ATTACHMENT J-4
TRASH/RECYCLING REMOVAL/DISPOSAL SERVICES
1. Trash and Solid Waste Disposal and Removal.
1.1 Disposal/Removal.
1.1.1 The Contractor shall furnish all necessary labor and equipment to provide trash and solid waste removal and disposal services as described herein.
1.1.2 All solid waste collected as a requirement of this purchase order shall be removed from the premises and transported to a solid waste disposal facility that has been certified by the appropriate state agency responsible for solid waste management, or by the Environmental Protection Agency. Trash and solid waste shall be removed for all locations identified under CLIN 0004 a minimum of three times a week.
1.1.3 The Contractor shall provide a sufficient sized waste removal containers to accommodate all trash generated between pick-up dates. The COR shall approve all locations prior to placement. The Contractor shall be responsible for the delivery, maintenance, repair, cleanliness, labeling, and removal of trash and solid waste containers throughout the purchase order period of performance. The containers must be kept free of holes, pests, grease, oil, and odors, etc.
1.1.4 The overflow of materials from containers and dumpsters shall be picked up from the ground area used to collect and consolidate the trash. The Contractor shall remove all hydraulic fluid and oil spillage caused either by the collection vehicles, or released from containers at the designated centralized collection site. Spill residue and clean-up materials shall be disposed in accordance with the Environmental Protection Agency, and State and local regulatory agency requirements.
1.2 Solid Waste Records and Reports
1.2.1 The Contractor shall submit a quarterly report to the COR showing the total weight or cubic yards of trash hauled. If the Contractor cannot provide total weight or cubic yards of trash hauled, the Contractor shall provide to the COR the container size, the number of containers, and the number of pickups and/or tips for each quarter. Recycling shall be removed for all locations identified under CLIN 0004 a minimum of once a week.
1.2.2 Each quarterly report shall be submitted within 10 days after the close of the quarter to the COR electronically in accordance with Section D of the purchase order.
2. Recycling.
2.1 The Contractor shall furnish all necessary labor and equipment to provide recycling services as described herein. It is the intent of the Government to keep the maximum amount of material from the landfill through aggressive recycling.

2.2 The Contractor shall provide a sufficient sized recycling container(s) to accommodate all recycling that is generated between pick-up dates. The Contractor shall be accountable for all recycling equipment and containers belonging to the Recycling Contractor and shall use it only for the intended purpose. The Contractor shall be responsible for the delivery, maintenance, repair, cleanliness, labeling, and removal of recycling container(s) throughout the purchase order period of performance. The containers must be kept free of holes, pests, grease, oil, and odors, etc.
2.3 The overflow of materials from containers shall be picked up from the ground area used to collect and consolidate the recycling. The Contractor shall remove all hydraulic fluid and oil spillage caused either by the collection vehicles, or released from containers at the designated centralized collection site. Spill residue and clean-up materials shall be disposed in accordance with the Environmental Protection Agency, and State and local regulatory agency requirements.
2.4 Materials to be recycled may include, but are not limited to: hard and soft bound books, telephone books, magazines and catalogs, legal briefs, publications, all types of office paper, computer paper, manila file folders, newspapers, junk mail, corrugated containers, manila envelopes, cardboard packaging, packing cartons, metals, used aluminum, plastic and glass beverage containers, unusable wood pallets.
2.5 The Contractor shall ensure that all recyclable materials are recycled and not placed in landfills.
2.6 The Contractor shall arrange for the removal of recyclables from premises.
2.7 The Contractor is responsible for all fees, if any, associated with recycling.
2.8 Recycling Records and Reports.
2.8.1 The Contractor shall submit a quarterly report to the COR identifying the percentage (or weight) of the building’s total waste stream diverted to recycling. Record showing the cost and amount of material hauled for recycling shall be included in the report.
2.8.2 Each quarterly report shall be submitted within 10 days after the close of the quarter to the COR electronically in accordance with Section D of the purchase order.
