About this file
This document is an Invitation for Bid (IFB) issued by the Montana Acquisition & Contracting System (eMACS) for the Upper Blackfoot Mining Complex (UBMC) Phase 3 Construction project. The bid (DEQ-IFB2016-416018) is open from 5/2/2016 8:30 PM to 5/24/2016 2:00 PM MST, targeting environmental remediation of a 6-square-mile waste removal area located 15 miles east of Lincoln, Montana. The project is the third phase of a comprehensive mine waste removal and environmental restoration effort, involving excavation and removal of mine wastes with elevated heavy metal concentrations, placement of these wastes in a prepared repository, dewatering the floodplain, installing stormwater controls, and reconstructing stream channels and floodplains.
The project involves environmental services across multiple commodity codes, including hazardous materials clean-up, mining environmental services, and stream restoration. The contractor will be responsible for providing all labor, materials, equipment, and incidentals necessary for the excavation, transportation, and proper placement of mine wastes, with a focus on minimizing contamination of surface and ground water. The bid uses US Dollars, with payment terms of 0% 0, Net 30, and the primary contact is Vicki Woodrow from the Montana state government, who can be reached at VWoodrow@mt.gov or phone +444 3101.

The Upper Blackfoot Mining Complex (UBMC) waste removal area is located approximately 15 miles east of Lincoln, Montana, in the headwaters area of the upper Blackfoot River and covers an area of approximately 6 square miles including numerous sections within Township 15 North, Range 6 West; Township 15 North, Range 7 West; and
Township 14 North, Range 7 West, in Lewis and Clark County, Montana as shown on the Drawings and described in the Special Provisions and Technical Specifications.
The waste removal area is accessed by traveling 15 miles east of Lincoln on Highway 200, then southeast 2.5 miles on
Meadow Creek Road. The UBMC Repository is accessed by traveling 11 miles east of Lincoln on Highway 200, then southeast 1.2 miles on Highway 279.
The areas disturbed by the historic mining activities have tailings and other mine wastes with elevated heavy metal concentrations which impact water quality and other environmental receptors. Phase 1 of the project excavated and prepared the repository to accept mine wastes from sources within the UBMC. Phase 2 of the project excavated and removed mine waste from the mining area, placed the mine wastes in the repository, and restored excavation areas.
Phase 3 (this Project) will continue to excavate and remove mine wastes from the mining area, place mine wastes in the repository and restore excavation areas.
The Work in Phase 3 will consist of, but is not necessarily limited to, providing all labor, materials, equipment, tools, earthwork, and incidentals necessary to excavate, load and haul mine wastes from the mining area to the repository area within the UBMC. All the Work is within the UBMC. Contractor will place and compact mine wastes in the repository, dewater the floodplain, and install storm water controls, bedrock seals and seep capture to minimize contamination of surface and ground water. Contractor will provide vegetative backfill and produce and provide
