SF330 Submission Requirements.

Selection Criteria. Each SF330 submitted will be evaluated individually and independently to determine the most highly qualified firms to perform the required services in accordance with the below selection criteria. Failure to comply with instructions or provide complete information may affect the firm’s evaluation or disqualify the firm from further consideration. The following five selection criteria will be used to evaluate and award an IDIQ contract:
Criterion 1. Professional qualifications of the A-E firm’s staff and subconsultants necessary for satisfactory performance of the required A-E services.
Submission Requirements for Criterion 1 (SF330, Part I, Section E).
a. Submissions shall include a completed SF330, Section E, Resumes of Key Personnel Proposed, for each of the following positions/disciplines:
(1) Project Manager;
(2) Architect;
(3) Structural Engineer;
(4) Mechanical Engineer;

A single person may fill the role of more than one of the above listed positions/disciplines if they meet all necessary qualifications.
Criterion 2. Specialized experience and technical competence in the type of work described herein. The proposed team shall demonstrate project experience in the following:

a. Provide two completed projects over the last five years for each of the above three project types. Do not submit an IDIQ contract as an example project. A project may include more than one of the above identified elements of work as long as the work was completed by the proposed team. Otherwise, separate projects for work completed by the proposed team must be provided that clearly demonstrate experience in the above identified elements of work.
(1) Sufficient information to determine the date of project completion must be included or the project will not be considered.
(2) If more than two projects for each project type is submitted, the Government will only evaluate the first two projects provided for each project type (no additional project beyond the maximum required amount of project will be evaluated). Do not exceed one completed SF330, Part I, Section F, page per project.
(3) All projects provided in the SF330 must be completed by the actual office/branch/regional office/individual team member proposed to manage and perform work under the IDIQ contract. For projects performed as a subconsultant or a joint venture involving different partners, specifically indicate the value of the work performed as a subconsultant or by those firms proposed for this contract, and identify the specific roles and responsibilities performed as a subconsultant or by those firms on the project rather than the work performed on the project as a whole.
b. All information for Criterion 2 should be submitted in the SF330, Part I, Section F. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluation of Criterion 2.
Public Announcement

Criterion 4. Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. Firms will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS/ACASS for Criterion 2 projects and may include customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria.
Submission Requirements for Criterion 4 (SF330, Part I, Section H):
a. Submit a completed CPARS evaluation for each project under Criterion 2, Specialized Experience; OR
b. The firm or its team members may provide the Past Performance Questionnaire (PPQ) (Attachment (A)), included in this notice, to the client for each project included under Criterion 2, Specialized Experience. Ensure correct phone numbers and email addresses are provided for the client point of contact on any submitted PPQ. Completed PPQs should be submitted with the firm’s completed SF330 submission. If the firm is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, firms should complete and submit with their responses the first page of the PPQ (Attachment (A)), which will provide contract and client information for the respective project(s). Firms should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact via email to catherine.collins@csosa.gov prior to the response date.
c. Firms shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A-E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation.
d. Firms may provide any information on problems encountered and the corrective actions taken on projects submitted under Criterion 2, Specialized Experience. Firms may also address any adverse past performance issues.
e. Awards, letters of commendation, certificates of appreciation, etc. shall not be submitted and will not be considered in the evaluation.

c. Provide a narrative to describe the team’s ability to provide timely response to requests for on-site support; include both prime contractor and subconsultant support as required.
Criteria 1, 2 and 3 are considered of equal and highest importance while Criteria 4 and 5 are listed in descending order of importance for the evaluation process.
Interviews may be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to clarify information contained in the SF330 submittal. Elaborate presentations are not desired.
Procedures for Awarding Task Orders under an Awarded IDIQ Contract. Task orders under any awarded IDIQ contract for A-E services may be issued as firm-fixed price or labor hour. The awardee for each task order issued will be determined as follows:
CSOSA will issue to each IDIQ contract holder the specific task order Statement of A-E Services and the specific evaluation criteria to be used for selecting the most highly qualified firm to perform the task order work. Interested firms shall submit a completed SF330 tailored to the specific task order effort responding to the specific evaluation criteria.
Upon receipt of the completed SF330’s for the specific task order effort, CSOSA will evaluate and select the most highly qualified firm to perform the task order work.
CSOSA will request a price proposal (i.e., provide an RFP) to the selected firm for the work to be performed in the task order. Burdened labor rates for the labor categories performing the task order work shall be in accordance with the selected firm’s IDIQ contract. If a mutually satisfactory task order price cannot be negotiated, the Contracting Officer will notify the firm negotiations have been terminated. The Contracting Officer will then initiate negotiations with the next most highly qualified firm. This procedure will be continued until a mutually satisfactory task order has been negotiated.
