1 Introduction The United States Department of Agriculture (USDA) Forest Service (USFS) Geospatial Management Office (GMO) has an ongoing national requirement for contracted geospatial services to support the National Forest System, State and Private Forestry, and Research and Development program areas.
Geospatial services are an essential component for meeting the planning, management, and program of work needs of the USDA Forest Service. These services include remote sensing, photogrammetry, geospatial analysis, Geographic Information Systems (GIS), cartography, geodesy, and Global Navigation Satellite Systems (GNSS). These services are needed across all national programming and mission areas.
2 Scope of Work The USFS manages approximately 193 million acres of lands across the United States and Puerto Rico.
These areas include national forests, grasslands, recreation areas, scenic areas, and volcanic monuments. Geospatial activities are integral to all managed areas.
The primary types of projects supported by this contract vehicle will address geospatially explicit needs for resource management for forest vegetation, rangeland monitoring, recreation, wilderness, watershed, wildlife, fisheries, ecosystem management, fire and fuels management, forest health, recreation, minerals and geology, engineering, infrastructure, and climate change. Information technology (IT) services as defined by the FS Chief Information Office (CIO) are not considered within scope of this contract.
All work under this contract is governed by the Geospatial Data Act of 2018.
3 Technical and Performance Requirements
3.1 Task Orders
Work performed on this contract will be ordered through task orders for individual projects. Each ordering activity will provide a summary of deliverables and the proposed schedule in a Performance Work Statement, Statement of Objectives, Statement of Work, etc. as appropriate for each project. The contractor shall provide information for planning purposes, rough orders of magnitude, and technical and price proposals necessary to support the award of individual task orders. The contractor’s response shall propose the most appropriate and cost-effective methods to meet project requirements.
At the completion of a task order, the contractor shall perform all necessary project close-out activities.
These activities may include closing out any subcontracts; preserving project records and files as required; packaging and returning documents or Government Furnished Property (GFP) to the Government; preparing and submitting completion reports; and providing financial closeout information to the Government.
File transfer methods for data, reports, and any supporting digital media will be addressed on an individual task order basis and may require access to the USFS intranet. File transfer may be electronic or on external data storage device. All file transfers shall be conducted according to current Government standards and protocols with USFS Security and Information Standards compliance, which will be specified in an individual task order.
3.2 Project Management and Geospatial Services
The following project management and geospatial services will be identified or determined on each individual task order as addressed by a project-specific scope of work.
3.2.1 Project Management
The contractor is responsible for project management under individual task orders. The contractor shall document geospatial project tasks while coordinating and managing project schedules. The contractor shall appropriately manage resources and ensure projects are completed within schedule. The contractor shall identify and mitigate project risks. The contractor shall actively participate and support various meetings, working groups, and briefings, and provide agendas and minutes as requested by the Government. The contractor shall ensure open, courteous, professional, and clear lines of communication between contractor personnel and government counterparts. The contractor shall effectively and efficiently communicate with the Government any changes to cost, schedule, or other terms and conditions. The contractor shall actively participate and support reviews, inspections, and audits when requested and approved by the Government. This may include random and scheduled performance and quality reviews, Inspector General (IG) audits, or other inspections.
3.2.2 Primary Geospatial Services
The contractor shall provide geospatial data and services in the areas of GIS, remote sensing, or cartography as determined by an individual task order. The task order shall include: reporting, management, publication, analysis and product generation, application development, and technical support. Geospatial data collected, maintained, disseminated, or preserved under this contract must allow for the resulting data, information, or products to be shared publicly to the maximum extent practicable. The ownership of the data shall remain strictly for the use of the USDA Forest Service.
3.2.2.1 Geospatial Data Management
The contractor shall manage the collection, preparation, conversion, processing, integration, and data lifecycle of both tabular and spatial data in vector and raster formats, including remote sensing data.
Data management includes the creation of International Organization for Standardization (ISO) metadata and the inclusion of data on records schedules that have been approved by the National Archives and Records Administration (NARA). Data management under this contract must align with the Geospatial Data Act to the maximum extent practicable. Data managed may be in local, centralized, or cloud-based environments. The contractor shall manage the automation of data and process workflows. The size of such projects may range from a local project to a national level.
The contractor shall provide technical support to agency points of contact on the following items: data management, data service publication, maintenance; assistance consulting on the administration, optimization, and management of enterprise data services, system scaling and planning. This activity may require compiling and integrating geospatial data from multiple sources. Contractor will ensure data suitability and fit for enterprise applications and project-level work. Publishing data shall be accomplished through web-based services, optimizing and publishing to national map services, and cataloging map services.
