Section
Paragraph No.
Page No.(s) Quoters’ Questions Government’s Response
1 C C.1 6 Does the lab intend to perform general chemistry/non-toxicology testing on its analyzers? If yes, what percentage of testing is non-toxicology?
No, the Government does not intend to perform general chemistry/non-toxicology testing on its analyzers.
2 C C.1 6, 7 We offer all drugs of abuse assays in the upcoming bid. Are there any intentions to add additional tests in the future, such as oral fluid sample testing, urine hydrocodone or urine kratom?
The Government will have a new solicitation for oral fluid testing. The Government does not intend to add urine hydrocodone or urine kratom testing.
3 C C.2 7 A refurbished instrument could meet the laboratory’s needs if it performed as a new analyzer and could be maintained at the same level of service. The understanding is that refurbished instruments could offer the best value for taxpayer dollars while maintaining the highest level of quality and service. Many federal and state Government customers use refurbished analyzers from us and enjoy 24/7 tech support and response. In past Government bids we offered refurbished instrumentation with service guarantees associated with it and were awarded the business.
We’ve been awarded multiple Government contracts with refurbished analyzer offerings, we have won several back to back bids based on our quality assays, service, & refurbished analyzers.
Can the RFQ be modified to allow vendors who can only offer refurbished instruments to participate?
Refurbished instruments are not allowed. No, the Government will not modify the RFQ to allow refurbished instruments.
4 M M.2 46 Can we present our instrumentation solution in person
No. This RFQ will only accept written quotations. There are no oral presentations.
to lab personnel and bid decision-makers prior to a decision/award?
5 L L.4, para. 1 45 I would like to request an extension to the due date for solicitation 959P0019Q0014, Pretrial’s drug testing equipment and reagents. The quotation due date is extended to no later than (NLT) 4:00 pm EST by Monday, June 10, 2019.
6 C C.2 7 As stated in the solicitation, “all equipment shall be in new condition,” we would like the consideration of the following:
As the current and incumbent vendor/s, we replaced the water system at the 90 K street locatiocn with a new system. Given the system is only 60 days in operation, would procurement consider this system as new and remain onsite if we were awarded the Contract, or does it need to be replaced with a new system?
As indicated in Section C.2 of the RFQ, “the equipment shall be in new condition at its initial installation. . .”.
All equipment shall be brand new.
7 NA NA NA How will the Contractor get the old and new equipment in the space at 90 K and 500 Indiana?
