The purpose of this Amendment 0001 is to:
a. Provide Attachment 1 to this Amendment 0001 which provides the answers to questions received.
b. Make the following changes to the Solicitation:
i. In Section C.4.6.c Length, change 60 minutes to 90 minutes.
ii. In Section C.4.6 Task 6 – Group Treatment Sessions, add the following new
Section C.4.6.3.
“C.4.6.3 Scheduling and Group Cancellation. For each type of group, CSOSA anticipates scheduling two group sessions per week at two CSOSA locations. Combined, the total number of group sessions scheduled per year may not exceed 416 sessions. The
COR shall provide the Contractor with a schedule of group sessions, designating the group type, days of the week, times, and locations. The Contractor shall deliver the groups on-time, as scheduled, and may invoice CSOSA for group sessions actually delivered. If no offenders appear for a scheduled group and the Contractor’s personnel are on-site, the Contractor may invoice for the group session as scheduled. The
Contractor shall not change or cancel group sessions without the express written direction from the COR. No less than twenty-four hours in advance, the COR shall provide written notice, via e-mail, to the Contractor to cancel a group session, or change the scheduled day, time, or location of a group session. The Contractor may invoice for any group sessions cancelled or changed with less than 24 hours advance notice.”
iii. Replace Attachment J-1 Pricing Tables with the new Attachment J-1 Pricing
Tables provided as Attachment 2 to this Amendment 0001.
c. The date and time for submission of Quotations has been changed from March 10, 2021, 12:00 PM (Local Washington, DC Time) to March 16, 2021, 12:00 PM (Local
Washington, DC Time).

Psychological Services Questions and Answers
Question 1: Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? If available, can you please send along the incumbent contract or task order number?
Answer 1: As stated in Section L.10, this is a new requirement, there is no incumbent contractor.
Question 2: Would tele-mental health/tele-psychiatry services fit this solicitation or are in-person services needed?
Answer 2: As stated in Section F.2, Place of Performance, The Contractor shall perform the work under this purchase order at the following locations or methods as designated by the COR.
All requirements listed herein apply consistently to all places of performance.
F.2.1 CSOSA facilities located in Washington, DC designated by the COR.
F.2.2 Remotely, via telehealth, through the use of electronic information and telecommunications technologies to support and promote long-distance clinical health care, patient and professional health-related education, public health, and health administration.
Question 3: We are interested in responding to this solicitation. However Our NAICS is 622210
Small Business Size $41.5M, -can we still respond?
Answer 3: As stated in Block 10 of the Standard Form 1449 and Section B.4, this is a small business set-aside for small business with NAICS Code 621330, Offices of Mental Health
Practitioners (except Physicians), and the small business size standard is $8.0M.
Question 4: If we need to partner with another agency who would need to be the Primary responding agency?
Answer 4: Since this is a small-business set-aside, the small business submitting the successful quote will be the awardee and therefor the prime contractor. The prime contractor can have one or more subcontractors, but performance by the subcontractors is governed by FAR 52.219-14, Limitations on Subcontracting.
Question 5: Is there a Wage scale that needs to be followed?
Answer 5: No.
Question 6: What is the time duration of a Group and Individual Session and a Case
Consultation?
Answer 6: Section C.4.5 Task 5 - Evidence-based Individual Psychotherapy states the Individual
Psychotherapy session is 50 minutes in length. Section C.4.6 Task 6 - Group Treatment Sessions states the Group Treatment Sessions is 90 minutes in length. (The solicitation has been revised to reflect the change from 60 to 90 minutes for Group Treatment Sessions.)
Question 7: Who all would need to be involved in the Case Consultation?
Answer 7: Who is involved in Case Consultation is addressed in Section C.4.7 Task 7 - Case
Consultation.
Question 8: For Group Treatment services, the maximum group size is 12. Is there a minimum group size?
Answer 8: No
Question 9: Will the contractor be required to facilitate groups with only 3 or less offenders registered?
Answer 9: Yes
Question 10: Will the contractor be required to facilitate a group session if only three or less offenders are present?
Answer 10: Yes
Question 11: Does the contractor bill based on the number of offenders who are registered for a group or only for the offenders who attend each group session?
Answer 11: The solicitation has been changed to require invoicing on a per session basis.
The following questions only apply if the contractor cannot bill for offenders who fail to attend a group session:
Question 12: Will the contractor be required to annotate the Offender Treatment File for each offender who fails to attend a group session?
Answer 12: Yes
Question 13: Can the contractor charge a missed appointment fee if a group session does not occur as scheduled due to low or no attendance?
Answer 13: The contractor may charge a session fee for a session that had no attendance, or a session that was not cancelled by CSOSA with at least 24 hours advance notification. Section
C.4.6.3 Scheduling and Group Cancellation has been added to the solicitation and Attachment J-
1 has been updated correspondingly.
Question 14: C.4.5 pg. 6 Task 5. This section states “The Contractor shall assign, at minimum, a licensed Master’s Level Clinician to conduct evidence based individual psychotherapy sessions……” Does this exclude licensed psychologist?
Answer 14: As stated in the SOW, the minimum required license is a Master’s level clinician.
Psychologists are not excluded.
Question 15: C.4.6.2. “The Contractor shall assign a qualified Master’s Level Clinician to facilitate an evidence-based impulse control …………” Does this exclude license psychologist?
Answer15: As stated in the SOW, the minimum required license is a Master’s Level Clinician.
Psychologists are not excluded.
Question 16: C.10.2. If a psychologist meets the experience and is a newly licensed psychologist, would they be excluded from the contract?
Answer 16: Not so long as they meet the five years in the last 7 years as a licensed counseling psychologist experience requirement.
Question 17: C.10.4(c) pg. 11. “The Clinical Psychologist shall have at least five years of verifiable work experience within the last seven years as a licensed counseling psychologist………..” Does this disqualify newly licensed psychologist and subcontractors with justice-involved experience?
Answer 17: C.10.4(c) page 11 requires the Clinical Psychologist shall have at least five years of verifiable experience within the last seven years as a licensed counseling psychologist. Justice-involved work experience as a licensed counseling psychologist is acceptable so long as it occurred in the last seven years.