3.2.2.2 Data Publication
The contractor shall be responsible for the creation, configuration, and maintenance of systems content to support availability of geospatial data both internally and externally. The contractor shall be responsible for the creation and publication of web services, file-based datasets, and other formats in both centralized and cloud-based environments. Contractor responsibility shall include the cataloging and documentation of data and services in local, cloud, or third-party environments. The size of such projects may range from a local project or National Forest to a national level. Published data shall align with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d).
3.2.2.3 Analysis and Product Generation
The contractor shall create geospatial products and analytical derivatives in formats including: printed paper products, static digital products and datasets, dynamic web-based maps, mobile maps, and graphics. This shall include the creation of reports and graphics. The size and scale of such projects may range from large scale project-level, regional, to small scale national products. Contractor responsibility shall include analysis, reporting, and derived products based on both vector and raster data from various platforms or systems.
3.2.2.4 Application Development
The contractor shall furnish non-IT development and configuration of web, mobile, and desktop applications to support both local and national program needs. The contractor shall use these tools to support all phases of the data management lifecycle including data collection, management, analysis, and information display.
3.2.2.5 Technical Support
The contractor shall provide development and delivery of the following: training, graphic design, communications materials, user interface design. Contractor is also responsible for the development and automation of: process and analysis workflows, system configuration consultation, system monitoring and operational support that may result in the development, management, and delivery of data products. Contractor responsibilities shall include geospatial analysis using both raster and vector data. Performance and deliverables may include data conversion, data processing, linking geospatial data with Oracle or SQL database, generation of metadata, individual or group training, and geospatial data modeling.
3.2.2.6 Geospatial Analysis
The contractor shall provide support services to determine and deliver innovative approaches to solving problems related to USFS business requirements. Contractor shall utilize geospatial tools, models, and analysis procedures for raster and vector data. The contractor shall conduct advanced analysis of raster, vector, and terrestrial, airborne, or satellite-based data sources to generate derivative data and information products. Such analysis activities shall include, but are not limited to, multi-criteria analysis, view shed analysis, travel-time calculations, geographically weighted regression analysis, geostatistical modeling, image interpretation and classification, anomaly identification and change detection, and feature extraction.
The contractor shall adhere to agency data standards and requirements as specified in individual task orders. Examples include science-based data processing and analysis standards, metadata, file naming conventions, data dictionary standards, and file storage rules.
3.2.2.7 Assessment and Monitoring
The contractor shall conduct routine and advanced analysis of GIS, remote sensing, and other geospatial data to provide mapping, analysis, and summary outputs to meet specific information objectives. This shall also include analysis of multi-temporal GIS and remote sensing data to characterize existing resource conditions, identify changes, and monitor trends over time. The contractor shall develop and produce digital interactive and hardcopy cartographic maps and displays for USFS projects and business requirements. The contractor shall communicate with the client and project team to facilitate products that meet project objectives.
The contractor shall ensure file naming conventions and file storage rules are followed for USFS geospatial holdings and the USFS enterprise data centers.
3.2.2.8 Cartographic Products
The contractor shall produce, edit, and develop cartographic maps and displays for USFS projects.
Contractor shall coordinate with team members of various GIS specialist roles, cartography, project manager, and other USFS customers. The contractor shall prepare scientific reports, technical reports, or presentation materials.
The contractor shall ensure file naming conventions and file storage rules are followed for USFS enterprise data centers.
3.2.2.9 Graphic User Interface Design
The contractor shall work with application developers and project stakeholders to ensure application graphics and workflows meet user requirements. The contractor shall develop graphic products, such as digital media, posters, and presentations. These services will be conducted in collaboration with other project stakeholders and team leaders to ensure coordination and adherence with Government regulations, best practices, and data management policies. The contractor shall communicate with the client and project team to facilitate design that meets project objectives.
3.3 National Standards and Guidelines
For Government-wide geospatial datasets, national standards provide policy and guidelines to ensure consistency, maintenance, usage practices, and version tracking. These standards have been principally developed by the U.S. Department of Agriculture, Forest Service, the Federal Geographic Data Committee (FGDC), and General Services Administration (GSA). Contractors shall adhere to these standards as relevant to, or explicitly stated in, individual task orders.

