PERFORMANCE WORK STATEMENT (PWS)

Part 1

General Information

1. GENERAL: This is a non-personnel services contract to provide an Indefinite Delivery Indefinite Quantity (IDIQ) contract, to provide repair services for Keizer manufactured heat induction coating removal equipment purchased by Naval Sea Systems Command (NAVSEA) and owned by Puget Sound Naval Shipyard (PSNS). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, parts, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to repair Keizer Technologies Inc. manufactured heat induction (RPR-1650) coating removal equipment to a safe and fully operational ready service condition. The contractor upon receipt of the equipment shall perform a standard “Open and inspect” service which shall not exceed $2500.00 which will be paid for via a GPC (Government Purchase Card) holder via a valid JML written against a valid funding job order number. The estimate of the labor and materials needed to successfully repair the equipment will then be provided to the contracting officer representative (COR) who will authorize all subsequent repairs beyond the initial open and inspect fee, by the issuance of a task order from the contracting office. This process will apply to all machines, transformers, cable packages, capacitors, and induction heads owned by Puget Sound Naval Shipyard designated for repair by Keizer (RPR) Technologies. The contractor shall perform to the standards in this contract.

1.2 Background: PSNS currently uses heat induction coating removal equipment approved by NAVSEA to remove select shipboard or non-shipboard coatings by way of electromagnetic heat induction. This specific work makes for both a fast and environmentally friendly coating removal process necessary for preparing a metal surface for either subsequent re-application of NAVSEA approved coatings or metal recycle (Code 350). PSNS acquired two (2) complete systems from NAVSEA and later obtained three (3) additional systems from other shipyards providing a total of five (5) systems each. The tooling to perform this specialized work was developed by Keizer (RPR) Technologies Inc., which prevents PSNS employees or any other known business entity from repairing the equipment. Over time the increased use and frequency of repairs (due to the additionally acquired equipment) has resulted in the need for a yearly contract with the contractor to streamline repairs.

1.3 Objective: This Performance Work Statement is to support a maintenance contract with the Contractor for the repairs and maintenance described in Section 5 of the PWS.

1.4 Scope: Repair PSNS owned heat induction equipment as needed to a ready service condition and ship back to PSNS for use by specially trained and qualified employees for use in both shipboard and non-shipboard locations.

1.5 Period of Performance: The period of performance shall be for three Years.

1.6 General Information

1.6.1 Quality Control The contractor shall develop and maintain an effective quality control program (QCP) to ensure the repair and test services are performed in accordance with the established QCP to return the equipment to a safe operable condition for PSNS employees to utilize upon return of the equipment to PSNS.
