AMENDMENT 0002 – ATTACHMENT 1

QUESTIONS TO SOLICITATION 9594CS19F0028

FACILITY SUPPORT SERCVICES

QUESTION #1: Does an incumbent exists for the potential requirement: Facility Support Services for CSOSA outlined under 9594CS19Q0028. If so, could you please provide the following information?

· Vendor name

· Contract number

· Value

· Date of award

· Expiration date

RESPONSE: Solicitation Section L.10 provides the name of the incumbent Contractor currently providing facility support services to CSOSA. Amendment 0002 provides the incumbent’s address and the current contract number. Any other information must be requested via the Freedom of Information Act, 5 U.S.C Section 552.

QUESTION #2: Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?

RESPONSE: See response to QUESTION #1 above.

QUESTION #3: We see that Attachment J-8 Facility Services Building Information lists the building information for 3850 S. Capitol and 1230 Taylor, but we don't see an attachment that provides information for the other buildings. Can you provide the information for the other buildings?

RESPONSE: Amendment 0001 provided a revised Attachment J-8, Facility Services Building Information that includes building information for all locations. However, Amendment 0002 provides another updated version that includes additional information. Refer to the Amendment 0002, Revised Attachment J-8, for all building information.

QUESTION #4: Page 11, Section C.7.1.8, is there a specific training standard which the government requires for contractor staff?

RESPONSE: The Contractor is responsible for training its staff to ensure compliance with the contract requirements as well as compliance with all state and federal, e.g. OSHA, CFR, etc., rules and regulations.

QUESTION #5: I would like to confirm the current status of this solicitation please.

RESPONSE: This is an active on-going solicitation.

Amendment 00002 Attachment 1

QUESTION #6: Page 11, Section C.7.1.7, in regards to "service calls". Is there a current Helpdesk in place to assist persons with issue that requires addressing? If so what type of ticketing system are you currently using? Would the government please provide industry with the volume of calls received at the Tier 1 level through Tier 3 levels?

RESPONSE: For “service calls,” this solicitation does not use the terms “Tier 1” and “Tier 3.”

There is no differentiation between types of services calls. Regarding the type of ticketing system, Attachment J-1, Section 3.2 states, “The Contractor shall only respond to service calls requested by the COR.” This statement means the COR will contact the prime Contractor’s POC for any “service call” needs. Lastly, regarding volume of calls, note the following:

a. In-house celebration resulting in extra trash and/or wiping of surfaces used: It is anticipated four to five service calls per year per location;

b. Replenishing rest room supplies: A service for this would be as a result of the lack of the Contractor performing its responsibilities in overseeing the restroom supplies; therefore, the volume of service calls will be dependent on how well the Contractor is performing regarding monitoring rest room supplies; and

c. Vacuuming: Over the past year, no additional vacuuming service calls have been made.

Again, if for any reason the Contractor does not vacuum as required, a service call by the COR will be requested.

QUESTION #7: Page 26, Section H.12.3, in this section it speaks to a requirement of needing "automobile liability insurance". The question that I would like to ask the government is will the contractor be required to provide the vehicles to perform these services or will they be provided by the government?

RESPONSE: No vehicles to perform any of the work identified in the solicitation will be provided by the Government. The Contractor is responsible for providing any necessary vehicles to perform all work identified in the solicitation.

QUESTION #8: Would the government please provide the name of the current incumbent supporting this contract?

RESPONSE: See response provided to QUESTION #1 above.

QUESTION #9: When was this contract last awarded and to whom?

QUESTION #10: Page 26, Section H.12.3, would provide [sic] the number of vehicles currently being used to support this contract from the vendors?

RESPONSE: Section H.12.3 only refers to required automobile insurance that must be provided by the Contractor in order to begin any performance under the resultant contract. As to the number of vehicles, it is incumbent upon any interested entity to determine (and provide) all labor, materials, and equipment necessary to perform all the work outlined in the solicitation.

QUESTION #11: Will this incumbent be eligible to compete for this line of business this go around?

RESPONSE: Any entity designated by the Small Business Administration (SBA) as an 8(a) for the type of work identified in the solicitation is eligible to compete. CSOSA will confirm SBA 8(a) status of all those that submit quotes. Any entity that is not identify by SBA as an 8(a) will not be able to be considered.

QUESTION #12: Would the government provide the previous contract award number?

QUESTION #13: Are there any bonding requirements to perform this contract?

RESPONSE: There are no bonding requirements included in the solicitation.

QUESTION #14: Are there any Key Personnel on this contract?

RESPONSE: There are no key personnel requirements identified in the solicitation.

QUESTION #15: Were [sic] in the process of certifying our company as 8a. Can companies win/ bid on awards if there in the process of getting certified? Also, can you please provide the last contract award value for this procurement?

