About this file

This Performance Work Statement (PWS) details a sponsorship and advertising contract between Winter Guard International (WGI) and the United States Marine Drum & Bugle Corps (D&B) for fiscal year 2025. The contract aims to support D&B's recruitment efforts by providing extensive brand exposure across WGI's competitive events, including forty-two regional competitions and the World Championships in Dayton, Ohio. Key sponsorship benefits include 10x20 ft expo space at World Championships, logo placement on banners and credentials, video commercial opportunities on jumbotrons and webcasts, social media promotions, and ten sponsor passes for D&B personnel.

The contract has a twelve-month base year starting September 2, 2025, with four potential one-year option periods extending through September 1, 2030. WGI, a non-profit youth organization serving indoor color guard and percussion groups, attracts over 150,000 spectators annually and provides a strategic recruitment platform for the D&B, which has fewer than 100 total Marines. The technical point of contact is SSgt Megan Kotasenski from the USMC Drum and Bugle Corps, located at Marine Barracks Washington, with services to be performed during normal working hours and at WGI event venues.

Performance Work Statement (PWS) / Statement of Work (SOW)

Winter Guard International Sponsorship and Advertising (WGI)

“The Commandant’s Own,” United States Marine Drum & Bugle Corps (D&B)

1. Background “The Commandant’s Own,” The United States Marine Drum & Bugle Corps (D&B), travels in excess of fifty thousand (50,000) miles annually. The D&B performs ceremonial events for audiences of prominence, civilian communities, Cabinet-level and Congressional guests, senior military officials, VIP’s, and Heads of State. These performances captivate and thrill audiences worldwide. They are viewed at ticketed high school and college band events and are also seen on national television broadcasts, websites, and print media. The D&B has been read and written about in newspapers, newsletters, magazines, letters, emails, and flyers. The D&B’s unique “G” bugles are always a topic of discussion amongst crowds mingling with unit members after performances. A relationship with these local audiences is paramount to cultivating an appreciation of Marine Corps heritage, traditions, standards, and the preservation of freedom.

Ultimately, the high-profile appearance and impeccable visual presence of the D&B affects the morale of this country’s appreciated veterans and has a positive influence on potential young candidates to enlist in the United States Marine Corps (USMC).

1.1 Winter Guard International (WGI) is a non-profit youth organization serving civilian indoor color guard and percussion groups across the United States and overseas. The primary purpose of

WGI is their competitive winter tour circuits, consisting of forty-two (42) WGI-sanctioned competitions throughout the United States and culminating in April with the week-long WGI

World Championships in Dayton, Ohio where more than two hundred (200) percussion ensembles and three hundred (300) color guards from over forty (40) states and four (4) countries attend. Many of these regional and world competitions are broadcasted over the internet for fans and viewers to stream video of performances.

1.2 Over the past fourty-eight (48) years, WGI has developed into a powerful youth activity with artistic and organizational influence on the world’s drum and bugle corps, marching bands, percussion ensembles, and similarly related activities. It is the sole governing body for all civilian youth indoor color guard and percussion competitive activities in North America.

Members performing in these organizations are primarily made up of young musicians, with ages ranging from fourteen (14) to twenty-one (21) years old.

2. Scope As an MOS of less than 100 total Marines with a highly unique skill set mastered prior to qualification and entrance into the Marine Corps, the D&B is responsible for locating, socializing, and recruiting its own to maintain the viability and livelihood of the organization. This contract is established to bring targeted recruitment opportunities for the D&B music and percussion program. It is nearly impossible to get this type of coverage to the direct market of young musicians in the marching activities by any other vendor. The WGI community attracts more than one hundred fifty thousand (150,000) spectators to the activity yearly. A majority of percussionists and musicians enlisted for duty with the D&B have participated with WGI activities prior to enlistment.
