Performance Work Statement (PWS) / Statement of Work (SOW) Main Post Flag Pole Painting

Marine Barracks Washington (MBW)

1. Background The mission of Marine Barracks Washington (MBW) is to provide strategic support through ceremonial commitment and operational assistance to the Commandant of the Marine Corps, Military District Washington and Camp David.

Friday Evening Parades are performed for VIPs and guests throughout each summer with attendance throughout each season impacting upwards of over 60,000 people annually. Central to the backdrop of the parade deck are Building 8 and an iconic flag pole. This flag pole is used every day and due to winds, the halyards eventually produce wear on the painted pole itself. Traditionally, every 3-5 years, MBW requests to repaint the flag pole in it’s two-tone color scheme for a refreshed appearance and to preserve the structural integrity of the metal pole itself.

2. Scope The contractor is tasked with repainting the flag pole with the matching black and white color scheme, while protecting the nearby area. There are nearby concrete pathways that enable a man-lift to be used for this effort, if the contractor so chooses this approach. The flag pole measures approximately 102 feet tall. Before painting, the halyards will have to be removed in order to effectively paint and allow it to dry, before replacing.

3. Performance Requirements

3.1. Tasks: The Contractor shall provide the following:

3.1.1. Removal of the flag halyards

3.1.2. Welding repairs to the crack at the top of the flag pole; see photos for existing conditions

3.1.3. Protection for the surrounding areas, to include cannons, bushes, brass bell, concrete and nearby building from potential drips of paint

3.1.3.1. If a man-lift is used for the work, protection must be provided to prevent damage to the parade deck sod/turf

3.1.3.2. If scuff marks occur on concrete, the contractor is responsible for pressure washing the marks, ensuring a consistent appearance of the concrete sidewalks when complete

3.1.4. Sanding and priming of the bare metal spots prior to painting where the bare metal has been exposed and has been subject to oxidation.

3.1.5. Handwashing of the pole surfaces to ensure proper adhesion of new paint

3.1.6. 3 applied coats of exterior semi-gloss black paint from the base to the current transition point

3.1.7. 3 applied coats of exterior semi-gloss white paint from the transition point to the top

3.1.8. 2 applied topcoats of exterior semi-gloss gold paint to the flag pole topper

3.1.9. Replacement of the stainless steel set-screws at the top of the flag pole along the collar assembly and addition of a third set screw which will require tapping a threading, in order to prevent the assembly from turning due to high wind conditions.

3.1.10. Greasing the pulley and shaft assembly prior to reinstall of the flag halyards

3.1.11. Reinstallation of the flag halyards upon completion of painting

3.1.12. The entire work area shall be clean upon completion of the work
