1. This Amendment 002 is being issued to:
a. Cancel Amendment 001 in its entirety.
b. Provide the attached Answers to the Questions received.
c. To make the following changes to the Solicitation (all changes in red):
i. Replace Section C.5.4 in its entirety as follows:
“C.5.4 Intake Processing. To ensure suitability for RSC placement, the Contractor shall conduct comprehensive medical and psychiatric intake assessments between the hours of 7:00 AM and 5:00 PM, within twenty-four hours of an individual’s arrival at the RSC. (Note: No intake assessments will start after 5:00 PM and under no circumstance will an intake assessment continue after 8:00 PM.)”
ii. In Section C.5.7.2 Sick Call Hours, insert “AM” after 7:30 and insert “PM” after
4:00.
iii. Replace Attachment J-1 with the attached new Attachment J-1.
2. There are no other changes to the solicitation.

Questions and Answer
Question 1. Will these services be provided to patients who are in custody?
Answer 1: The movement of the residents within the RSC is restricted to the floor/unit on which they are located.
Question 2. Are the patients housed in a unit that prevents their coming and going at their discretion?
Answer 2: The residents of the units are free to move about the unit, but residents must be escorted by staff outside of the unit.
Question 3. Attachment J-1 had the Physician there from 2-10 pm. Are they expected to work their 4 hours within this window or is there a set time they need to be present to work?
Answer 3: The Physician is expected to work 20 hours per week on a TBD schedule as outlined in the Amendment 001 updates to Attachment J-1. The Contractor, in agreement with the Government, will be responsible for scheduling the Physician’s hours in order to maximize the Physician’s responsibilities.
Question 4. Should pricing quote cover any other cost other than labor?
Answer 4: This is a labor hour contract, therefore the hourly rates proposed must cover all of the costs associated with each labor category proposed.
Question 5. Will any medical staff be required to stay overnight at the RSC?
Answer 5: No medical staff will be required to remain at the RSC beyond the end of their shift.
There are no medical staff at the RSC between 8:00 PM and 7:00 AM.
Question 6. Is this a new requirement or an existing contract?
Answer 6: This is a follow-on requirement to an expiring contract.
Question 7. Please provide the incumbents name, contract number, contract amount.

Question 8. How many vacancies currently exist under the current contract?
Answer 8: None
Question 9. Can key personnel experience be considered as past performance by CSOSA?
Answer 9: No, past performance is used to assess the Contractor. Key personnel experience is used to assess the proposed key personnel. However, Contractor past performance that involved proposed key personnel is preferred.
Question 10. C.7-Staffing: Does the government have a limit on the number of candidates that can be presented for approval for each of the positions to meet the required performance schedule?
Answer 10: No, so long as the number of proposed candidates is reasonable. The government recognizes (Section C.7) the need for the Contractor to have PRN personnel available who have been cleared by CSOSA in advance.
Question 11. What size font is required for submission documents?
Answer 11: See Solicitation Section L.7.1.h.
Question 12. Please provide the SCA occupation code for the medical records clerk and the RN.
Answer 12: The Medical Records Clerk SCA occupation code is 12160. So long as the RN meets the qualification requirements of Solicitation Section C.7.10.4 the RN SCA occupation code can be any one of the following: 12311, 12312, 12313, 12314, 12315, or 12316.
Question 13. Is there orientation and training required for the staff prior to beginning services?
Can the contractor bill for the orientation and training?
Answer 13: See Solicitation Section C.9.
Question 14. C.5.12.8-Psychiatric Emergency Response: If the psychiatrist is not onsite during an emergency or crisis, how will the psychiatrist track the resident?
Answer 14: In an emergency or crisis when the medical staff is not at the RSC (8:00 PM to 7:00 AM), the RSC will follow the established “After Hour Medical Emergency” procedures, and will update the Medical Team as required. When the Medical Team is at the RSC, the Medical Team shall be responsible for notifying and updating the psychiatrist.
Question 15.a. C.7.10.1-3-Physician/Psychiatrist/PA: Will the physician, physician assistant and psychiatrist be required to carry a pager? If so, will the pagers be provided by CSOSA? Will the contractor be required to provide pagers?
Answer 15.a: The government does not require any medical staff to carry pagers. If the Contractor determines that members of the medical staff need to carry pagers, that is a Contractor decision and a Contractor cost.
Question 15.b. If the contractor is not onsite during the emergency, how will this be handled by the RSC?
Answer 15.b: The RSC will follow the established “After Hour Medical Emergency“ procedures, and will update the Medical Team as required.
Question 15.c. Can the contractor bill the CSOSA for the pagers/on-call services?