RESPONSE: Regarding competing while being certified as an 8(a), refer to the response provided to QUESTION #11 above. Regarding information on the current award, refer to the response provided to QUESTION #1.

QUESTION #16: Attachment J-3, Pest Control Plan. Section 2.2.2, A schedule of the pest control services to be provided for each building or site, including the after hour/weekend schedule for bed bug treatment. Can you provide a description of the actions involved to accomplish a bed bug treatment?

RESPONSE: Amendment 0002 revises Attachment J-3, Section 3.2.1 to:

a. Add bed bug treatment is applicable to each location included in CLINs 0003, 1003, 2003, 3003, 4003, and, if exercised, 5003 (not just CLIN 0003); and

b. Include the specific floors at each location identified in CLINs 0003, 1003, 2003, 3003, 4003, and, if exercised, 5000.

Regarding “actions involved to accomplish a bed bug treatment,” an experienced pest control contractor will be able to identify the appropriate actions for this type of service.

QUESTION #17: Attachment J-3, Pest Control Plan. Section 4, Pesticide Application, 4.1, only qualified, trained, and licensed/certified personnel shall apply chemicals. Uncertified individuals working under the supervision of a Certified Applicator shall not be permitted to provide service under the terms of this purchase order. Only qualified, trained, and licensed/certified personnel shall apply chemicals. Uncertified individuals working under the supervision of a Certified Applicator shall not be permitted to provide service under the terms of this purchase order.

The DC agency inspecting and regulating pest business in DC are strict and punitive when proper licensing is not in place. The contract specifications contain a wide range of target pests in the interior and exterior. The work is to be performed by personnel licensed/certified in that category of work. Can you list the categories of pest business licensing we must carry to respond to scheduled and additional work?

RESPONSE: Solicitation Attachment J-3, Pest Control Service, provides information regarding the targeted pests to be treated as follows:

a. Section 3.1 of Attachment J-3 identifies the targeted pests to be treated for the monthly services;

b. Section 3.2 of Attachment J-3 identifies treatment of bed bugs; and

c. Section 3.3 of Attachment J-3 identifies the pests to be controlled under any additional services.

The Contractor (or its pest control subcontractor) is responsible for determining the appropriate licenses/certifications required in order to treat pests identified in Attachment J-3, Sections 3.1, 3.2, and 3.3.

QUESTION #18: Who provides the salt for snow removal (will it be CSOSA or the contractor)? We ask because there is no place for the cost of salt on the pricing sheet for additional services (See page 9 of Attachment J-15).

RESPONSE: Amendment 0002 provides a revised Attachment J-15, page 9, which includes a line for pricing “De-icing Material”. Note that the solicitation says only materials approved in the snow plan are acceptable as the material to be used must not be damaging to the surface where it is applied.

QUESTION #19: Also, is the emergency service call for the Lab Refrigerators "each" as is written in the solicitation (again Attachment J-15, page 9) or by the hour?

RESPONSE: The line in Attachment J-15, page 9, for the emergency service call for the Lab Refrigerators contains an asterisk “*”. At the bottom of the table, there is a note defining the asterisk. The note states, “Price is for service call/initial investigation only; Contractor is required to notify the COR of required service to address the issue identified.” It is anticipated by the government that the service call is a one-time charge for “each” emergency call which is only to provide the initial investigation of the issue.

QUESTION #20: Solicitation Section L.7.2, the above submission shall be hand delivered no earlier than 9:00 AM (Local Washington, D.C. time) and no later than 3:00 PM (Local Washington, D.C. time), June 21. Please confirm that the only method for delivery of the proposal is hand delivery. Is Fed-ex, UPS and/or USPS acceptable for the delivery of the proposal? Is a courier service acceptable to deliver the proposal?

RESPONSE: Amendment 0002 revises Section L.7.2 to include delivery by any courier service.

QUESTION #21: Attachment J-7 has several additional services listed, however, Window washing, Pressure Washing, Tree thinning, and Leaf removal are not included on the chart, they are listed on attachment J-6. Please advise if these unit prices should be included on the chart.

RESPONSE: The italic language on Attachment J-7 specifically states, “Any work in Attachment J-6, Additional Services, not priced below will be priced based on obtaining a quote from the awardee at the time of requested service.” This statement says if the prices are not included in Attachment J-7, then pricing will be obtained via a quote when services are needed.

QUESTION #22: Is the current company cleaning any locations in the evenings? (after 5PM)

RESPONSE: Amendment 0002 includes a revised Attachment J-1, Exhibit 1, Frequency of Work – RSC that, on page 2, incorporates a required cleaning schedule for the RSC. The cleaning schedule in the revised Attached J-1, Exhibit 1, does include some work which is required to be performed after 5:00PM.

