SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.01 INTENT OF CONTRACT

A. The intent of the contract is to provide for the complete construction of the project described in the contract. Unless otherwise provided, furnish all labor, materials, equipment, tools, transportation, and supplies, and perform all work required to complete the project in reasonably close conformity with drawings and specifications, and in accordance with provisions of the contract.

B. Sections of Division 1 – General Requirements govern the execution of the work of all sections of the specifications.

1.02 DRAWINGS

A. Contract drawings accompany these specifications and form a part of this contract.

1.03 LOCATION OF WORK

A. The project work is located at two sites on the Hat Creek Ranger District of the Lassen National Forest. The Big Lake site is located 50 miles southeast of Fall River Mills, California at 40°38’00.04”N and 121°37’46.45”W via roads CA- 299W, CA-89S, Battle Cr Rd, 32N44Y, and 32N18 adjacent to Big Lake.

Proctor Creek is located 13 miles south of Fall River Mills, California at 40°50’53.13”N and 121°23’35.92”W via roads CA-299W, Cassel Fall River Rd, 36N18, and 35N14.

1.04 DESCRIPTION OF THE WORK

A. Construction of two non-potable water wells for future development into stock watering and fire engine fill systems. The principal features of work to be performed include, but is not limited to the following:

1. Securing new water well permits.

2. Drilling and constructing new water wells.

3. Completion of well yield tests.

1.05 GENERAL SITE CONDITIONS

A. Rock outcrops, surface cobbles, and boulders are evident at both sites.

SECTION 01 14 19

USE OF SITE AND PUBLIC CLOSURES

PART 1 GENERAL

1.01 USE OF SITE BY PUBLIC

A. At Proctor Creek, the access road from Forest Road 35N14 shall remain open for passage by the public. At Big Lake, Forest Road 32N18 shall remain open for passage by the public, however the spur to the immediate project site may be closed.

1.02 USE OF SITE BY CONTRACTOR

A. Storage Area: Equipment and material staging areas are available at both project sites. The CO shall approve staging locations prior to use.

B. Work Camp: Undeveloped camp locations are available in the vicinity of both project sites. The contractor and all personnel shall comply with Forest Service regulations relative to such use and submit a camping permit to the District Ranger.

C. Facilities: There are no utilities or facilities at either project site. The Contractor shall furnish all utilities needed for the work. Non potable water may be available for drafting on the forest. The Contractor is responsible for the disposal of all waste generated.

SECTION 01 29 00

MEASUREMENT AND PAYMENT

PART 1 GENERAL

1.01 MEASUREMENT AND PAYMENT

A. Compensation provided for in the contract is full payment for performing all contract work in a complete and acceptable manner. All risk, loss, damage, or expense arising out of the nature or prosecution of the work is included in the compensation provided by the contract.

B. Work required by the contract will not be paid for directly unless a pay item for the work is designated in the SCHEDULE OF ITEMS.

C. Work referenced for measurement under another section will not be paid for directly unless a pay item for the work is designated in the SCHEDULE OF ITEMS for the referenced section.

D. Work not paid for directly is considered to be included under the other contract pay items.

E. Unless otherwise shown, work measured and paid for under one pay item will not be paid for under any other pay item.

F. The quantity to be paid for is the quantity designated in the SCHEDULE OF ITEMS. No payment will be made for work performed in excess of that staked, ordered, or otherwise authorized.

G. Suffixes will be added to the item number in the SCHEDULE OF ITEMS when necessary to differentiate between job sites and when necessary to differentiate between multiple items in a single specification section.

1.02 DETERMINATION OF QUANTITIES

The following measurements and calculations are used to determine contract quantities:

A. For items that have linear measurements, such as wells, measurements shall be made end to end along the center line.

B. For standard manufactured items – such as fence, wire, plates, rolled shapes, and pipe conduits – identified by gauge, weight, section dimensions, and so forth, such identifications shall be considered the nominal weights or dimensions.

Unless controlled by tolerances in cited specifications, manufacturer’s tolerances shall be accepted.

1.03 UNITS OF MEASUREMENT

Payment will be by units defined and determined according to measure. Unless otherwise specified, the meanings of the following terms are as follows:

A. Hour (h): Measurement will be for the actual number of hours ordered and performed by the Contractor.

B. Lump Sum (LS): Do not measure directly. The bid amount is complete payment for all work described in the contract and necessary to complete the work for that item.

