About this file
This performance work statement outlines requirements for a three-year contract to provide up to six seasonal ice mass balance buoys for deployment in the Arctic Ocean. The selected contractor will arrange for buoys equipped to autonomously collect point measurements of sea ice mass balance factors such as snow depth, ice growth, surface and bottom melt, and vertical temperature profiles. Additional requirements include ensuring real-time data transmission, quality control procedures, analyzing buoy data for trends and anomalies relating to earth system processes, and publishing results through at least two conferences and peer-reviewed articles per year. Annual progress reports and work plans are due at the end and beginning of each performance period respectively. The National Oceanic and Atmospheric Administration seeks these services to contribute Arctic observations for ice mass surveys under solicitation 1305M322QNRMT0076.

NOAA/OAR/GOMO/Arctic Research Program Ice Mass Survey
Performance Work Statement
1. Introduction NOAA seeks to contribute to the design and establishment of an effective Arctic Observing Network (AON). NOAA’s Arctic Research Program supports contributions to the Interagency Arctic Buoy Program which, through a variety of agency investments maintains a network of evenly spaced observational platforms designed to observe sea ice.
More specifically, this project aims to autonomously collect point measurements of the mass balance of sea ice. This includes measurements of snow depth, ice growth, surface melt, bottom melt, and vertical profiles of air, snow, ice, and ocean temperature. These measurements will assist in determining the atmospheric and oceanic drivers of sea ice growth and melt.
2. Scope of Work
Over the period of three years from the time of award, the contractor will provide up to six Seasonal Ice Mass Balance Buoys and oversee their deployment in the Arctic Ocean. Once deployed, the contractor will analyze the data from the buoys to determine trends and anomalies in measured ice properties and linking them to larger earth system processes. The results of these analyses will be presented through scientific conferences and peer-reviewed publications.
Specific tasks for this work are to:
1. Provide up to six seasonal ice mass balance buoys, two per period of performance.
2. Arrangement for the deployment of these buoys in the Arctic Ocean.
3. Ensure data transmission to real-time data access sites.
4. Quality assurance and control procedures on the raw data.
5. Analyze the buoy data for trends and anomalies, as well as linkages to larger earth system and climatic processes.
6. Further analysis to elucidate trends, anomalies, and linkages to overall earth system and climatic processes.
7. Publication and/or presentation of findings at scientific conferences and in peer-reviewed publications (at least 2 over each period of performance).
3. Deliverables and Due Dates Deliverable is due at the end of the period of performance of three years that will include accomplished activities, any challenges encountered, the location and availability of the data, participation in conferences in which the data were presented, publications in which the data were presented, and engagement activities in which the data were used.
Deliverable Descriptions:
The Contractor shall provide an annual progress report due at the end of each period of performance:

Accomplished activities, any problems, issues, risks, and recommendations that were brought to the attention of the Contracting Officer and the Contracting Officer’s Representative (COR).
The Contractor shall provide an annual work plan due at the beginning of each period of performance:
Proposed activities and any anticipated problems, issues, risks, and recommendations to be brought to the attention of the Contracting Officer and the Contracting Officer’s Representative (COR).
Standards for Acceptance of Deliverables: The COR will provide comments on each deliverable within one month from receipt of a given deliverable. The COR and Contractor will discuss any comments and ensure adequate progress is being made toward fulfillment of the contract.
