Solicitation 9594CS24R0022 Question & Answer Response Sheet
Amendment 001
Question 1: I had a concern regarding the set-aside. It is Local Area Set-Aside (FAR 26.2) on SAM but on the solicitation document it is unrestricted. Please clarify if a small business can submit a proposal on this acquisition or not.
Answer: Thank you for your question. To clarify the “unrestricted” portion, the solicitation has no Small Business set aside restriction. This means that any business, small or large may submit a proposal for consideration. This term refers to the vendor’s size standard, as reported in their SAM (System for Award Management) Reps and Certs.
The local Area Set-Aside noted in the description states specifically, “The Contractor shall provide substance use disorder treatment services for men and women at the Contractor’s facility located in the District of Columbia, Maryland, and Virginia. The Contractor’s facility must be located within a 30-mile radius of 633 Indiana Ave NW, Washington, DC 20004-2902.”. This restriction is for local area vendors only and does not refer to the size of the vendor’s responding to this Request for Proposal (RFP). To comply with this local restriction, the vendor shall be located within this local radius to accommodate referrals for treatment. CSOSA will not be sending anyone for treatment outside this local radius. This has been updated in Amendment 0001, the Statement of Work (SOW) sections C.2.3 and C.4. The SAM Local Area Set-Aside (FAR 26.2) reference has been removed. This Major Disaster or Emergency Assistance Activities FAR 26.2 reference does not apply to this requirement. This is restricted to local vendors to accommodate the local services required and not a major disaster or emergency assistance activity.
To summarize, any sized vendor, small or large, may submit a proposal as long as they reside within this 30-mile radius restriction.
Amendment 002
Question 2: Will a provider have to be licensed?
Answer: Yes, a provider will have to be licensed. SOW Section C.6.8 specifically addresses the type of certifications they have and must maintain throughout the contract period of performance.
Amendment 005
Question 3: Do all the key personal workers have to (be) licensed in DMV?
Answer: Yes, they must be licensed in DC, Maryland, or Virginia (DMV). Sections C.5.3, C.5.5, and C.6.8 detail the specific requirements.
The Question submission acceptance date, May 20, 2024, is now expired. Any questions that arrived after the close of this Question & Answer period will not receive a response. The Government will not accept any additional questions.
Vendors should focus on preparing their final proposals.
