SECTION C- STATEMENT OF WORK
Title: Parking Spaces for The National Center for Health Statistics (NCHS) Office in Hyattsville, Maryland
Period of performance of this contract is: April 11, 2026 to April 10, 2027 Base Period: April 11, 2026 to April 10, 2027
SECTION 1 – BACKGROUND
In 1960, the National Office of Vital Statistics and the National Health Survey merged to form the National Center for Health Statistics (NCHS). NCHS is one of 13 principal statistical agencies in the federal government. NCHS has been in a number of organizations within the Department of Health and Human Services (HHS), and since 1987 has been part of the Centers for Disease Control and Prevention (CDC).
Collaborating with other public and private health partners, NCHS employs a variety of data collection mechanisms to obtain accurate information from multiple sources. The process provides a broad perspective to help NCHS collect data from birth and death records, medical records, interview surveys, and through direct physical examinations and laboratory testing.
Our nation’s health statistics enables NCHS to:
• Document the health status of the population and important population subgroups.
• Identify disparities in health status and the use of health care by race and ethnicity, socioeconomic status, region, and other population and geographic characteristics.
• Describe patient, parent/guardian, and provider experiences with the health care system.
• Monitor trends in health status and health care delivery.
• Identify health problems.
• Support epidemiologic, biomedical, and health services research.
• Provide information to monitor health indicators.
• Provide data to support and evaluate the impact of public health policies and programs, such as recent data on opioid overdose deaths.
NCHS is a key element of our national public infrastructure, providing important surveillance information that helps identify and address critical health problems.

CDCH.23 Evaluation of Contractor Performance Utilizing CPARS (Aug 2021) In accordance with FAR 42.15, Centers for Disease Control and Prevention (CDC) will review and evaluate contract performance. All information contained in these assessments may be used by the Government, within the limitations of FAR 42.15, for future source selections in accordance with FAR 15.304 where past performance is an evaluation factor.
The CPARS system requires a contractor representative to be assigned so that the contractor has appropriate input into the performance evaluation process. The CPARS contractor representative will be given access to CPARS and will be given the opportunity to concur or not-concur with performance evaluations before the evaluations are complete. The CPARS contractor representative will also have the opportunity to add comments to performance evaluations.
The assessment is not subject to the Disputes clause of the contract, nor is it subject to appeal beyond the review and comment procedures described in the guides on the CPARS website. Refer to: www.cpars.gov for details and additional information related to CPARS, CPARS user access, how contract performance assessments are conducted, and how contractors participate. Access and training for all persons responsible for the preparation and review of performance assessments is also available at the CPARS website.

It is the contractor’s responsibility to notify the CDC contracting office, in writing (letter or email), when their CPARS representative information needs to be changed or updated. Failure to maintain current CPARS contractor representative information will result in the loss of an opportunity to review and comment on performance evaluations.

However, a late modification of an otherwise successful offer that makes its terms more favorable to the Government will be considered at any time it is received and may be accepted.
(3) If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

SECTION F – EVALUATION FACTORS FOR AWARD
F.1 Part I Technical
The technical proposal will be assessed to determine if it addresses the SOW. Technical will be rated on a pass/fail basis. The contractor shall ensure they provide enough information to make this determination possible.
F.2 Part II Price
The price proposal will be evaluated to determine 1) what the overall price is for the items; 2) is the quotation complete and 3) if the pricing is fair and reasonable.
F.3 Evaluation of FAR 52.217-8
The Government will evaluate the total price for purposes of award by adding the total price for the base period, all evaluated option periods, and the potential extension of services under FAR 52.217-8, Option to Extend Services.
For evaluation purposes only, the Government will calculate the potential 52.217-8 extension at a period of up to six (6) months. The evaluated price for the 52.217-8 extension will be based on a prorated monthly rate derived from the final option period pricing, unless otherwise specified in the solicitation.
The inclusion of the evaluated price for the potential extension of services under FAR 52.217-8 is for evaluation purposes only and does not obligate the Government to exercise the option.
F.4 52.212-2 Evaluation—Commercial Products and Commercial Services (Deviation Aug 2025)
(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:
Price Only
(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).
(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
