About this file
This is an Invitation to Bid (ITB) document from the Town of Simsbury, Connecticut, specifically soliciting bids for the Latimer Lane School Switchgear Purchase (Solicitation #9978). The procurement seeks vendors to supply switchgear equipment for a school renovation project, with bids accepted electronically from July 27, 2022, to August 11, 2022. Bid submissions are required by 2:00 PM EDT on August 11th, to be sent to cmbids@ogind.com and ameriwether@simsbury-ct.gov, with a public bid opening via video conference at 2:05 PM. O&G Industries is serving as the Construction Manager for this project, and all vendors are eligible to respond to the solicitation.
The contract is subject to significant state set-aside requirements, mandating that a minimum of 25% of the state-funded portion be allocated to small and minority contractors certified by the Connecticut Department of Administrative Services. Contractors must demonstrate good faith efforts to meet these set-aside goals and provide a Contractor's Means of Compliance Table prior to the Scope Review Meeting, which is a condition of contract award. The project falls under the Connecticut Commission on Human Rights and Opportunities (CHRO) Set-Aside Program Requirements, compelling contractors to utilize State of Connecticut Supplier Diversity program certified Small Business Enterprises (SBE) and Minority Business Enterprises (MBE). Out-of-state bidders without a permanent Connecticut office must comply with Connecticut Department of Revenue Services Statute 12-430(7) if awarded the contract, and detailed compliance documentation is mandatory for contract consideration.