QUESTION #23: Please clarify what cost you want placed on CLN [sic] # 0006 (additional services – All years) CLN 0006AA, to 0006AI (and all subsequent years) Attachment J-15 Solicitation Pricing Sheet, the additional services have varying unit costs based on the service lines/unit prices requested on Attachment J-7. These additional services would be based on unit prices (sq. ft., hour, each, etc.). What price should be filled into the price sheet under CLN # 0006 total amount?

RESPONSE: CLINs 0006, 1006, 2006, 3006, 4006, and, if exercised, 5006 are bulk funded by the government. No pricing, other than the unit prices required by Attachment J-7, are required to be submitted by the Contractor with its price quote for these CLINs. Upon award of each CLIN (in each respective period of performance), the government will include a not-to-exceed amount to be used for any additional services ordered.

QUESTION #24: Solicitation L.4.3.3 Completed Past Performance Questionnaires must be provided via email no later than June 16, 2019 at 3:00 PM Eastern Daylight Time (EDT). (June 16th is a Sunday) Attachment J-14 Past Performance Questionnaire June 21, 2019 at 3:00 PM Eastern Daylight Time, Please clarify when the PPQ are due? Are CPARs acceptable in lieu of PPQ’s?

RESPONSE: Amendment 0002 corrects Section L.4.3.3 to reflect the submission of Completed Past Performance Questionnaires by June 21, 2019. Regarding whether CPARS are acceptable, Solicitation Section M.3.2 states Factor 2, Past Performance, will be evaluated based on the information provided by the Contractor (i.e., the information requested by Section L.4.3.3) and “any [information] obtained by the Government from other sources…” Therefore, no “CPARS” are needed from the Contractor. Instead, the Contractor is to submit its response to Factor 2, Past Performance, as outlined in Section L.4.3.3.

QUESTION #25: Attachment J-1 Frequency of Work & Section J-1 1.10, Pantry cleaning, please clarify the hours of operation of pantry? Service is required 3x per day (RSC location), what hours are the Pantries currently serviced between?

RESPONSE: Amendment 0002 includes a revised Attachment J-1, Exhibit 1, Frequency of Work – RSC that, on page 2, incorporates a required cleaning schedule for the RSC. This additional schedule includes specific cleaning times for the food pantry.

QUESTION #26: RE: Section M.4.2 / CLIN 0006, can the government please clarify how we are to purpose pricing for CLIN 0006? We have reviewed Attachment J-6 and it is still unclear how we are to purpose pricing. Please advise.

RESPONSE: See response to QUESTION #23 above.

QUESTION #27: What needs to be filled out in the space provided on Attachment J-15 pricing sheet for CLINs 0006, 10006, 20006, 30006, 40006 Additional Services? There is only one space per CSOSA location, but the Table on page 9 of Attachment J-15 breaks the additional services down by different units of measure, so there is no way to add them all together. Can you clarify what information you expect to be filled in for those CLINs?

RESPONSE: See response to QUESTION #23 above.

QUESTION #28: It states in Attachment J-1, Exhibit 1, Elevators will be cleaned daily IAW section J-1, 1.9. How many elevators are in the RSC?

RESPONSE: Amendment 0002 includes a revised Attachment J-8, Facilities Services Building Information, which now includes information regarding elevators.

QUESTION #29: It states in Attachment 1, Exhibit 2, Elevators will be cleaned twice monthly IAW section J-1, 1.9. How many elevators are in the other buildings?

RESPONSE: The following information is provided in response to the above question:

• RSC: Approximately 250 total square feet of interior glass excluding entrances;

• 910 Rhode Island: Approximately 400 total square feet of interior glass excluding entrances; and

• 3850 S. Capitol: Approximately 325 total square feet of interior glass excluding entrances.

QUESTION #32: It states in Attachment J-1, Exhibit 2 entrance cleaning will be three times a week IAW J-1 section 2.1. How many square feet of plate glass are in the other entrances?

RESPONSE: The following information is provided in response to the above question:

• 1230 Taylor Street: Plate glass at the entrance is approximately 80 square feet; and

• 3850 S. Capitol: Plate glass at the entrance is approximately 60 square feet.

QUESTION #33: In Attachment J-1 Exhibit 2 Shows Interior Glass Surfaces Cleaning is done weekly. In Attachment J-6 3.4 states: Interior window work shall be scheduled to be performed one floor at a time to keep disruption to building occupants to a minimum. Is window glass different than Interior glass? If they are the same how far in advance do, we schedule each floor to avoid disruption? If Interior Glass and Windows are considered different what is the frequency for Interior Window cleaning?

