NIST Requirements

Precision-Controlled Airstream Forcing System

Background

The National Institute of Standards and Technology (NIST) Physical Measurements Laboratory (PML) high-dose dosimetry program supports radiation-processing applications by assuring that the absorbed dose to the product, often prescribed or limited by regulatory agencies, is traceable to NIST standards. Calibration services rely on Cobalt-60 irradiators. With a half-life of 5.3 years, irradiators must be continuously replaced or re-sourced to maintain appropriately high dose rates. The program maintains a series of highly uniform irradiators of different dose rates. The well-established chemical dosimeter has a complex dose-rate response at lower dose rates, increasing uncertainty values above acceptable levels. Additionally, the dosimeters often have to be irradiated in non-ambient temperature conditions (–77 °C to +19 °C or +26 °C to +70 °C) for within the irradiator and the air stream system used has to be reliable and proven for which the precision-controlled airstream forcing system has been for many years in that we use it now within our High-Dose Dosimetry Calibration Services.

Scope As NIST is acquiring a new irradiator for the continuation of the NIST high-dose calibration services, NIST also need to acquire a new precision-controlled airstream forcing system which is critically needed to accompany the irradiator.

Minimum Requirements

The system shall meet the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

Delivery shall be FOB destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid). This delivery shall occur not later than twelve (12) months ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 245, Room H018 Gaithersburg, MD 20899-1640

Installation

The system requires no installation by the Contractor.

Inspection and Acceptance

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Inspection and acceptance shall occur within 14 business days after receipt and installation of the system at NIST.

Performance tests and evaluations will be those tests as required to ensure that the irradiator meets the minimum requirement specifications as stated in the “Minimum Requirements” section. (above)

Warranty Specifications

The contractor shall warrant the entire system for a period of a minimum of twelve (12) months after installation of the equipment or a minimum of sixteen (16) months from shipment, whichever is sooner. If equipment must be stored for a period prior to installation, all shipping crates will be stored in a secure, air-conditioned facility.

Payment Schedule

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