Answer 5b: No
Question 16. Does CSOSA utilize an electronic medical record for the residents?
Answer 16: No.
Question 17. Does CSOSA utilize paper medical records for the residents?
Answer 17: Yes.
Question 18.a. C.7.4.3-Communicable Disease/TB Testing: Is the Quantiferon Gold TB test acceptable for the TB test?
Answer 18.a: Yes.
Question 18.b. Is the medical staff required to provide a copy of the COVID vaccinations prior to performing services?
Answer 18.b: See Solicitation Section H.16.3.
Question 19. C.6.6 & C.7-Staffing: To satisfy the FTE requirements, is the contract allowed to use part time/PRN personnel in addition to FT personnel to satisfy coverage for all positions?
Answer 19: See Solicitation Section C.7 and Answer 10.
Question 20. C.7.2-CSOSA Timekeeping System – Will CSOSA provide the contractor with a report or a copy of the timecards used in order to ensure invoice accuracy?
Answer 20: Yes, copies of all timecards will be provided to the Contractor monthly.
Question 21.a. C.7.5-CPR Certification – Does the CPR certification need to be from the AHA or can it be an AHA program provided by any entity.
Answer 21.a: Solicitation Section C.7.5 does not specify any entity for CPR certification.
Question 21.b. Is CPR/AED or BLS acceptable?
Answer 21.b: Yes
Question 22. C.7.10.5.3 MRC Coverage: Is the contractor required to provide coverage for the MRC when the full time MRC is unable to report for duty?
Answer 22: The government recognizes there may be instances where the MRC is unable to provide services on a short-term basis (1-2 days). In those instances, the Contractor is expected to ensure any MRC functions the Contractor determines are essential to the delivery of medical services are performed. For unplanned absences expected to go longer than 2 days, the Contractor shall make the determination as to whether to use a replacement MRC. For planned absences the Contractor should plan on using a replacement MRC. (Note, it takes approximately 30 days for Contractor personnel to clear the CSOSA security clearance process.)
Question 23. L.7.-Format for Submission of Quotes: Is there file size limitation for the submission. If so, will CSOSA accept submissions in separate emails and files?
Answer 23: See Solicitation Sections L.7.1 g, L.7.1.h, L.7.1.i, L.7.1.j, L.7.1.k, and L.7.1.l, with particular emphasis on Section L.7.1.k because a quote that is not entirely received before the time the quote is due will be considered late. It has been CSOSA’s experience that quotes submitted electronically within the ½ hour before the time quotes are due (between 11:30 AM and 12:00 PM) are usually received after the time quotes are due and are therefore late.
Question 24: Would you consider a staffing agency to provide partial services? Specifically for Physicians, Psychiatrists and Physician Assistants?
Answer 24: The Contractor must provide all services required by the Solicitation.
Question 25: Is this for temporary or permanent placement, or both?
Answer 25: See Answer 24.
Question 26: Can Telehealth be used for any part of this opportunity?
Answer: 26: See Solicitation Section F.3.
Question 27: Who is the incumbent?
Answer 27: See Answer 7.
Question 28: What are the current rates for all specialties listed in this bid?
Answer 28: That information is proprietary.
Question 29: Will several agencies be awarded or just one?
Answer 29: Only one purchase order will be issued as a result of this Solicitation.
Question 30: We only provide partial services such as Physician, Psychiatrist, and Physician Assistant. Is this acceptable?
Answer 30: See Answer 24.
Question 31: Is Travel or lodging bill able or are all inclusive rates required?
Answer 31: See Solicitation Section F.5.
Question 32: Would you allow any modifications in this requisition? For example, you are referring the Contractor as an independent contractor. LocumTenens.com is a provider staffing agency that provides physicians and advanced practitioners to perform services in a contract. The physicians and advanced practitioners are considered independent contractors with LocumTenens.com.
Answer 32: Under the Prime Contract award resulting from this Solicitation, the Prime Contractor is required to deliver all of the services required under the Prime Contract award.
There are no restrictions on whether the key personnel utilized must be employees of the Prime Contractor, or subcontractors to the Prime Contractor. Whether employees or subcontractors, the performance of all key personnel under the Prime Contract award is the responsibility of the Prime Contractor. (Note: The Federal Acquisition Regulation requires the Prime Contractor to “flow down” certain requirements of the Prime Contract to all subcontractors, and an individual who is an “independent contractor” is, by definition, a subcontractor.)
Question 33: The 1449 states unrestricted under 621111? We are a woman owned, WOSB and our size is over the identified NAICs code. Has the government opened to other than 12.0 and under?
Answer 33: This Solicitation is open to all companies that fall under NAICS 621111 with no size restriction.
