1 We respectfully request an extension of the due date for questions to June 25, 2011, and an extension of the due date for proposals to July 15, 2011.
Amendment 01 issued on June 14, 2011, extended the due date for questions to
June 27, 2011, and to July 18, 2011, for receipt of proposals.
2 (Vendor) respectfully requests a 10-day extension to submit its proposal.
Please see Answer #1.
3 Section C.2 - Please clarify requirements for Hosted Centrex. Based on the features identified, is GSA interested in an IP Centrex solution?
An IP Centrex solution is an acceptable solution for “Hosted Centrex.”
4 Section C.3 - If the end user is providing their own CPE, it is assumed they would check compatibility prior to placing the service request. Please confirm this will be a standard requirement for the ordering agency.
Yes, the customer agency would be required to verify compatibility before placing an order.
5 Section C.5 – (a) When a vendor demarks services at the MPOE and the ordering agency requires the vendor to extend services past the MPOE will the contracting agency secure and order cable infrastructure under a different contract vehicle?
(b) Who owns and is responsible for maintaining the cables past the MPOE?
(c) Who is responsible for any records/documentation of what is done?
(d) Who should the vendor contact to help identify the existing cable infrastructure at each facility?
(e) At what pair count does GSA consider the installation “large distribution cable additions or augmentations”?
(a) If the new cable infrastructure is beyond the scope of the services awarded under the Hawaii LSA, the cabling would be installed under a different contract vehicle.
(b) In a Federal building, the
Government owns and is responsible for maintaining cables past the MPOE. In a non-Federal building, the building owner would be responsible for maintaining cables, with exceptions on a case-by-case basis.
(c) The Customer Agency is responsible for records/documentation of work that is done under contract under their side of the
MPOE.
(d) The vendor should contact GSA to identify existing cable infrastructure at a facility where GSA has requested service installation.
(e) Large distribution cable additions or augmentations are generally defined by dollar value of the work and not cable size. If the job is over $5,000, then the work will be awarded by a contracting officer with the appropriate warrant using an appropriate contracting vehicke.
6 Section C.6 – (a) Please clarify if voltage and spike protection is limited to equipment installed and owned by vendor. (b) If equipment will be owned by customer will ordering agency be able to include voltage and spike protection as a requirement on their order?
(a) Yes, voltage is limited to equipment installed and owned by the vendor.
(b) No.
7 Section C.8 – (a) Implementation Plans:
Is this requirement intended to address the larger installs/moves/adds for
Centrex and the enhanced network services?
(b) Do implementation plans need to be prepared for small additions to existing service (i.e. adding a new Centrex station to an existing office with
Centrex)?
(a) An Implementation Plan is required for enhanced network services, not Centrex.
(b) No.
8 Section F – (a) For items 1 & 2, the two often go hand in hand. Does the interval of 10 or less lines in 5 days include the inside wiring?
(b) There are 5 days listed for both activities. Please clarify if total interval is 5 days or 10 days.
(c) What are the cable standards required for item #2? Cat 3, Cat5e or Cat6?
(a) Yes, unless the space is newly renovated and has not been wired.
(b) The interval is five (5) days unless the space requires extensive wiring due to renovation.
(c) Cable standards are the current industry standards for the type of service being delivered. The Government will specify the type of cable required for each installation above voice and DSL services.
9 Section G.3 - If a vendor is unable to process the Contract Management Fee for all Direct Billing for GSA what is the alternative process for GSA?
The vendor must inform GSA if it is unable to process the CMF.
10 Section G.7.4 - TSP is mentioned as a note in this section. However, TSP charges are not mentioned in Section B.
Please clarify if TSP charges should be reflected on Section B and if TSP will be added into Schedule A Recurring
Services.
Vendors can price out TSP as additional line items if the services is not available at no cost to the Government.
