Applicant Questions & INL Answers

Opportunity Number: INL20CA0063-WoundedWarriors-Colombia

Opportunity Title: Colombian National Police Wounded Warriors Assistance Project

Application Deadline: November 15, 2020

1. Is it possible to divide the percentage of workload of a professional between the grant and the applicant organization as cost sharing?

Yes. Grantees may split employee/consultant salary costs between federal share and recipient cost share. As a reminder, salaries charged to the grant can only correspond to the percentage of that employee’s time that is spent working on the grant. For example, if an employee spends 75% of their time on this project, only 75% of their annual salary can be charged to the grant. Of that 75%, the grantee has the option to cost share a portion.

2. How can we monetarily quantify an in-kind donation by another entity? Is it possible to quantify it by the market value of the products?

If the applicant organization receives an in-kind donation for use on this grant, that can be counted as recipient cost share. The manner in which the value of that donation is calculated is the applicant’s choice, however the methodology should be outlined in the

Budget Narrative.

This guidance applies to any budget line item for which the applicant organization would like to propose recipient cost share.

3. If an applicant elects to provide cost share, should it be represented in the excel budget or in the budget narrative?

Just like federal funds, recipient cost share should be represented in both the detailed budget and the budget narrative. In the budget template, cost share should be represented in the column titled “Cost-Share by Applicant”. Any recipient cost share should be accompanied by a narrative explanation in the Budget Narrative as well.

As explained in the NOFO, recipient cost share is NOT required.
