BEALE AIR FORCE BASE, CALIFORNIA

MEMORANDUM FOR 9TH CONS

FROM: 9TH SFS/S4

SUBJECT: Statement of Need Brand Name Justification for ARMAG mobile armory

1. Purpose: 9th Security Forces Squadron is in need of a secondary armory with the required specifications to hold Arms, Ammunition, and Explosives (AA&E). The Main Armory is currently not suitable to expand its inventory of high explosives and the influx of over 300 M18 pistols, 300 M4A1 rifles and M320 Grenade launchers. An alternate armory provides us the ability to secure AA&E for contingency operations and relocation of the main armory due to emergencies, power outages and building evacuations. Due to the expensive cost to build a new armory, the alternate option is to purchase a prefabricated ARMAG that is certified to secure all AA&E required to conduct security and contingency operations. The ARMAG is more cost effective then to contract outside the Air Force for construction of a new facility. Additionally, the environmental impact is low due to only needing a concrete pad and power source. The ARMAG has been proven across DOD and at deployed locations

2. Requirements: (1) 20Lx10Wx10H TAN in color mobile, multi-functional, prefabricated storage unit to safely hold weapons and ammunition up to 40mm grenades. All electrical wiring, (2) Lighting protection ground kits, HVAC, Dehumidifier installed. (1) Interior phone drop and (1) Exterior phone drop, (2) Multi weapon rack systems to secure M4, M203/320 grenade launcher, Shotguns, M9/M18 pistols, (3) Ammo cabinets, (1) 6ft storage cabinet, and (2) Bullet trap/ clearing barrels (1 for interior/1 exterior) and Vindicator AES 1500t (Copper Wire) Alarm Intrusion Detection System to include sensors and tampers. Include shipment and offloading.

3. Impact: The main armory has reached maximum storage capacity and we are unable to securely store an increase in Arms, Ammunition, and Explosives. We will decrease are ability to respond to higher Force Protection Measures. The main armory can no longer provide courtesy storage for Wing deployers and transient TDY personnel and we do not have a secondary arming point to support in the event of relocating the Main Armory due to emergencies.