C. Feet (ft): Measure from end to end, parallel to the base or foundation being measured, or horizontal.

1.04 METHODS OF MEASUREMENT

One of the following methods of measurement for determining final payment is designated in the SCHEDULE OF ITEMS for each pay item:

A. Actual Quantities (AQ): These quantities are determined from measurements of completed work.

B. Lump Sum Quantities (LSQ): These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job.

2020 01 33 00 - 1 Submittal Procedures

SECTION 01 33 00

SUBMITTAL PROCEDURES

PART 1 GENERAL

1.01 REQUIREMENTS

A. The Contractor shall submit all information necessary to insure compliance.

The contractor shall submit information at least ten business days prior to beginning the associated work.

B. Submittals and approval by the CO shall be required for all products where the contractor wishes to use an approved equal. Submittals are not required where the contractor proposes to use the exact product specified (i.e. exact model and manufacturer specified).

C. Products installed by the contractor and not approved by the CO are subject to removal and reinstallation with an approved product at the contractor’s expense.

1.02 MANUFACTURER’S LITERATURE AND SHOP DRAWINGS

A. Submit (2) two copies to the CO for approval on the items required herein.

B. Information must be adequate to determine compliance with specifications.

QUALITY CONTROL

1.01 SUMMARY

A. Provide certification that the quality and quantity of construction conforms to the drawings, specifications, and requirements of the contract.

3.01 CERTIFICATION & MEASUREMENTS

A. Offsite-Produced Materials: Furnish certificates executed by the manufacturer supplier, or vendor, stipulating that all materials produced off site that are incorporated into the work meet the applicable requirements SHOWN ON THE DRAWINGS or stated in the specifications. Make each certificate apply to a single commodity or invoice. Certify all incidental purchases needed to remedy minor shortages of material.

B. Quantity Measurements: Make all measurements for computation of quantities for all work items, except those specified for payment by design quantity or lump sum. Compute the quantities for periodic progress payments; the CO will compute the quantities for the final payment based on measurements taken. All Contractor measurements are subject to verification. Submit all field notes, calculation sheets, and other data used to determine quantities, and certify in writing as to the accuracy of the measurements and computations submitted.

SECTION 01 66 00

PRODUCT STORAGE AND HANDLING REQUIREMENTS

PART 1 GENERAL

1.01 SUMMARY

A. The Contractor shall be responsible for protecting all equipment and supplies intended for use in the project. The Contractor shall pay all costs related to such protection.

B. Equipment and supplies, approved by the CO and in storage, shall be installed in the same physical and mechanical condition as when approved by the CO.

2020 01 71 13 - 1 Mobilization

SECTION 01 71 13

MOBILIZATION

PART 1 GENERAL

1.01 SUMMARY

A. Move personnel, equipment, material, and incidentals to the project, between jobsites, and perform all activities necessary to accomplish work at both Proctor Creek and Big Lake jobsites. Obtain insurance, bonds, and permits (apart from the new water well permits which are under specification 02521).

1.02 MEASUREMENT

A. Method: Measure mobilization by the lump sum.

1.03 PAYMENT

A. The accepted quantity, measured as provided above, will be paid at the contract price per unit of measurement for the pay item listed below that is designated in the SCHEDULE OF ITEMS.

B. The mobilization lump sum will be paid as follows:

1. If applicable, bond premiums will be reimbursed according to FAR clause 52.232-5, Payment Under Fixed-Price Construction Contracts, after receipt of evidence of payment.

2. Fifty percent of the lump sum, not to exceed 5 percent of the original contract amount, will be paid following completion of 5 percent of the original contract amount, not including mobilization.

3. Payment of the remaining portion of the lump sum, up to 10 percent of the original contract amount, will be paid following completion of 10 percent of the original contract amount, not including mobilization.

4. Any portion of the lump sum in excess of 10 percent of the original contract amount will be paid after final acceptance.

3.01 AS-BUILT DRAWINGS

A. Maintain a set of the contract drawings depicting as-built conditions. Maintain these drawings in current condition, and make them available for review.

Indicate all variations from contract drawings in red on the drawings. Upon completion of the contract work, submit as-built drawings to the CO.

3.02 WELL LOG

A. The Contractor shall submit a complete log to the CO upon completion, setting forth the following:

1. The reference point for all depth measurements.

2. The depth at which each change of formation occurs.

3. The identification of the material of which each formation is composed.

4. The depth interval from which the water sample is taken.

5. The depth at which hole diameters (bit sizes) change.

7. The total depth of completed well.

8. The depth of intermediate and/or surface seals, as applicable.

9. The amount of cement (number of sacks) placed for each seal, as applicable.

10. The depth and description of the well casing.

11. The description and location of the well screen.

12. The sealing off of water-bearing or undesirable formations, if any, and the exact location of such seals.

3.03 KEYS

A. Return any keys issued to the contractor by the government, prior to final acceptance and payment.

SECTION 33 11 00

WATER SUPPLY WELL

PART 1 GENERAL

1.01 SCOPE

A. Complete construction of non-potable water supply wells, including all materials, labor, and incidentals necessary for Completion of Well Construction in accordance with these specifications, California Water Well Standards including Bulletin 74-81, and as SHOWN ON THE DRAWINGS. Well will be used as agricultural water supply.

