4. The rationale or circumstances for limiting competition
In accordance with Federal Acquisition Regulation 13.106-1(b)(1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting Officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deems only one source reasonably available.
Suzuki of Gainesville Inc is the only UTV manufacturer that builds a 6X6 UTV that includes modifications to work in the Forest as well as features requested by Fire Specialists’ to help keep Personnel and the vehicle itself; Effective and Safe when it is close to a Fire.
The UTV has the features and specifications demanded by the Fire Community. Agency order number is R08-03-1067-21, R08-03-1069-21, R08-03-1028-21. Job Code is WF106720, WF106920, WF102820;
Override is 0803.
The addition of 2021 CAN AM DEFENDER 6X6 UTV’s. The UTV’s are outfitted with ROPS, FRONT WINCH (4500lbs), HARD TOP, VENTED WINDSHIELD, CARGO BOX LIGHTS, CV AXEL
SHIELDS, FRONT BUMPER GUARDS, AND METAL SKID PLATES. CAN AM DEFENDER 6X6
ARE VERY HARD TO FIND.
The Equipment and work to be provide by Suzuki of Gainesville Inc located at 2750 Browns Bridge Rd.
Gainesville, Ga. 30504 in the North Georgia area.
In 2019, Suzuki of Gainesville Inc were contracted to provide us with ATV’s for Oconee and Law Enforcement which once again they were the lowest bidder. As the Fleet manager I have had to defer the Fire UTV’s for two years because Polaris quit making the models needed for the Fire Community.
Suzuki of Gainesville Inc in the past have supplied the Government as well as local Law Enforcement Polaris UTV’S and provided full service for Suzuki, Kawasaki, Honda, Yamaha, Seadoo, Polaris and Can Am, and they are doing business with the Forest Service and are active with no exclusions in SAM under DUNS #069207280.
This work will provide the Fire Community and DFMOs the ability to begin Fire breaks for
Springtime Control Burns. Last year Can Am where being used by the Forest Service. There are unusual and specific requirements associated with this type of equipment. Mission requirements and specifications are set forth by the U.S. Forest Service IOT (IN ORDER TO) to provide a Safe Fire Equipment that will be subjected to extreme heat, steep slopes, rocky terrain, swamps, bogs, dusty conditions, forested landscapes, all risk conditions to include but not limited to hurricanes, floods, and other natural disasters. CAN AM 6X6 Defenders are SPECIAL ORDER PRODUCT with LIMITED
AVAILABILITY.
In addition, competition is determined inadequate based on the procurement cost-benefit analysis. It will lower administrative costs and the contract price reflects the best value to the government.
Serval costs associated with competition have been considered to determine if competition will save taxpayers’ money. The vendor will provide the trade allowance in the amount of $9,300.00 by returning lease UTVs. This will save taxpayers’ money significantly.
As a result of market research and procurement cost benefit analysis, it is in the best interest of the government to make the contract award to Suzuki of Gainesville Inc in accordance with FAR 13.106- 1(b)(1)(i).
5. Estimated price, including all options, if applicable.
$59,166.00
6. Recommended source(s).
