STATEMENT OF REQUIREMENTS

Periodically-poled Potassium Titanyl Phosphate (PPKTP) Crystals

I. BACKGROUND:

In the Information Technology Laboratory (ITL) at the National Institute for Standards and Technology (NIST), research is performed in quantum entanglement experiments. These experiments require a source of polarization-entangled photon pairs, which can be produced by directing a pump laser beam at periodically-poled potassium titanyl phosphate (PPKTP) crystals.

II. SCOPE OF WORK

The scope of work for this order is the delivery of five (5) periodically poled KTP crystals with anti-reflection coatings for all wavelengths of interest.

III. DESCRIPTION/SPECIFICATIONS

CLIN 0001: The contractor shall provide five (5) periodically-poled potassium titanyl phosphate (PPKTP) crystals meeting the following minimum requirements:

- Five (5) PPKTP crystals with anti-reflection coatings designed for:

o Type-2 phasematching of 775 nm pump degenerately down-converted to 1550 nm wavelength o Operating temperature of 50 °C (±5 °C) o Bulk (not waveguide) operation

- Each crystal must be at least 30 mm long or longer

- The cross section of each crystal must be 1 mm by 2 mm or larger

- The anti-reflection coatings on both ends of each crystal must have less than 0.5% reflectivity at both 775nm and 1550 nm wavelengths

IV. DELIVERY

Delivery shall be FOB DESTINATION and shall occur within eight (8) weeks after award.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all items to:

The National Institute of Standards and Technology

100 Bureau Drive

Shipping & Receiving, Building 301

Gaithersburg, MD 20899-1640

Due to ongoing limited site access of the NIST facilities, the Contractor SHALL coordinate and confirm the delivery date and procedures in writing with the Designated Government Official prior to ANY shipment to NIST. Failure to confirm this ability to receive products shall release the Government of any liability.

V. INSPECTION AND ACCEPTANCE:

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform performance tests and evaluations to verify performance.

The crystals will be tested in the NIST laboratory after delivery to verify conformance to stated requirements and manufacturer specifications.

A visual inspection will be performed by the NIST TPOC to identify defects or any form of indication that the crystals were damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the crystals due to defects and/or nonconformance.

The contractor is responsible for latent defects discovered any time after final inspection.

VI. PAYMENT SCHEDULE

The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after receipt and acceptance by the NIST Technical Point of Contact (TPOC) of all CLINS.

NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer prior to award offer.