B. The government estimates a depth of well of 300 feet, to obtain the desired sustained well production rate of 20 gallons per minute. Minimum well depth shall be 150 feet.

1.02 REFERENCES

A. California Water Well Standards (Bulletin 74-81) as adopted by Shasta County.

B. American Water Works Association (AWWA), Standard for Water Wells (A100-97).

C. American Water Works Association (AWWA), Field Welding of Steel Water Pipe (C206-97).

D. American Society for Testing and Materials (ASTM), Pipe, Steel, Black, Welded and Seamless (A 53 1999).

E. American Society for Testing and Materials (ASTM), Thermoplastic Well Casing Pipe and Couplings Made in Standard Dimension Ratios (SDR), SCH 80 (F 480 1995).

1.03 WELL PERMIT

A. The government will provide the applications for new water well permits with the landowner’s information completed. The Contractor shall complete the applications and submit them to the Shasta County Department of Resource Management Environmental Health Division along with the application fees.

2020 33 11 00 - 2 Water Supply Well

1.04 WELL INSTALLATION PLAN

A. Submit a Well Installation Plan 10 business days prior to beginning drilling operations. Mobilization activities shall not start prior to submittal of the plan.

The plan shall be approved and signed by an officer (or owner) of the well drilling company.

B. The following requirements shall be incorporated into the Contractor’s Well Installation Plan and followed in the field. The plan shall include but shall not be limited to, a discussion of the following:

1. Description of well drilling methods, and installation procedures, including any temporary casing used.

2. Drill cuttings and fluids disposal.

C. Quality Assurance – Well Driller Qualifications – An experienced water well driller with a C-57 license in the State of California shall be in responsible charge of the well drilling and completion operations. A copy of the C-57 license shall be submitted.

1.05 DEFINITIONS

A. Completion of Well Construction: Means that the well has been constructed into the anticipated aquifer, has been cased, developed, cleaned, is ready for the installation of the production equipment, and the construction equipment has been removed from the well site in accordance with Water Well Standards.

1.06 MEASUREMENT

A. Water Supply Well will be measured for payment by depth of well as designated in the SCHEDULE OF ITEMS. Depth of well will be measured as the total linear distance between original ground surface prior to drilling and bottom of completed well (i.e. bottom of permanent casing or well screen).

B. Well Yield Test will be measured for payment based on the unit price per hour starting when pumping begins and ending when the test is completed.

C. Well Development will be measured for payment based on the unit price per hour that the development tools and equipment are actually being operated.

D. Water Well Permit will be measured by the lump sum.

1.07 PAYMENT

A. The accepted quantities will be paid for at the contract unit price shown in the SCHEDULE OF ITEMS. Payment shall be full compensation for all materials, labor, and incidentals necessary for Completion of Well Construction in accordance with these specifications and as SHOWN ON THE DRAWINGS.

PART 2 PRODUCTS

2.01 GENERAL

A. Products shall conform to the California Water Well Standards, these specifications, and as SHOWN ON THE DRAWINGS. When a conflict arises, the more stringent requirement shall control.

2.02 PERMANENT CASING AND COUPLINGS

A. Steel casing shall be new black steel pipe, conforming to ASTM A 53, STD weight, Schedule 40. Joints shall be either threaded and coupled, or field welded in accordance with AWWA C206.

B. Plastic casing pipe and couplings shall be schedule 80, threaded flush joint and conform to ASTM F 480. Plastic casing shall also be NSF approved for potable water.

C. Pitless adaptor shall be complete assembled pitless unit system including well cap, lift-out bail, hold down hooks, lift out pipe, discharge body with support ring, spool, and pressure equalizing passages. Unit shall be factory assembled.

The cap shall be secured to the pitless unit with a compression gasket. The top of the cap shall be removable without effecting the seal, conduit or wiring. The heavy duty watertight cap will have a separate protected downward facing stainless steel screened well vent with pipe nipple. Construction of the cap and well vent will be of heavy duty dray cast iron and painted with a green enamel finish.

a. Contractor shall confirm each figure of model number with adjacent material sizes prior to order.

