Pretrial Services Agency for the District of Columbia's Sources Sought / Request for Information (RFI) Electronic Monitoring Services

Classification Code: 63 - Alarm, signal & security detection equipment NAICS Code: 335 - Electrical Equipment, Appliance, and Component Manufacturing/ 335999 - All Other Miscellaneous Electrical Equipment and Component Manufacturing

This Request for Information (RFI) is being issued solely for market research purposes to support The Pretrial Services Agency for the District of Columbia’s planning for an Electronic Monitoring contract.

The Request for Information (RFI) shall not be considered as an Invitation for Bid (IFB), Request for Proposal (RFP) or as an obligation on the part of the Agency to acquire any products or services.

Pretrial Services Agency for the District of Columbia (PSA) is an independent entity within the Court Services and Offender Supervision Agency (CSOSA) in the Executive Branch of the Federal government.

PSA has served the District of Columbia for 50 years and is widely recognized as a leader in the pretrial field. PSA’s mission is to promote pretrial justice and enhance community safety. Our vision is to thrive as a leader within the justice system through a diverse, inclusive and empowered workforce that embodies integrity, excellence, accountability, and innovation in the delivery of the highest quality services.

PSA promotes community safety and return to court while honoring the constitutional presumption of innocence. The agency plays a vital role in the District of Columbia’s criminal justice system. PSA gathers and presents information about newly arrested defendants and about available release options for use by judicial officers in deciding what, if any, conditions are to be set for released defendants. Additionally, PSA supervises defendants released from custody during the pretrial period by monitoring their compliance with conditions of release and by helping to ensure that they appear for scheduled court hearings. PSA supervision gives the defendants the opportunity to participate in a variety of pro-social interventions that decrease the likelihood of future criminal behavior. PSA was established by the National Capital Revitalization and Self-Government Improvement Act of 1997 and was certified as a federal agency under the Executive Branch in August 2000.

PSA uses an electronic monitoring system to assist in the supervision of certain defendants released from custody. Electronic monitoring currently employs use of active GPS monitoring tracking devices and active dual GPS & cellular monitoring and tracking Devices. These electronic monitoring services are currently provided under contract from Sentinel Offender Services LLC. Current contractor solution provides continuous real-time remote monitoring and communication with defendants while they are traveling outside of the residence; under curfew, home confinement, or being supervised in accordance with order to stay away from specified geographic locations or persons. General services provided include installation, removal, maintenance, retrieval, courtroom testimony and accounting for all contractor provided monitoring equipment. The actual number of active defendants under PSA supervision can fluctuate on a daily basis. However, for planning purposes, the estimated number of defendants actively monitored at any given time is approximately 600 per month.

Requirements

PSA’s current contract for the electronic monitoring services will end in September 2018. PSA is conducting market research to review current industry electronic monitoring capabilities and innovative solutions, as well as identifying potential sources. While the new Performance Work Statement is currently under development, it is anticipated the technical requirements would include, but not necessarily be limited to:

The Contractor’s system must have the ability to monitor the defendant’s curfew and home confinement hours.

The Contractor’s equipment must allow for services even in the absence of a residential telephone line.

Monitoring of stay away orders

Case manager notifications

The Contractor's system must have the ability to create a variety of standard and custom reports.

The contractor would also need to provide a secure means for raw date exchange between their system and PSA’s secure client management system, the Pretrial Real-time Information System Manager (PRISM).

The Contractor must provide access to multiple cellular networks

The Contractor must provide fully qualified staff representatives on site to install, remove, maintain, retrieve, troubleshoot, provide definitive responses to time sensitive questions, resolution to issues within established timeframes and must be available to provide court testimony as needed.

The Contractor shall provide 24 hours per day, 7 days per week customer support, a toll-free telephone number, on-line access capability, and an email for PSA staff to contact the monitoring center.

The Contractor is required to have a back-up data center at a location different from the primary monitoring facility. The contractor must receive, store, and disseminate information generated by the monitoring equipment at a centrally located monitoring facility.
