About this file
This document is a Sole Source Justification memorandum for the Washington Army National Guard's intent to award a contract to Blue Courage LLC for the Purple Resolve training program. The total estimated cost is $48,334.00, and the procurement is justified under FAR 6.302-1 for "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." The Purple Resolve certification course is a specialized leadership development training that provides foundational leadership skills for military personnel, specifically designed to meet Office of the Secretary of Defense (OSD) mandated training requirements in accordance with Department of Defense instructions.
The training is a 5-day Purple Resolve Academy consisting of a 2-day course followed by a 3-day certification, with materials required to be purchased exclusively from Blue Courage LLC. The contract will be funded through the National Guard Integrated Primary Prevention Workforce, with the procurement supporting suicide prevention, integrated prevention, and personal readiness for Soldiers, Army Civilians, and Family members. The justification indicates that no other training program meets the specific OSD requirements, making this a sole source procurement. The contract is planned to be awarded on 7/21/25, with the document signed by the Contracting Officer from the NGWA-ASD office.
