About this file

This is a Statement of Work for the procurement of one stackable test weight set by the Consolidated Maintenance Activity of the Minnesota Army National Guard dated 18 August 2026.

The Minnesota Army National Guard requires a stackable test weight system to conduct load tests on various military equipment including the M88A2 recovery vehicle (70,000 lbs lift capacity), M88A1 recovery vehicle (50,000 lbs lift capacity), M7 Forward Repair System (9,900 lbs lift capacity), HEMTT Wreaker (12,000 lbs lift capacity), and forklifts with capacities ranging from 4,000 to 27,000 lbs. The weight set shall consist of a center post/base and stackable individual weights with the following target configuration: five 1,000 lb weights, three 5,000 lb weights, and five 10,000 lb weights. Each weight must maintain a tolerance of -0% to +5% of target weight, with no individual weight exceeding 20,000 lbs. The system must be stackable to achieve specified total weights of 4,000, 5,000, 10,000, 12,000, 27,000, 50,000, and 70,000 lbs.

The delivery shall include a four-legged sling proof loaded to 200% of its rated capacity by the sling manufacturer, with each weight having four lifting provisions properly sized for sling hooks. The center post/base must interface with crane hooks and support lifting by 20,000 lb capacity forklifts with tines up to 8.0 inches wide and 3.0 inches thick. All weights must be constructed of rugged, weatherized material suitable for outdoor storage in Central Minnesota, blasted, primed, and painted with lead and chromate-free material. The complete stacked system shall not exceed 10 feet long by 7 feet wide by 8 feet 2 inches high. Each weight must be clearly labeled with actual weight and corresponding letter markings for identifying weight combinations. A proof load certificate for the four-legged sling shall be provided with the set, including both a physical copy and PDF copy emailed to the procuring agency.

The Purpose of the test weight sets will be to conduct load tests of several different types of equipment including but not limited to:

• M88A2 recovery vehicle (70,000 lbs lift capacity)

• M88A1 recovery vehicle (50,000 lbs lift capacity)

• M7 Forward Repair System (9,900 lbs lift capacity)

• HEMTT Wreaker (12,000 lbs lift capacity)

• Forklifts (from 4,000 – 27,000 lift capacity)

The scope of this procurement shall be executed in accordance with the following specifications:

1. The stackable weight systems shall be designed such that they can support all of the equipment listed above

2. The set shall include a four-legged sling so that center post / base and the individual weights can be lifted / stacked using a crane. A four-legged sling capable of lifting the maximum weight of the system shall be provided with each weight set. The sling shall be proof loaded to 200% of its rated load by the sling manufacturer. The slings legs shall be of sufficient length so that there is no interference with the sling and the center post / base when placing the first weight on the center post / base. Each individual weight shall have four lifting provisions properly sized for the sling hooks.

3. The weight set shall consist of a center post / base and additional stackable weights.

Each item shall have a target weight with a tolerance of -0% / +5 % of the target weight.

The following target weights shall be included as part of the system.

• 5x 1000 lbs

• 3x 5000 lbs

• 5x 10,000 lbs.

Other configurations will be reviewed and considered if they meet the lifting requirements listed above. No individual weight over 20,000 will be considered.

4. The test weight set shall be stackable to achieve the specified weights detailed below.

• 4,000 lbs

• 5,000 lbs

• 10,000 lbs

• 12,000 lbs

18 August 2026

• 27,000 lbs

• 50,000 lbs

• 70,000 lbs

5. The test weight stack shall be able to interface with a crane hook by directly interfacing with the center post / base. The center post / base interface shall be capable of lifting the test weight stack at its maximum weight (70,000 lb).

Additionally, the center post / base and individual weights shall be able to be lifted using a 20,000 lbs capacity forklift with tines up to 8.0 inches wide and 3.0 inches thick.

6. Test weights shall be made of a rugged material and weatherized to be stored outside in Central Minnesota throughout the year. Weights should be blasted, primed an painted with lead and chromate free material.

7. Each test weight shall be stackable upon one another to achieve the required weight combinations and shall not exceed 10 ft long x 7 ft wide x 8 ft-2 in high.

8. Each test weight shall be clearly labeled with the actual weight. Each weight shall have a corresponding marking (letter) that can be used to identify the individual weights required to achieve a given weight combination

9. A copy of the four-legged sling proof load certificate shall be delivered with each test weight set, along with a PDF copy of the certificate emailed to the procuring agency.
