1. Purpose of This Request for Information The Court Services and Offender Supervision Agency (CSOSA) is conducting market research to identify qualified sources capable of providing Medically Managed Intensive Residential Withdrawal Management (IIWM) services for individuals referred by CSOSA. The Government seeks information regarding industry capability, facility capacity, clinical and medical staffing, licensing and accreditation, geographic availability, transportation, transition planning, performance measurement, and potential pricing approaches.

The anticipated acquisition would include one 12-month base period and four 12-month option periods, for a potential total period of performance of 60 months. Responses will help CSOSA assess the availability of responsible sources, consider an appropriate acquisition strategy, refine performance requirements, and determine whether a small-business set-aside or another socioeconomic strategy is suitable.

2. Agency Background CSOSA is a Federal Executive Branch agency responsible for probation, parole, and supervised-release functions in the District of Columbia. CSOSA’s mission includes increasing public safety, reducing recidivism, supporting the fair administration of justice, and collaborating with community partners to address the needs of individuals under supervision.

3. Anticipated Requirement The contemplated requirement is for medically managed, intensive residential withdrawal management and related stabilization services. The Contractor would provide appropriately licensed medical, nursing, clinical, case management, direct care, and support personnel capable of safely serving patients experiencing acute withdrawal signs and symptoms, including those with behavioral health and other co-occurring conditions.

• Provide, at a minimum, care consistent with ASAM Level 3.7 when clinically indicated and authorized by

CSOSA.

• Maintain 24-hour residential supervision, monitoring, access to nursing and medical services, medication management, and emergency response capability.

• Conduct timely referral review, intake, medical and nursing assessments, toxicology testing, suicide-risk screening, treatment planning, daily progress documentation, and discharge planning.

• Use evidence-based therapeutic interventions, including cognitive behavioral approaches, motivational enhancement, relapse prevention, coping-skills development, and pro-social programming.

• Coordinate closely with CSOSA personnel, receiving providers, hospitals, and other authorized stakeholders while protecting personally identifiable information and protected health information.

• Provide transportation from designated pickup locations and to approved discharge destinations.

• Provide meals, linens, toiletries, laundry access, facility safety and security, special and therapeutic diets, language assistance, and continuity-of-operations arrangements.

4. Place of Performance and Service Area The facility must be located within a 30-mile radius of 633 Indiana Avenue NW, Washington, DC 20004-2902.

CSOSA anticipates referring supervisees to treatment facilities in the District of Columbia; Montgomery, Prince George’s, and Charles Counties in Maryland; Arlington County, Virginia; and the City of Alexandria, Virginia.