2.03 WELL SCREENS

A. Well screens shall be the same nominal diameter as the permanent (inner) casing, and shall be directly connected to the bottom of the permanent casing by flush threads. The opening, or slot size of the screen, shall be determined by the Contractor, and shall be compatible with the material surrounding the screen.

The well screen shall be of sufficient size and design to hold back and support the gravel used in the filter pack envelope and in-situ material surrounding the screen. The screen and all accessories required for satisfactory operation shall be essentially standard products of manufacturers regularly engaged in the production of such equipment. Field constructed screen is not acceptable. The bottom section, below the screen, shall be sealed watertight by means of a flush threaded or welded end cap of the same material as the well screen.

B. Plastic well screen shall be machine-sawed slots, which shall have smooth, sharp-edged openings free of burrs, chipped edges, or broken pieces on the interior and exterior surfaces of the pipe. The pattern of the openings shall be uniformly spaced around the periphery of the well screen.

2.04 FILTER PACK

A. Filter pack material shall be a product of a commercial sand and gravel supplier, and shall be properly sized and graded for the surrounding soil encountered, and shall be composed of clean, round, hard, water-worn siliceous material, free of flat or elongated pieces, organic matter, or other foreign matter. The filter material shall be of a size, which will allow the maximum flow of water into the well and prevent the infiltration of sand and silt.

PART 3 EXECUTION

3.01 GENERAL

A. Well construction shall conform to the California Water Well Standards, these specifications, and as SHOWN ON THE DRAWINGS. When a conflict arises, the more stringent requirement shall control.

B. Well shall be drilled using a direct air rotary drill rig.

C. The CO must approve in advance the use of any drilling fluids. Submit manufacturer’s data on any drilling fluids proposed for use.

D. Plumbness and alignment of the casing shall permit the successful installation and long-term operation of the permanent pumping equipment installed in the well.

E. Use thread lubricant as recommended by the manufacturer to form a watertight seal when joining plastic casing.

F. All temporary (outer) casing shall be removed from the well. Grout annular space between the permanent (inner) casing and borehole wall as the temporary (outer) casing is removed.

G. Grout the annular space between the permanent (inner) casing and the borehole wall from a depth of 20 feet to a depth of 4 feet below the surface (2’ below the pitless adapter).

H. Filter Pack material shall be placed from the bottom of the well to the bottom of the surface seal (20’ depth from surface). A seal shall be provided between the filter pack and the grout, to prevent grout migration into the filter pack.

3.03 WELL DEVELOPMENT

A. Development of the well shall remove any native silts, clays, and/or drilling fluid residues deposited on the borehole face and in adjacent portions of the aquifer during the drilling process. Development shall also remove a predetermined finer fraction of the filter pack. If organic drilling fluids are used, they must be broken down chemically according to manufacturer’s recommendations before or during development. The objective of the development process is to assure maximum specific capacity.

B. The method of development shall be as agreed upon between the contractor and the CO prior to commencing well development. The method of development shall be that which is usual and customary for the given aquifer. Sediment

2020 33 11 00 - 6 Water Supply Well falling to the bottom of the screen during well development shall be removed by either pumping or bailing.

C. The well development pump shall not be the permanent pump to be installed in the well. Any sand damage to the well development pump is the responsibility of the contractor.

3.02 TEST FOR QUALITY OF WATER

A. The contractor shall secure samples of the water to have physical, and chemical analyses made. Contractor shall pay for tests and submit results to CO. This information will be used to assess water conditions in future pump selections.

3.03 WELL LOG

A. The Contractor shall submit a complete log to the CO setting forth the following:

1. The reference point for all depth measurements.

2. The depth at which each change of formation occurs.

3. The identification of the material of which each formation is composed.

4. The depth interval from which the water sample is taken.

5. The depth at which hole diameters (bit sizes) change.

7. The total depth of completed well.

8. The depth of intermediate and/or surface seals, as applicable.

9. The amount of cement (number of sacks) placed for each seal, as applicable.

10. The depth and description of the well casing.

11. The description and location of the well screen.

12. The sealing off of water-bearing or undesirable formations, if any, and the exact location of such seals.

3.03 WELL YIELD TEST

A. The minimum length of test shall be 8 hours, and conform to the California Water Well Standards. The test pump shall not be the permanent pump to be installed in the well. The test pump shall be capable of pumping a minimum of 20 gallons per minute against the required head. Any sand damage to the test pump is the responsibility of the contractor.

3.04 DISINFECTION

A. Disinfection of materials and equipment used in the construction of the well shall conform to the California Water Well Standards.

3.06 GENERAL

A. Install Sanitary Well Seal as SHOWN ON THE DRAWINGS.