Other project-specific standards will be indicated in individual task orders. Over the course of time, as standards change and new policies are developed, they may be incorporated by mutual agreement of the parties via bilateral contract modification.
3.4 Metadata
For all data created, used, or modified for this contract, the contractor shall prepare feature class level metadata to meet ISO standards and feature-level metadata as defined by the relevant database. All metadata shall be stored in the same directory as the geospatial data file. In the event of feature-level or individual record-based metadata which is normally stored in USFS systems Automated Lands Program (ALP) and Natural Resource Manager (NRM) with corresponding databases: Forest Service Activity Tracking System (FACTS); Natural Resource Information System (NRIS); Timber Information Manager (TIM); or Infrastructure (INFRA). The fields required for USFS metadata shall be relevant to the dataset and shall be specified in each task order.
3.5 Quality Control Plan
The contractor is encouraged, but not required, to bid every task order. When not bidding on a task order, the contractor shall submit a reason to the Contracting Officer.
The contractor shall establish and maintain a comprehensive Quality Control Plan (QCP) that is implemented and maintained at all organizational levels in the company. This plan shall include a quality program that includes appropriate metrics and indicators leading to continuous process improvement and enhanced productivity. The quality program shall also encourage innovation, efficiency, and promote the use of best practices and National Standards and Guidelines for all functional areas of the contract, including program management. The Government will review and approve the contractor’s QCP.
The QCP shall include:
• Descriptions of any quality control software used, procedures for implementing corrective action in response to nonconforming services that may include addressing customer complaints, investigating the cause of nonconforming services, a determination of corrective action, and the application of controls to ensure corrective action is taken and that it is effective.

