9594CS21Q0017 Amendment 0001 Attachment 1
Attachment 1 - Solicitation 9594CS21Q0017 Amendment 0001
Questions and Answers
Question 1: On Page 80, Attachment J-13 Pricing Tables, the RFQ notes wanting a quote for
8760 units, which divided by 180 days equates to 49 beds. Are we allowed to submit pricing for
10 beds?
Answer 1: The Solicitation requirement is for 17,520 days, which is the equivalent of 48 offenders for 365 days (17,250/365 = 48). The government is prepared to make two awards of
8,760 days each, which is the equivalent of 24 offenders for 365 days (8,750/365 = 24). Quotes are requested for 17,520 days or 8,760 days or both. Quotes that do not comply with the
Attachment J-13 Pricing Tables may not be considered.
Question 2: On Page 7, C.5.2.1d, the RFQ states that services offered must include at a minimum recreation/leisure time education and activities.
Question 2.a: Is the contractor responsible for providing these activities weekly or monthly?
Answer 2.a: The wording of Section C.5.2.1(c) has been amended to read, “Recreation/leisure time education and activities, for any resident, for a minimum of one hour per week.”
Question 2.b: Can the contractor make these opportunities available through external partnerships?
Answer 2.b: Yes.
Question 2.c: Is the contractor expected to cover the costs of these activities?
Answer 2.c: Yes.
Question 3: On page 17, C.7.4 and C.7.5 you note the administrative contact and the non-business hours shall be available to respond to inquiries between 8:30-5:00, Monday-Friday, and
24 hr coverage respectively. In the time of social distancing and safety, can these Contacts be virtual? If so, or if not, would does CSOSA allow ongoing active site monitoring to accommodate Covid-19 safety?
Answer 3: The requirements of C.7.4 and C.7.5 is that the Contractor shall have a knowledgeable point of contact available by telephone 24 hours per day, seven days per week.
Question 4: Is any licensure for the facility required?
Answer 4: Section C.5 Task 5 – Offender Housing Facility Requirements requires the contractor’s facility to meet or exceed the housing facility requirements as set forth in District of
Columbia Municipal Regulations (DCMR) Title 22, Subtitle 22A63, Sections 6323.1 – 6323.33.
If a license is required, either by the DCMR regulations, or the local authorities where the contractor’s facility is located, then the contractor’s facility shall meet that licensing requirement.
Question 5: How many people per facility?
Answer 5: If a single contract is awarded, then the contractor will need a facility, or facilities, capable of handling up to 48 offenders at one time. If two contracts are awarded, then the contractor will need a facility, or facilities, capable of handling up to 24 offenders at one time.
Question 6: How many people would need be housed? If there is no historical data, is there an estimate?
Answer 6: See Answer 1.
Question 7: Can the residents reside 2 to a room or must they be private rooms?
Answer 7: Section C.5 Task 5 – Offender Housing Facility Requirements requires the contractor’s facility to meet or exceed the housing facility requirements as set forth in District of
Columbia Municipal Regulations (DCMR) Title 22, Subtitle 22A63, Sections 6323.1 – 6323.33.
Question 8: Does the Government have a requirement about ownership of the property? Must they be owned by the vendor or is renting acceptable?
Answer 8: The government has no requirement regarding ownership of the property.
Question 9: Does the Government have a preference to houses versus apartment/condo?
Answer 9: No.
Question 10: Is there an incumbent on solicitation 9594CS21Q0017? If so can you provide the incumbent name and award amount?
Answer 10: See Section L.10.
Question 11: I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement.
Answer 11: See Answer 10.
Question 12: If this is a follow-on requirement, could you please provide the previous contract or task order number?
Answer 12: See Answer 10.
Question 13: Please explain how the quantity, unit and schedule of supplies and services correlate to the daily rate.
Answer 13: The Attachment J-13 Pricing Tables have column headers that are labeled with Item
No., Schedule of Supplies/Services, Quantity, Unit, Unit Price, and Amount. Those terms are defined as follows:
Item No. – This is the Contract Line Item Number (CLIN) associated with the supplies/services to be acquired.
Schedule of Supplies/Services – This column contains the description of what is being acquired.
In this case it is Supportive Housing Services (up to 180 days).
Quantity – This column contains the quantity of services to be acquired. In this case, 17,520 days of offender services, sometimes also referred to as “bed days”. This quantity is based on 48 offenders receiving supportive housing services for 365 days. Therefore, 48 offenders/beds times 365 days equals 17,520 days/bed days of services. In the event two awards are made, the quantity is based on 24 offenders receiving supportive housing services for 365 days. Therefore, 24 offenders/beds times 365 days equals 8,760 days/bed days of services.
