About this file

This is an amendment to a solicitation for short-term residential substance use disorder treatment services. The solicitation is seeking proposals for up to 30-day placements for men and women located within 100 miles of Washington, D.C. to provide stabilization, enhance supervision compliance, and return offenders to the community free from substance use. The amendment provides answers to questions from potential offerors. It clarifies that proposals should include a narrative response to the scope of work and budget information as outlined in Section L of the solicitation. It also explains that surge pricing could be higher or lower than base prices depending on the contractor's costs for additional days of service. No other changes were made to the solicitation through this amendment.

Short-Term Residential Substance Use Disorder Treatment Services 9594CS23R0017 Amendment 001

1. Amendment 001 is being issued to provide answers to the questions received.

Question 1: In reviewing the attached documents, I am unclear as to what information is required for submission beyond the cover sheet and base and option year budget proposal. Can you please confirm whether CSOSA is soliciting a narrative response to the scope of work, or if there is a list of required documents for submission?

Answer 1: Section L of the Solicitation provides specific guidance on what is required in a proposal that is responsive to the Solicitation requirements.

Question 2: What would cause a surge need? Would this only be applicable after all base units are maxed out?

Answer 2: The Government intends to award up to two identical awards for this requirement.

CLIN 0001 of the Base Period award represent one-half of the total number of days of service the Government estimates will be required, with each awardee providing one-half of the total estimated days of service.

• In the event the Government only makes one award, the Surge CLIN 0002 would potentially need to be exercised during the Base Period in order to provide the total days of service the Government estimates will be required.

• In the event that two awards are made, and one of the awardees, during any period of performance, becomes unable to continue providing services, the Government would expect to begin sending all offenders to the remaining awardee and as a result, it could become necessary to exercise the surge option in order to handle the additional volume of days of service required.

If either of the above events occur in which it becomes necessary for the Government to exercise a Surge CLIN, the Government will work closely with the contractor to ensure the requirement for additional days of service are in alignment with the contractor’s ability, if necessary, to ramp up capability.

Question 3: Should the Surge “Unit Price” be higher than the base service “Unit Price”?

Answer 3: In the event a Surge CLIN is exercised, the “Unit Price” of those additional days of service should cover the contractor’s cost to provide those additional days of service. The “Unit Price” could be higher or lower, depending on the contractor’s cost to provide those additional days of service.

2. There are no other changes to the solicitation.