• Procedures for implementing preventative action, including the uses of appropriate sources of information to detect, analyze and eliminate potential causes of nonconformities;
determination of the steps needed to deal with any problems requiring preventative action;
initiation of preventative action and controls to ensure that it is effective; and confirmation that relevant information on actions taken is submitted for management review.
• Procedures for planning and implementing internal quality audits, as necessary per the nature of any given task order, verify whether quality activities and related results comply with planned arrangements and to determine the effectiveness of the quality system. Quality records shall be maintained to demonstrate conformance to specified requirements and the effective operation of a quality system.
3.6 Additional Technical and Performance Requirements
1. The contractor shall maintain a Training and Certification program, (i.e., initial and refresher training and training curriculum, certifications, or professional licenses to perform duties) for each functional area as required to satisfy the PWS requirements. The contractor shall maintain copies of training certificates, certifications, and/or licenses and provide them to the designated government representative upon request. The contractor shall bear the cost of their Training and Certification program.
2. The contractor shall host, at a minimum, semi-annual Program Management Reviews (PMRs) and address the full spectrum of the program status including: a list of current projects, contract ceiling, schedule, metrics, program cost, integrated support, and quality assurance status. The contractor will identify means of sharing data and resources across USFS units and implement best practices for multiple USFS programs. The contractor shall include a discussion on geospatial technology innovations or changes as they relate to or affect the USFS as a whole.
The contractor should relay efforts toward improvement of USFS-wide initiatives including integration of geospatial services, opportunities to further standardize and/or improve geospatial platforms, data, and resource sharing, and other best practices. PMRs shall be conducted at GTAC, remotely, or another mutually agreed upon location and be conducted by the contractor’s Program Manager.
3. All contractor personnel shall identify themselves as contractors. Whether sending email or other written correspondence, attending meetings, answering government telephones, or working in other situations where their contractor status is not obvious to third parties, the contractor shall make their status known to avoid creating an impression that they are government employees.
4. The contractor shall promptly upload all newly awarded task order Performance Work Statements / Statements of Work into a centralized, digital repository (e.g., Pinyon) for access by federal employees throughout the Forest Service.
4 Key Personnel Experienced geospatial professional and technical personnel are required to accomplish the work that will be required under the scope of this contract. These personnel cover a wide range of program and project management, technical, and analytical specializations for geospatial services in the intersecting disciplines of remote sensing, GIS, and cartography.
The contractor shall agree that these “Key Personnel” shall not be removed or replaced from the contract without compliance with the following:
• If one or more of the key personnel, for any reason, becomes or is expected to become unavailable for work under this contract for a continuous period exceeding 30 workdays, or is expected to devote substantially less effort to the work than indicated in the proposal or initially anticipated, the contractor shall promptly replace personnel with personnel of equal ability and qualifications.
• Changes to key personnel assignments must be provided to the Contracting Officer in writing along with a detailed explanation of the circumstances necessitating the substitution. The request must contain a résumé for the substitute evidencing the skill and relevant experience requirements for the position have been met, background check/security clearance information, and any other information requested by the Contracting Officer.
If the Government determines that suitable and timely replacement of Key Personnel who have been reassigned, terminated or have otherwise become unavailable for the contract work is not reasonably forthcoming or that the resultant reduction of productive effort would be so substantial as to impair successful completion of the contract, the Government may terminate the contract or task order for default or for the convenience of the Government, as appropriate, or make an equitable adjustment to the contract to compensate the Government for any resultant delay, loss or damage.
Any removals or replacements (e.g., due to retirement, voluntary separation, etc.) are at the convenience of the contractor and shall be at no additional cost to the Government. Cost to be borne by the contractor include, but are not limited to software licenses, travel time, travel costs, and training costs for replacement personnel.
Note: Key personnel with a connection to traditional IT related job descriptions are not part of this contract. Such services need to be sought through CIO-led acquisition services.
Key personnel required under this contract are identified below:
4.1 Program Manager and Point of Contact
The contractor shall provide a point of contact (e.g. Program Manager) to act as an intermediary with the Government. The Government has not included a direct labor category for this position because all labor categories should include an overlay. The point of contact shall be responsible for all day-to-day operations between the Government and the Contractor.
The PM shall provide expert-level program management and strategic planning including making program recommendations; execute program governance; lead change initiatives; assist in facilitating knowledge sharing across programs based on government and stakeholder needs and requirements;
identify and report new initiatives and perform program and business process improvement; supervise multiple projects and allocate resources assigned; identify interdependencies; identify, manage, and mitigate risks; prepare action plans; resolve problems and take corrective measures; produce and oversee main program documentation; and ensure effective communication between stakeholders.
The minimum requirements for this position are:
• Minimum five (5) years of contract operations, staff supervision, and program and project management experience.
• Demonstrated experience defining program governance.
• Demonstrated experience in program management including the organization, direction, and execution of a portfolio of projects and transformation activities to achieve outcomes and realize benefits of strategic importance.
• Demonstrated experience managing program budgets and stakeholder communication.
4.2 Geospatial Principal Investigator
Provide expert level strategic and technical support of a highly specialized nature. The Principal Investigator solves complex technical problems and is responsible for providing technical direction to federal program management staff and program stakeholders to define project scope, identify resource requirements, identify strategic risks, and assess project feasibility relative to the mission of the Forest Service.
The minimum requirements for this position include combined relevant experience in the following:
• Demonstrated ability to problem solve at a strategic level, defining set plans to achieve business goals.
• Demonstrated experience providing expert level assistance in developing complex technical proposals, managing geospatial project activities, and developing Performance Work Statements in response to a Statement of Objectives.
• Applies expertise and knowledge in supervision of project staff for work required by the project including remote sensing data collection, field data collection, image processing and preparation of final deliverables.
• Demonstrated expertise in preparing publications, technical reports, guidelines, strategic-level documents, assessment and recommendations documents, etc.
• Presents research and work results at meetings, conferences, and in peer-reviewed publications.
AND
Bachelor’s degree related to geography, GIS, remote sensing, or physical / biological / environmental discipline, including emphasis or coursework in geospatial analysis and modeling, and twelve (12) years of relevant work experience.
OR
Master’s degree related to geography, GIS, remote sensing, or physical / biological / environmental discipline, including emphasis or coursework in geospatial analysis and modeling, and ten (10) years of relevant work experience.
OR
PhD degree related to geography, GIS, remote sensing, or physical / biological / environmental discipline, including emphasis or coursework in geospatial analysis and modeling, and eight (8) years of relevant work experience.
4.3 Geospatial Project Manager
Provide expert level project management to document and manage project tasks, coordinate and manage project schedules, identify and manage/mitigate project risks, manage resources required for projects, and coordinate in order to bring assigned projects to completion on time, within cost, and within specifications.
The minimum requirements for this position include combined relevant experience in the following:
• Demonstrated experience in project management, client maintenance, supervision, and project development of geospatial/remote sensing projects.
• Demonstrated experience consulting on requirements identification, developing Performance Work Statements, identifying constraints, estimating effort level, coordinating contract resources including staffing, and reporting accomplishments.
• Demonstrated experience in assessing priorities, balancing workloads, and allocating staff resources effectively.
• Demonstrated expertise in preparing publications, technical reports, technology transfer and geospatial training materials for technology evaluation and development projects.
• Experience in communicating and coordinating effectively with a variety of agency stakeholders and partners.
• Demonstrated ability to process, analyze, and model in enterprise geospatial software applications (e.g., ERDAS Imagine, eCognition, Summit Evolution, Agisoft Metashape, Python, and Esri ArcGIS).
• Demonstrated experience working with disparate sources of airborne or satellite imagery types to assess, map, monitor, and inventory natural resources.