RESPONSE: Interior glass surface cleaning is different than interior window cleaning. Interior and exterior cleaning of windows (which is discussed in Attachment J-6 as an additional service) is not included in the interior glass surfaces cleaning in Attachment J-1. In order to ensure clarity between the interior glass surfaces cleaning in Attachment J-1 from the window cleaning in Attachment J-6, Amendment 0002 revises Attachment J-1, Section 1.5.3 to state, “(Any window on the exterior of the wall of the building is not included in “interior glass surface cleaning required by Attachment J-1. All window cleaning (interior and exterior) is included in Attachment J-6, Additional Services.):”

Regarding scheduling of interior window cleaning, Attachment J-6, Section 3.2, states that when interior or exterior window cleaning services are required, the COR will request a quote from the Contractor and coordinate a schedule for completion of the work.

QUESTION #34: It states in Attachment J-1, Exhibit 1 Medical Units and Laboratories will be cleaned three times a day IAW section J-1, 1.11. How many square feet are in the labs in the

RSC?

RESPONSE: The total square footage of the second floor of the RSC is dedicated to the Medical Unit and Labs. Amendment 0002 includes a revised Attachment J-8, Facilities Services Building Information, which identifies that the RSC second floor is the space where the Medical Unit and Labs reside. The revised Attachment J-8 also includes the square footage for the second floor of the RSC.

QUESTION #35: It states in Attachment J-1, Exhibit 2 Fitness centers, Health Units and Laboratories will be cleaned two times a day IAW J-1 section 2.1. How many Fitness centers (by building), Health units (by building), and laboratories (by building) are in each location?

RESPONSE: Amendment 0002 includes a revised Attachment J-8, Facilities Services Building Information, which now includes information regarding the Fitness Centers and Laboratories.

The term “Health Units” in Attachment J-1, Exhibit 2, is removed as there are no “Health Units” or Medical Units in the locations addressed in Attachment J-1, Exhibit 2.

RESPONSE: Window cleaning is included as an additional service in Attachment J-6.

Attachment J-6, Section 3.2, states that when interior or exterior window cleaning services are required, the COR will request a quote from the Contractor and coordinate a schedule for completion of the work. At the time a quote is requested, the Contractor will have an opportunity to determine the square footage of all windows to be cleaned. This information is not needed in the solicitation as the Contractor is not providing any pricing related to this effort at this time.

QUESTION #38: IAW Attachment J-6, 6, The Contractor shall remove leaves, as necessary, to maintain a neat and clean appearance. Throughout the year, the Contractor shall remove minor accumulations due to isolated leaf drops and shall check all storm drain openings on the premises and remove any leaves or debris that have accumulated. Care shall be taken to remove leaves in existing mulched areas to maintain a neat and clean appearance without substantial reduction in mulch depth or damage to herbaceous or woody plant material. Under no circumstances is the Contractor to perform these services without written approval from the COR. Please clarify if the contractor is to remove minor accumulations and check all storm drains only with written approval from the COR or should this be part of the daily tour done by grounds maintenance?

RESPONSE: Amendment 0002 removes Section 6, Leaf Removal, from Attachment J-6 and inserts a new Section 14 in Attachment J-2, Grounds Maintenance Services. This change results in the leaf removal effort now being part of the monthly services to be priced in CLINs 0002, 1002, 2002, 3002, 4002, and, if exercised, 5002.

QUESTION #39: IAW attachment J-6, 8.1 the contractor will provide blood borne pathogen clean-up on an emergency basis. Request the historic information on the number of emergency calls for the last aggregated time frame.

RESPONSE: Occurrences over the current contract period of performance have been minimal (less than 10 for all years); however, that is not a measure of what may be needed in the future.

Since this service is an additional service, it is only to be requested of the Contractor when the COR requests a quote for a specific incident.

QUESTION #40: IAW Attachment J-6, 9.2 which states: Within three hours of notification by the COR or the Contracting Officer, between the hours of 7:00AM and 7:00PM, Eastern Time, the Contractor shall respond to the location of the equipment needing service. QUESTION #41: IAW attachment J-6 9.1, the contractor will provide emergency service calls for refrigeration failure. Request the historic information on the number of emergency calls for the last aggregated time frame.

RESPONSE: Occurrences of emergency calls for the lab refrigerators has been approximately one per year. Note that Section L.4.3.2.1 requires any technical submission to identify the specific entity that will be performing lab refrigeration services. All lab refrigerators were last service for routine maintenance in December 2018. The contractor that held the last lab refrigerator contract with CSOSA (which is now expired) is:

Diversified Laboratory Repair, Inc.

7977 Cessna Avenue Gaithersburg, MD 20879-4117

QUESTION #47: Can CPARS be submitted as past performance?

RESPONSE: See response to QUESTION #24 above.
