limited to:
• Parcel sorted to incorrect carrier lane
• Duplicate labels applied to adjacent parcels
• Poor label application accuracy
• Poor label print quality
• Label applied to parcel with “missing data” o Printer 1 has higher defect rate than Printer 2
Contractor shall provide recommended course of action (COA) to resolve the faults identified above, linking each course of action to one (or more) faults. Additional faults observed while diagnosing that are not identified above shall be added to the faults list with a corresponding recommended resolution.
Actionable COAs recommended by the Contractor shall be provided within 10 business days after diagnosis.
