About this file
This document is a Questions and Answers (Q&A) document for Request for Lease Proposal (RLP) No. 9MD2351 for a U.S. Secret Service (USSS) facility in Capitol Heights, MD. The Q&A addresses key details about the lease requirements, including facility specifications such as a secured wareyard capable of accommodating 75 parking spaces, a 28' clear ceiling height requirement, and an estimated 45 employees for the office area. The facility does not require a single-tenant building, but must have secure fencing around entrances and parking areas.
The document clarifies several technical aspects of the lease, including fencing costs (covered in shell rent or BSAC rent), construction timeline (approximately 14 months from award with 9 months for construction), and compliance requirements such as prevailing wage determination and building codes. Notably, the project does not require a seismic certification due to the location falling outside moderate and high seismic zones. Offerors are encouraged to provide their own design and construction schedules if they believe they can improve upon the baseline timeline.

# Question Answer
Does GSA require a single tenant building? No, a single-tenant building is not a requirement but the space must be secured by a fence around all entrances, parking areas, etc.
Can you confirm the square footage requirement for the secured wareyard? The RLP says it is in the ASR, but I could not find it.
There is not a specific square footage requirement for wareyard. The fenced in area must be able to accodate 75 parking spaces with ample circulation space.
The RLP states that the fencing required to secure the parking areas and warehouse is part of shell. Should this be BSAC?
Fencing around the wareyard and secure parking area shall be covered in the shell rent. The cost of additional fencing required for the site would be covered in the BSAC rent.
Does GSA have a desired/required occupancy date? The post award construction schedule provides roughly 14 months from award to occupancy, including roughly 9 months for construction. Most existing buildings could easily beat this schedule. Would GSA accept earlier lease commencement?
The post award construction schedule in the Lease is based on design and construction durations of similar projects for this agency. In the event an offeror feels the schedule can be improved they are encouraged to provide a design and construction scheudle as part of their initial offer.
Do you have an occupancy level of the office areas? We need that to know how many bathrooms need to be constructed per Section 3 of the lease. Estimated number of personnel for the office area is 45 employees.
Rgearding the 28’ clear height for both USSS requirements, it is our understanding that the clear height is needed to accommodate the agency’s storage needs. In lieu of increasing the ceiling height at the building, could the storage needs be met with additional square footage if offered to the Government at no cost? No, 28' clear ceiling height is an agency requirement.
Reference is made to a Prevailing Wage Determination, but none was included in the RLP package. Is there one?
Prevailing wage is a requirement for new construction. Offers must follow the prevailing wage for the juristiction their offered property falls within.
Section 3.06 – Additional Submissions lists a Seismic Certification as Item S but Sections 2.03 & 2.04 of the RLP dealing with Seismic Safety have been “Intentionally Deleted.” Are we correct in assuming that a Seismic Certification is therefore not expected to be included in our Initial Offer?
The delineated area falls outside of the moderate and high seismic zones and therefore Seismic Certification is not a requirement.
The RLP points offeror to the Lease Template for things like minimum live load capacity for warehouse floors and the size of the Wareyard. The lease then references the Agency Specific Requirements (“ASR”) for these items, but there is no reference to any of these items in the Program for Design, Design Narrative or the AOD ASR provided. Are we missing an Agency Specific Program of Requirements of some sort?
If a requirement is not noted within the ASR please refer to local building codes.
