About this file
This technical specification document outlines greenhouse gas measurement requirements for a federal contract with the National Oceanic and Atmospheric Administration. The selected vendor will provide in situ measurements of water vapor, carbon dioxide, methane, and carbon monoxide from the surface to 6 km above sea level during 22 aircraft flights per year near Manaus, Brazil. Flights will take place according to dates determined in consultation with NOAA to study greenhouse gas distributions above the Amazon Basin. The vendor is responsible for aircraft setup, calibrations, flight costs, maintenance of the analysis system, and quality-controlled data delivery within 12 months of each annual period of performance. The initial contract term is for one base year plus one option year, to be exercised annually.

TECHNICAL SPECIFICATIONS
1305M323QNRMJ0165
PURPOSE:
To help fulfill NOAA’s mission, the Global Monitoring Laboratory (GML) makes greenhouse gas
(GHG) measurements throughout the world in order to better understand present and future climate and its relationship with the carbon cycle. A critical component of understanding global distributions GHGs is making measurements over tropical forest regions such as the Amazon Basin. GHG measurements above the Amazon Basin will be made by the contractor in Brazil for eventual use in NOAA's
CarbonTracker Data Assimilation System. (https://www.gml.noaa.gov/ccgg/carbontracker/).
TECHNICAL SPECIFICATIONS:
The vendor will provide high precision, highly calibrated measurements of water vapor, and the atmospheric greenhouse gases CO2, CH4 and CO from the surface to 6 km above sea level. These measurements will be made continuously during aircraft flights above the central Amazon forest near the city of Manaus, Brazil per quality control standards listed at:
https://www.gml.noaa.gov/ccgg/aircraft/qc.html
The vendor will provide a total of 22 flights per year, consulting with NOAA to determine the exact times and location of flights and to review the results of the measurements. Vendor includes airplane setup, calibrations, flight costs, maintenance and repair of the analysis system, and data analysis including quality control.
The contract will be for a Base Year plus one (1) Option Year that will be exercised and funded on a yearly basis.
DELIVERABLE SCHEDULE: All final, calibrated, quality-controlled data should be delivered within 12 months of the Period of Performance for that given year.