Unit Price – This column is the unit price for each day/bed day of services provided to an offender. The unit price is the QUOTER’s price for EACH day that services are provided to an offender. The unit price needs to be provided by the quoter for the Base Period and each Option
Period, with the exception of the FAR 52.217-8 Option Period.
Amount – This column is determined by multiplying the number in the Quantity column times the QUOTER’s price inserted in the Unit Price column. This represents the total price that will be paid if the entire quantity of units is purchased during the period. The quoter needs to complete this field.
Question 14: Can you explain what the quantity represents as it relates to pricing?
Answer 14: See Answer 13.
Question 15: The quantity is misleading as it relates to calculations for pricing. Please explain.
Answer 15: See Answer 13.
Question 16: Can you better clarify the operational definition for the quantity?
Answer 16: See Answer 13.
Question 17: Please explain how the quantity, unit and schedule of supplies and services correlate to the daily rate.
Answer 17: The daily rate is the rate determined by the quoter to provide Supportive Housing
Services to one offender for one day/bed day during the period.
Question 18: Please explain the Operational definition for quantity and how it is or relates to the number of placements.
Answer 18: See Answer 13.
Question 19: Please explain if the Optional surge should be billed at the same rate or if the unit rate should change as this is the amount over the government's initial requirement.
Answer 19: The Optional Surge will only be use in the event that two awards are made to two separate contractors. The Optional Surge Quantity is one-half that of the government total requirement of 17,520 days/bed days of service. The Optional Surge gives the government the flexibility to procure an additional quantity of days/bed days of Supportive Housing Services from the contractor in the event one of the two contractors is unable, for whatever reason, to not be capable of fulfilling the requirement to provide 8,760 days/bed days of service. It also gives the government the ability to procure additional days/bed days of Supportive Housing Services in the event the government has a requirement for additional days/bed days of Supportive
Housing Services, such as an unanticipated influx of offenders suddenly being released from prison. Therefore, if two awards are made, there is the possibility that each contractor may be asked to provide more than 8,760 days/bed days of service during a period, but no more than
17,520 days/bed days of service during a period.
Question 20: Section L.3 FAR 52.216-1 Type of Contract: The requirement for up to 17,520 units of supportive housing: are the units measured in bed days (i.e., the number of nights an individual would spend in supportive housing)?
Answer 20: See Answer 13.
Question 21: Section L.5.2.5.2-Past Performance Questionnaire: Should the quoter (a) deliver the form J-12 to you for you to obtain the references, or (b) submit them directly to the reference for them to return to you? Attachment J-12 says the completed questionnaires should be returned to you no later than April 19, 2021 at 12:00pm. Is that with the top of the form completed, or fully completed by the reference?
Answer 21: The Past Performance Questionnaire should be provided to your Past Performance reference with the request they complete it and submit it directly to the government no later than
12:00 PM (Local Washington, DC Time) on May 7, 2021. This Amendment provides an updated Attachment J-12 with the correct date for submission. It is essential that a Past
Performance Questionnaire be returned before the date and time for submission or it will not be considered as part of the government’s evaluation.
Question 22: Is the contractor required to provide the housing units in one location or can they be scattered sites?
Answer 22: The contractor may use one or more facilities so long as all facilities meet, or exceed, the requirements specified in Section C.5 Task 5 – Offender Housing Facility
Requirements which requires the contractor’s facility to meet or exceed the housing facility requirements as set forth in District of Columbia Municipal Regulations (DCMR) Title 22, Subtitle 22A63, Sections 6323.1 – 6323.33.
Question 23: Please clarify the rates. Is the rate $8,760 per day for each client for up to 180 days or $17,520 per day for each client for up to 180 days?
Answer 23: See Answer 13.
Question 24: Is there a minimum or maximum number of clients that the contractor must serve?
Answer 24: The solicitation is based on the expectation that there will be an average daily census of 48 offenders requiring Supportive Housing Services under a single contract award, and an average daily census of 24 offenders under two awards to two separate contractors.
Question 25: What is the level of need for these services? Can you share the data?
Answer 25: The government estimate of an average daily census of 48 offenders under a single award, or an average daily census of 24 offenders under two awards to two separate contractors represents the government’s level of need.
Question 26: Will CSOSA guarantee 100% capacity at the start of the program?
Answer 26: No, the government will not guarantee 100% capacity at the start of the program.
Question 27: Will CSOSA provide start up dollars?
Answer 27: No, the government will provide no start up dollars.
Question 28: Is this a new contract or is someone currently providing these services?
Answer 28: See Answer 10.
Question 29: How does the program relate to the District government’s housing continuum guidelines?
Answer 29: The CSOSA Supportive Housing Services program has no relation to the District of Columbia housing continuum guidelines.
Question 30: What is the maximum amount of funds available to fund this effort?
Answer 30: That information will not be provided.