Bachelor’s degree related to geography, geographic information systems, remote sensing, or physical/biological/environment/natural resource discipline with substantive coursework in geospatial analysis and modeling, and ten (10) years relevant work experience.

4.4 Senior GIS Analyst
Provide expertise to plan, coordinate, and execute geospatial data collection and processing in support of research and operational applications. Leads the application of geospatial technologies to address natural resource applications including change detection, monitoring, extraction and classification of information from imagery using image classification techniques, data mining and feature extraction technologies, accuracy assessment procedures, and identifying and applying novel approaches to geospatial analysis and modeling. Develop, manage, and analyze remote sensing and geospatial data sets, including unique and disparate data and information, to support resource management projects.
Evaluate new remote sensing and associated technologies (including new sensors/platforms, software technologies, data processing and analysis methods, data mining, geospatial modeling, etc.) and assess their feasibility for integration into USFS business functions.
• Demonstrated expert level knowledge and experience in the use of common commercial and open-source image processing and GIS software such as ERDAS, Esri ArcGIS, Python, Random Forest, and eCognition.
• Demonstrated expertise in preparing technical reports, technology transfer guidance, and geospatial training materials for technology evaluation and development projects.
• Demonstrated ability to process, analyze, and model in enterprise geospatial software applications.
• Demonstrated project management experience.
AND
Certification or degree in non-related discipline along with related experience to geography, geographic information systems, remote sensing, or physical/biological/environment/natural resource discipline with substantive coursework in geospatial analysis and modeling, and seven (7) years relevant work experience.

