About this file

This is a Justification for Sole Source Procurement document submitted by the Centers for Disease Control and Prevention (CDC), specifically the National Center for HIV/AIDS, Viral Hepatitis, STI, and TB Prevention (NCHHSTP) Division of Viral Hepatitis (DVH), Laboratory Branch. The procurement seeks to acquire reagents, calibrators, and controls for use with the VITROS 3600 Immunodiagnostic system manufactured by QuidelOrtho Sales Company, LLC, with an estimated procurement amount of $97,229.54. The required items include A-HBc, HBsAg, HB Confirmatory kit, HBeAg and Anti-HCV matching complementary controls, calibrators, diluent, check 1 and check 2, wash buffer, signal reagents, and consumables for conducting a Global Project Hepatitis B and C serosurvey for 5,000 specimens from Mozambique. The Procurement Request Number is 000HCKED-2026-99090, and the requirement is not on GSA Schedule.

The justification for sole source procurement is based on exclusive licensing agreements and proprietary data under FAR 13.106-1(b)(1), asserting that only one source is reasonably available. The CDC Laboratory Branch's ongoing hepatitis antibody surveillance program exclusively utilizes the FDA-approved VITROS Immunodiagnostic System from QuidelOrtho for diagnostic testing. The program office states that the VITROS 3600 system provides advantages including time savings, capability to test low-volume samples for multiple markers, streamlined procurement logistics from a single vendor, and automatic data transfer to the Enterprise Laboratory Information Management System (ELIMS) with rigorous quality control processing. The program office conducted a search that yielded no alternatives to the VITROS 3600 system. The Program Office Certification was signed by LaShonda Wise, Management & Operations Specialist, on May 1, 2026, while the Contracting Officer Certification is dated January 5, 2024, with the Contracting Officer name field remaining blank.

The data from the machines will be transferred to the ELIMS (Enterprise Laboratory Information Management System) automatically. A preliminary report

Rev. 5/14/19 will be generated from ELIMS and then subject to a rigorous QC process, to avoid human error.
