NIST Requirements Document NCCoE Virtual Visit Kit
I. Introduction/Background:
The National Cybersecurity Center of Excellence (NCCoE) at the National Institute of Standards and Technology (NIST) has the need for equipment to enable virtual lab visits and remote collaborations to more effectively support NCCoE's mission.
II. Purpose:
The purpose of this procurement is to acquire the components necessary to create the system to address this requirement.
III. Minimum Requirements:
The system shall meet or exceed the salient characteristics identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
The Contractor shall provide a Firm Fixed Price Quotation for the following CLINS.
CLINS 0001 – CLIN 0005 are Sony Brand Name ONLY requirements. In accordance with FAR 13.106-1(b) Solicit from a Single Source, the Brand Name Justification is as follows: In order to meet the NCCoE’s requirement to support a high quality mobile live streaming and recording implementation for remote lab visits and collaboration, it has been determined that reduction of rolling shutter effect in video capturing, fast auto focus, and image stabilization is the most significant and critical requirement. While quantifiable specifications for this requirement are not available, the implementation of the programming in the Sony camera for these features minimizes rolling shutter video the most when visually compared to all other known cameras at this price point. Video capture with less minimization of the rolling shutter effect than what Sony provides can adversely affect video quality to less than acceptable levels. Sony has been the manufacturer that has had the largest market share of mirrorless cameras worldwide and is an industry leader. Therefore, Sony is the only brand that provides maturity of this combined video capturing, fast auto focus, and image stabilization programming throughout the entire line and is the only brand that can fulfil NIST’s requirement for providing the least and acceptable rolling shutter video effect from combined autofocus for motion tracking and image stabilization, in an easy to use, compact package.