4.5 GIS Analyst
Apply geospatial technologies to address natural resource applications including change detection, monitoring, extraction and classification of information from imagery using image classification techniques, data mining and feature extraction technologies, accuracy assessment procedures, and identifying and applying novel approaches to geospatial analysis and modeling. Develop, manage, and analyze remote sensing and geospatial data sets, including unique and disparate data and information, to support resource management projects. Evaluate new remote sensing and associated technologies (including new sensors/platforms, software technologies, data processing and analysis methods, data mining, geospatial modeling, etc.) and assess their feasibility for integration into USFS business functions.
The minimum requirements for this position include combined relevant experience in the following:
• Demonstrated expert level knowledge, experience, and abilities to process, analyze, and model geospatial data in commercial and open-source image processing and GIS software such as ERDAS, Esri ArcGIS, Python, Random Forest, and eCognition.
• Demonstrated expertise in preparing technical reports, technology transfer and geospatial training materials for technology evaluation and development projects.
• Demonstrated experience performing data modeling on corporate and disparate natural resource data.
AND
Certification or degree in non-related discipline along with related experience to geography, geographic information systems, remote sensing, or physical/biological/environment/natural resource discipline with substantive coursework in geospatial analysis and modeling, and three (3) years relevant work experience.
OR
Bachelor’s degree related to geography, GIS, remote sensing, or physical/biological/environment/natural resource discipline with substantive coursework in geospatial analysis and modeling, and two (2) years of relevant work experience.
4.6 Senior Remote Sensing Analyst
The Senior Remote Sensing Analyst shall apply geospatial technologies to address natural resource applications including change detection, monitoring, and extraction and classification of information from imagery using photogrammetry, image classification, and feature extraction technologies. The position shall conduct product accuracy assessments and identify and apply new and innovative approaches to geospatial analysis and modeling. The position shall develop, manage, and analyze remote sensing and geospatial data sets, including unique and disparate data and information, to support resource management projects that range from local to broad scales. 4.7 Remote Sensing Analyst
The Remote Sensing Analyst shall participate in applying geospatial technologies to address natural resource applications including change detection, monitoring, and extraction and classification of information from imagery using photogrammetry, image classification, and feature extraction technologies. The position shall conduct product accuracy assessments and identify and apply approaches to geospatial analysis and modeling. The position shall develop, manage, and analyze remote sensing and geospatial data sets, including unique and disparate data and information, to support resource management projects that range from local to broad scales. The position shall assist in evaluating and applying new remote sensing and associated technologies (e.g., new sensors and platforms, software technologies, data processing and analysis methods, data mining, geospatial modeling, Unmanned Aerial Systems data extraction and interpretation, etc.) and assist in assessing their feasibility for use to support USFS information needs. The position shall provide input for scientific and technical reports and geospatial training materials for evaluation and development projects.

The Senior Lidar Analyst shall apply Light Detection and Ranging (lidar) analysis for near-infrared (NIR) and green band topobathymetric lidar processing, and geospatial technologies to address natural resource applications including change detection, monitoring, extraction and classification of information from imagery and feature extraction technologies. The position shall develop, manage, and analyze lidar and geospatial data sets, including bare earth, canopy cover, and other unique and disparate data and information to support resource management projects that range from local to broad scales in size. The position shall evaluate and apply new lidar and associated technologies (e.g., new sensors and platforms, software technologies, data processing and analysis methods, data mining, geospatial modeling, UAV data extraction and interpretation, etc.) and assess their feasibility for use to support USFS information needs. The position shall prepare scientific and technical reports and geospatial training materials for evaluation and development projects. The position shall conduct product accuracy assessments and identify and apply new and innovative approaches to lidar analysis and modeling.

