FEDBIZOPPS.GOV ANNOUNCEMENT: Special Notice
CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment
SUBJECT: Procurement of a Wide Range Spectrometer System
SOLICITATION NUMBER: 1333ND20QNB730498

DESCRIPTION: The National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate, on a sole source basis, under authority of FAR Part 13.106-1(b) with TEC5 USA Inc. for the acquisition of a Wide Range Spectrometer System. The equipment will be utilized by the NIST Engineering Laboratory (EL), in Gaithersburg, MD.
***** Sole source determination is based on the need to acquire a wide range spectrometer that possesses the following specifications:
1. The spectrometer system shall consist of two modules; one an ultra-violet-visible (UV-Vis) module with spectral range of 200 nm to 1000 nm or broader and one near infrared (NIR) module with spectral range 1000 nm to 2100 nm or broader.
2. The two UV-Vis and NIR modules shall be integrated into a single instrument (or chassis) and configured in such a way that they can be run simultaneously, and data can be transferred to a computer with the use of a single data acquisition program.
3. Each of the two modules shall have sub-miniature version A (SMA) fiber connectors for input of collected light into the modules with a numerical aperture value of 0.22.
4. The UV-Vis module shall be based on photo-diode array (PDA) technology with 1024 pixels, 3 nm or lower wavelength resolution, 16-bit electronics, and a readout frequency of at least 500 kHz.
5. The NIR module shall also be based on PDA technology with at least 256 pixels, with a wavelength resolution of 17 nm or lower, 16-bit electronics, and a readout frequency of at least 150 kHz.
6. The NIR module shall be equipped with thermoelectric cooling capability and control for improved signal to noise ratios.
7. The system shall have external trigger capability and a USB interface for computer control.
TEC5 USA Inc. has been identified as the only manufacturer and sole source distributor capable to meeting NIST’s required specifications.
***** The North American Industry Classification System (NAICS) code for this acquisition is 334516 - Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000 employees.
****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
*****No solicitation package will be issued. This notice of intent is not a request for quotations.
Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice. Only responses received by 07/28/2020, 12:00 p.m., EST will be considered by the government. Responses shall be submitted via email to robert.cowins@nist.gov.
