Anan Wildlife Observatory Reconstruction Phase I Wrangell Ranger District, Tongass National Forest

This is a presolicitation notice prepared in accordance with FAR 5.201 for the Anan Wildlife Observatory Reconstruction project on the Tongass National Forest, Wrangell Ranger District. The solicitation number for this requirement is 1240BJ21R0005. The Government intends to award a single firm fixed price contract for this acquisition.

Background: The Anan Wildlife Viewing Area is located 35 miles southeast of the town of Wrangell. Anan Creek has the largest run of pink salmon in Southeast Alaska. This abundance of salmon attracts large concentrations of black bears, bald eagles, harbor seals, and several brown bears. People from around the world come to enjoy the unique experience Anan offers. Existing facilities consist of a covered viewing shelter, decks, photo blind, and an outhouse. The facilities are nearing the end of their service life and need replacement.

Objectives: The project has several objectives, all of which revolve around the demolition and reconstruction of a majority of the Anan Wildlife Observatory. Base Item work includes the demolition and removal of the upper and middle timber observation decks and stair structures, including footings; relocation of the existing timber observation structure and outhouse structure; demolition of a portion of the aggregate trail; construction of footings and structural elements, upper observation deck, timber shelter and restroom structure, aggregate trail, and signs; and other miscellaneous work. Option Item work includes construction of a temporary timber connector staircase to the existing-to-remain staircase to the lower observation deck, repairs to the existing-to-remain staircase and lower deck, preparation of shop drawings for a metal spiral staircase (fabrication & installation is not included), and other miscellaneous work.

Location: The Anan Wildlife Observatory is located 35 air miles SE of Wrangell, Alaska, on the Cleveland Peninsula. Access to Anan Bay is by a 35-minute float plane flight or 90-minute boat ride from Wrangell. The trailhead is located on the shore of Anan Bay, at the mouth of the saltwater lagoon. The half mile trail leads through the rain forest along the edge of the lagoon to Anan Creek, which it follows briefly before reaching the observatory site. The latitude and longitude of the observatory site are approximately 56.179032° N, -131.883935° W.

Anticipated period of performance: 09/15/2021 through 12/31/2022, except on-site work is not allowed from 07/01/2022 through 09/14/22 (due to the high volume of permitted visitors to the site).

Magnitude of Construction is estimated between $500,000 and $1,000,000.