The Senior Cartographer shall ensure file naming conventions and file storage rules are followed for USFS enterprise data centers. The position shall prepare scientific reports, technical reports, or presentation materials.
The minimum requirements for this position include all the following:
• Bachelor’s or Master’s degree related to geography, GIS, cartography, or physical/biological/environmental discipline. The degree includes emphasis or coursework in geospatial disciplines such as map production and design.
• Seven (7) years professional experience with creating custom hardcopy and digital cartographic products that includes thematic mapping.
• Professional experience in the use of the ESRI ArcGIS Desktop Suite or ArcGIS Pro and all associated data types (vector, raster), and working with multiple imagery types.
• Professional experience using the Adobe Suite or other graphic design software applied to cartography.
• Experience or college education directly related to forestry and/or natural resources.
4.11 Cartographer
The Cartographer shall produce and develop cartographic maps and displays for USFS projects (e.g., product requirement, maps, graphics, display, web map services) and coordinate with team members of various GIS specialist roles, project managers, and other USFS customers. The Cartographer shall ensure file naming conventions and file storage rules are followed for USFS enterprise data centers.

4.12 Cartographic Technician

The Cartographic Technician shall ensure file naming conventions and file storage rules are followed for geospatial holdings in USFS enterprise data centers.
The minimum requirements for this position include all the following:
• Bachelor’s degree related to geography, GIS, cartography, or physical/biological/environmental discipline. The Bachelor’s degree includes emphasis or coursework in geospatial disciplines such as map production and design.
• Two (2) years professional experience with creating custom hardcopy and digital cartographic products that includes thematic mapping.
• Professional experience in the use of the ESRI ArcGIS Desktop Suite or ArcGIS Pro and all associated data types (vector, raster), and working with multiple imagery types.

4.13 Geospatial Technician
Utilize geospatial technologies to provide technical support for natural resource applications including basic image interpretation, image interpretation and analysis, routine data processing and management, map plot composition and production, and documentation, including report assembly and distribution.
The minimum requirements for this position include combined relevant experience in the following:
• Demonstrated ability to process, analyze, and model data in geospatial software, e.g., ERDAS Imagine or Esri ArcGIS.
• Experience in earth sciences and knowledge of airborne and satellite imagery.

Certification or degree in non-related discipline along with related experience to geography, geographic information systems, remote sensing, or physical/biological/environment/natural resource discipline with substantive coursework in geospatial analysis and modeling, and one (1) year relevant work experience.

4.14 Geospatial Communications and Graphics Specialist
Provide support for the design, compilation, and presentation of compelling digital and hard copy media information products about complex subjects related to the use of geospatial technology for natural resource management. Products include cartographic products, posters, brochures, presentations, website content, or graphical user interfaces.
The minimum requirements for this position include all the following:
• Demonstrated experience designing digital and hard copy media products, e.g., websites, publications, newsletters, booklets, directories, brochures, and presentations.
• Demonstrated knowledge and experience in the use of ArcMap, Adobe Creative Suite (e.g., InDesign, Illustrator, Photoshop, etc.) and relevant Microsoft Office Suite applications.
• Education and/or training related to graphic design or physical/biological/environmental /natural resources discipline with substantive coursework in graphic communications or advertising, and one (1) year relevant work experience in conducting and managing internal and external graphics communications.

Certification or degree in non-related discipline along with related experience to geography, geographic information systems, remote sensing, or physical/biological/environment/natural resource discipline with substantive coursework in geospatial analysis and modeling, and three (3) years relevant work experience.

5 General Information
5.1 Place of Performance
Locational performance of task order services may be at the GTAC facility located in Salt Lake City, Utah, at another government facility located anywhere within the United States, or at the place of origin, meaning at contractor’s facility or via remote work (e.g., telework). The place of performance will be identified within the individual task order.
5.2 Hours of Operation
The contractor shall perform work according to the hours of operation established within the individual task order. Work will generally be performed during normal business hours, Monday through Friday. If the contractor is performing work on a government installation, work shall not be performed outside of the hours that the building is made available for use. Any work allowed to be performed outside of normal business hours will be identified within the individual task order.
