Statement of Work Maintenance Support for the NIST Concrete Additive Manufacturing Robot Cell

A. BACKGROUND INFORMATION

The National Institute of Standards and Technology (NIST) Additive Construction Laboratory (ACL) studies the metrology of materials and test methods used to develop standards and best practices for emerging construction technologies. The laboratory utilizes a Concrete Additive Manufacturing Robot Arm (CAMRA), a large-scale robotic system, to dispense cementitious materials to create functional structures and test specimens.

CAMRA consists of an ABB IRB 6700 six axis articulated robot arm, an IRBT 6004 7th axis track, and a grout pump. A programmable logic controller provides integration of safety features such as interlocks, light stack indicators, and light barriers as well the remote operation of the grout pump. Service and maintenance is necessary for all hardware and software components comprising the robot cell to ensure continued full function.

B. PURPOSE AND OBJECTIVES

The purpose of this acquisition is to obtain maintenance support services for NIST’s CAMRA robot cell system. This is a sole source requirement.

C. REQUIREMENTS

The contractor shall provide annual maintenance as well as engineering and integration support services as described below.

1. Annual Maintenance:

The Contractor shall perform all manufacturer-specified maintenance and inspections once annually for the CAMRA and robot cell system. This maintenance shall be performed on-site at the NIST Gaithersburg campus.

Maintenance shall include an evaluation of the entire concrete additive manufacturing robot cell. Inspections shall consist of an evaluation of the component for premature wear, damage, or other indicators that the component is approaching the end of service life. The evaluations may be visual or, where required, shall be done in accordance with the appropriate manufacturer service manual. The maintenance items to be performed are:

a. Inspection and operation of cell safety devices

· Verification of light curtain function

· Verification of emergency stop function

· Verification of interlock function

· Verification of light stack function

b. Verifying calibration of robot

c. Inspection of concrete nozzle

d. Inspection of robot dressing

e. The following maintenance items are to be completed per the ABB product Manual – IRB 6700 3HAC044266-001 Revision: M.

· Inspect motor seals

· Inspect gear box oil levels.

· If required, change or refill oil

· Inspect balancing device

· Lubricate as required

· Inspect information labels

· Inspect dampers

· Inspect SMB battery pack

· Replace as required

f. The following maintenance items are to be completed per the ABB Product Manual - IRBT 4004/6004/7004 3HAC028506-001 Revision: U.

· Clean and lubricate ball elements and gear racks

· Clean and inspect linear guides

· Inspect brush

· Inspect cable chains

· Inspect cables and connections at robot base, track motor and floor cable

· Inspect mechanical stops

· Inspect gearbox back lash

· Adjust if required.

· Inspect gear wheel

· Inspect track level

· Adjust as required

· Inspect SMB battery pack

· Replace parts with manufacturer-approved parts as necessary

2. Technical Dispatch Visits/Service Calls The Contractor shall provide at least one on-site service in the event of instrument failure which requires immediate service. The Contractor shall provide all travel, labor, and supplies (excluding any replacement parts and consumable items) required to return the instrument to full operation.

During a technical dispatch visit/service call:

· The contractor shall provide unlimited on-call customer support for minor issues and diagnostic procedures via telephone and email.

· Response time for telephone requests shall be less than 24 hours.

· Response time for email requests shall be less than 24 hours

· The contractor shall provide a service ticket number for all support service requests appropriate or reference and tracking purposes

· The contractor shall provide documentation detailing the diagnostic procedure and repair. Any additional documentation developed during the repair shall be provided to NIST.

The Contractor shall respond to service calls Monday through Friday, during NIST’s regular business hours (8:30 AM ET – 5:00 PM ET), within 10 business days or less after the service call is placed, unless otherwise agreed to by the TPOC No weekend or Federal Holiday service visits shall be required.

If replacement parts are required, the Contractor shall identify them and notify NIST. NIST will procure replacement parts separately as needed and the Contractor shall perform the repair(s) at a mutually agreeable time. If the Contractor is unable to resolve a problem during a Technical Dispatch Visit / Service Call, the Contractor shall provide telephone support and on-site support as needed to expedite a solution for NIST.

Any parts or components permanently removed from the systems during a Service Call shall become the property and responsibility of the Contractor unless otherwise agreed to in writing; the Contractor shall remove such parts from the NIST campus at the time of the service call, or provide shipping instructions so that NIST may return the parts to the Contractor within three days after the service visit is completed. The Contractor shall assume all charges and liability for any such shipments.

3. Engineering and Integration Support Services:

The Contractor shall annually conduct engineering and integration services of new CAMRA and robot cell features as requested for 40 hours of effort per year. These services include installation of new safety features to the concrete additive manufacturing robot cell, CAMRA, and the grout pump. Services shall also include development of technical documentation (which shall include technical drawings, schematics, standard operating procedures, and any other supporting information related to engineering services.) and technical support for robot programming, engineering nozzles, and other robot tools. These services may be conducted remotely or on-site at NIST as mutually agreed for the specific service. The contractor shall provide their own IT and software services required to complete the engineering and support services. NIST technical staff will be available for phone and video calls but no access to the NIST network (i.e., remote access through the VPN) will be provided.

4. Scope of Work Communications Any work related that is beyond the scope of this Statement of Work, for example work requiring increase in cost or price, shall be immediately brought to the attention of both the NIST Technical Point of Contact and Contracting Officer for review. Work beyond the scope of this Statement of Work shall not be performed without written authorization from a Contracting Officer.

D. FACILITY ACCESS REQUIREMENTS

Routine access to Government facilities is not required. Contractor personnel requiring access to NIST facilities to provide services shall present acceptable identification an appropriate for the NIST Security Office.

E. PERIOD OF PERFORMANCE

The period of performance shall be a one-year base period and four subsequent one-year option periods as detailed below:

Base Period: August 23, 2020 through August 22, 2021 Option Period 1: August 23, 2021 through August 22, 2022 Option Period 2: August 23, 2022 through August 22, 2023 Option Period 3: August 23, 2023 through August 22, 2024 Option Period 4: August 23, 2024 through August 22, 2025

G. PLACE OF PERFORMANCE

The primary place of performance shall be the NIST site. Some work, including remote support, will take place from the Contractor’s site.

The Contractor shall coordinate all site visits with the NIST TPOC. In the event the NIST campus is closed or has restricted access due to public health concerns or other circumstances site visits shall be rescheduled where possible. The Contracting Officer shall be notified in writing if there is not reasonable expectation that all required services can be performed due to NIST campus closure or access restrictions.

H. TRAVEL

NIST will not reimburse travel for this requirement. All travel necessary to perform the Statement of Work requirements is the responsibility of the Contractor.

I. GOVERNMENT FURNISHED PROPERTY

The Government will provide visitor’s access to the NIST facilities and systems as needed during the performance of this requirement. NIST will supply access the robot cell as required. The robot cell includes the robot, the grout pump, all safety related hardware, and cables. In addition, the robot cell contains a number of hand tools which may be available to the contractor to complete the required service. Any tools or re-equipment which may be required beyond what is located in the robot cell are the responsibility of the contractor.
